Pampanga town gets ready for cityhood plebiscite

MABALACAT town is getting ready for the conduct of a plebiscite that will guarantee the full implementation of a law recently signed by President Benigno Aquino III that converts the town into a component city.
Mayor Marino Morales said the Municipal Government would set aside P14 million to be used by the Commission on Elections (Comelec) for the conduct of the plebiscite.
Representative Carmelo Lazatin said Monday that majority of the constituents here support the town’s cityhood bid. Mabalacat has a more than 200,000 voting population at present.
Lazatin issued the statement during a press conference Monday where Morales formally announced that President Aquino has signed last May 15 Republic Act 10164 converting the first-class town into a component city.
However, the lawmaker said RA 10164 will not be fully implemented unless the people vote in favor of the cityhood proposal through a referendum, which will be held within a month.
Lazatin, author of the Mabalacat cityhood bill, said the town will get more funds once it becomes a city.
Morales, meanwhile, said more infrastructure projects will be implemented once the town becomes a city.
The town’s projects include the Mabalacat public market, a Triple A slaughterhouse, lighting of major roadways, construction of additional classrooms at Mabalacat Community College and a central business district.
“With this projected structures, Mabalacat will become the center of trade in Pampanga because it will play a major role in the development of the Clark International Airport. Also, more hotels will be built in Mabalacat to accommodate the influx of tourists,” said Morales.
He said more classrooms will also be constructed at the Mabalacat College. “We want to provide quality education for our children,” Morales said.
On the tax issue, Morales said the law prohibits a newly converted city to implement a tax increase within five years.
After five years, the tax increase is not automatic, said Morales, adding that the City Council will still determine if the city needs to adjust its tax rates.
Morales expressed his gratitude to the President for approving the Mabalacat City law, as well as to Governor Lilia Pineda and the Provincial Board for their support.
He also thanked Lazatin for his effort to convert town, the home of Clark Freeport, as the third city of Pampanga. He also earlier thanked Senators Lito Lapid, Ferdinand Marcos, Tito Soto, Franklin Drilon, Jinggoy Estrada and Lazatin for their full support in sponsoring the “Mabalacat Cityhood Bill.”
The Mabalacat town is expected to become a full-fledge city by 2013, the same year the town will celebrate its 300th founding anniversary.
