Bill seeks Filipino citizenship for expat who’s been here since 1933

SENATOR Sergio Osmena III has filed a bill to give Filipino citizenship to a 99-year-old expatriate who has called the Philippines her home since 1933.
Osmena’s bill seeks to make Jessie Josephine Coe Lichauco, widow of a former Philippine ambassador to the United Kingdom, Denmark, Norway, and Sweden, a naturalized Filipino. The senator cited how Lichauco represented the Philippines “in international organizations, social events and activities involving the diplomatic corps” alongside husband Marcial Lichauco.
“During World War II, she cared for and provided shelter for those in need and supported efforts to reach prisoners of war. When Manila was
bombarded during the liberation, she and her husband opened their Sta. Ana (Manila) home to fleeing citizens and provided a make-shift
hospital to take care of at least 2,000 people,” he added.
That home has become “a repository of Filipino history and a haven for travellers, friends and local residents,” the senator said.
She also helped charity funds through the Red Feather Agency, and afterwards when it was renamed the Community Chest. Even after her
husband’s death and she returned to the United States for a short time, Osmena said Lichuaco opened her home in Massachusetts to Filipino academics who needed a place to stay.
“She considers Philippines as her home having spent 75 years of her life here. She fluently speaks the Filipino language and embraces the
Filipino culture as her own. She is now 99 years old and seeks to be granted Filipino citizenship under Article IV, Section 1 of the Philippine Constitution,” he said.
The Constitution allows the granting of citizenship through legislation.
