Human rights group wants more action vs killings

THE Amnesty International (AI)-Philippines, an international human rights group, remains unimpressed by the government’s efforts to eliminate political killings and enforced disappearances in the country.
AI-Philippines Director Aurora Parong said in a statement that this is mainly because several incidents of human rights are still being ardently violated even after a year since President Benigno Aquino III assumed office.
“The organization reiterates that torture, political killings and enforced disappearances continue even under his watch one year after his inauguration,” said Parong.
She said this cannot altogether be blamed to the previous administration, which has been accused of promoting a culture of impunity due to the high number of extrajudicial killings and enforced disappearances.
“If you buy a house with a leaking roof, and it’s still leaking a year later, you can’t keep blaming the previous owner. President Aquino needs to start taking responsibility in tackling serious human abuses instead of constantly blaming the Arroyo administration,” said Parong.
The latest Human Rights Watch (HRW) report showed that there have been 10 cases of extrajudicial killings and enforced disappearances that occurred during the one-year-old Aquino administration.
The AI-Philippines said there is no better place for Aquino to address the problem than in his second State of the Nation Address (Sona) scheduled to be delivered Monday.
“Amnesty International Philippines appeals to President Benigno ‘Noynoy’ Aquino to announce an action plan for human rights protection for his Sona,” she said.
The group said relying on the Department of Justice’s (DOJ) Special Task Force on Extrajudicial Killings will simply not do the trick to resolve the prevailing problems.
Parong said there is a need to upgrade the government efforts by going beyond the DOJ solution on the problem.
“Breaking the chains of impunity for these violations cannot be accomplished by the DOJ alone. It is imperative for the President to devote more resources and ensure concerted effort from government agencies,” said the AI country official.
Parong said one of the possible solutions is by empowering the Commission on Human Rights to protect witnesses and families of victims by allocating resources for its protection program. (AMN/Sunnex)
