Boat sinks off Hong Kong after collision; 25 dead

HONG KONG — A boat packed with holiday revelers collided with a ferry and sank off Hong Kong, killing 25 people and injuring dozens more, authorities said.
The boat was carrying staff members of a utility company and their family members to Hong Kong’s famed Victoria Harbour to watch a fireworks display Monday night on the long holiday weekend celebrating China’s National Day and mid-autumn festival.
It was carrying about 120 people when it collided with the ferry near Lamma Island off the southwestern coast of Hong Kong Island. The government said 25 bodies had been recovered by Tuesday morning and the search was continuing.
More than 100 people were rescued and sent to hospitals, and nine had serious or critical injuries, the government’s statement said.
“There was a boat that came in close and crashed,” said Yuen Sui-see, director of operations at Power Assets Holdings Ltd., which was using the vessel to take staff on the outing. “After the crash, the other boat continued away, it didn’t stop.” He denied the vessel was overloaded, saying it was carrying 121 passengers and three crew but had capacity for more than 200 passengers.
Television channels showed the boat half submerged with the bow pointing straight up. Helicopters circled overhead with searchlights as government vessels surrounded the boat and divers prepared to enter the water.
The government statement said the Fire Services Department could not rule out the possibility people were still in the vessel or missing. It said low visibility and obstacles on the boat made rescue efforts difficult.
Local news reports said the boat was hit by a ferry operated by the Hong Kong and Kowloon Ferry company on a regularly scheduled service. RTHK said the captain of the other ship, which was slightly damaged but able to return to port, was afraid to stop in case it sank, too.
“All of Hong Kong’s emergency forces are focused here,” said Hong Kong’s leader, Chief Executive Leung Chun-ying. “Wide-ranging rescue work is being carried out on in the sea, land and in the air.” Leung said he didn’t know what caused the collision but promised a thorough investigation.
Survivors said the boat started sinking rapidly after the collision. One woman told local television that she swallowed a lot of water as she swam back to shore. Another man said he didn’t know where his children were. Neither gave their names.
Lamma is the third-biggest island in Hong Kong and near one of the coastal Chinese city’s busiest shipping lanes. The island is home to about 6,000 people, including many of the former British colony’s expatriate workers

Clark investors to gov’t: Make up your mind

MANILA, Philippines – Will Clark be developed as the Philippines’ next premier international gateway?
Locators inside the Clark Freeport and special economic zone want the Aquino administration to decide now, saying their businesses have suffered due to the delay.
“It comes down to lost opportunities. [Investors] want to see further improvement by the government rather than constant changing of minds,” Jeff Pradhan, former president of the Clark Investors and Locators Association said in a media briefing.
The government has long planned to develop the airport (Diosdado Macapagal International Airport) inside the former US military base as a major international gateway, next to the crowded Ninoy Aquino International Airport (NAIA) in Manila.
Companies banking on this promise set up investments in Clark.
Pradhan cited for instance Singapore Airlines and Hong Kong-based Metrojet Engineering Clark. Singapore Airlines through SIA Engineering tied up with Gokongwei-led Cebu Pacific in 2008 for a hangar and maintenance, repair and overhaul (MRO) facility, and spent P1 billion in 2010 to establish a second hangar. Metrojet also put up a $40-million MRO facility to cater to corporate jets.
“They (government) have not made up their minds and that is the problem,” said Clark International Airport Corp. (CIAC) adviser Capt. Benjamin Solis.
Solis urged the government to act quickly on the airport as NAIA has exceeded capacity—both on its terminal and runway—by 40%.
High-speed rail
Government began to waiver on its plan for Clark late 2012, saying there are a lot of conditions for it to be viable. One of them is the construction of a high-speed rail system that will connect Clark to Manila.
Clark is about 80 kilometers away from the capital. Metro passengers taking budget airline flights in Clark travel via buses or private cars that take the North Luzon expressway.
The China-funded NorthRail project, which was meant to speedily move passengers that distance, was dropped.
The project was negotiated under the Arroyo administration. It was suspended in March 2010 pending review due to alleged anomalies such as bloated costs.
In February 2012, the Supreme Court ruled that the project was illegal because it did not go through bidding process.
The government tried to renegotiate the project, including costs and design, but it became uncertain following heightened territorial dispute between the Philippines and China over the South China Sea.
Even if the project was dropped, the Philippines is paying a portion of a Chinese loan worth $185 million until 2014 to avoid affecting its chances of getting investment grade status.
Distance ‘irrelevant’
Solis however said distance between Clark and Manila should not be an issue as airports in other countries are located outside cities, away from central business districts.
“Distance is irrelevant, it is a flexible item. In other countries, all airports are far from the city. NAIA is an old airport in a large city with no other gateway and yet Clark is still not a viable option,” he lamented.
Solis said the government should speed up the development of the Pampanga airport by adopting a twin airport system wherein the Clark would co-exist with NAIA.
Terminal project
Passengers at the Clark airport are expected to hit 2.4 million each year starting 2013. The airport could only handle up to 1.2 million at end-2012, Transportation Undersecretary for planning Rene Limcaoco earlier said.
The Transportation and Communications department is assisting CIAC in its plan to construct a new terminal at the airport that will serve 15 million passengers a year.
Solis said CIAC would present the P6-billion project to the National Economic and Development Authority in March.
He said the terminal is crucial especially with the start of the Dubai-Clark operations of Emirates and AirAisa’s ongoing expansion.
According to him, the proposed passenger terminal project could be offered under the Aquino administration’s Public-Private Partnership scheme because several private corporations are interested in the development.
Based on the land-use plan, he said about 30 hectares of the 2,400-hectare airport property could be used for commercial development. – Rappler.com

Pampanga zonal values implemented March 11

CITY OF SAN FERNANDO – The Bureau of Internal Revenue (BIR) has been ordered to immediately implement the zonal values for Pampanga and Angeles City effective Monday, instead of April 1.
BIR regional director Araceli Francisco said the April 1 announcement of the implementation was in compliance with publication requirements.
Francisco said the BIR had given a previous announcement last February 26, 2009 about the implementation of the order.
“Due notice was already given so the immediate implementation is merely a compliance with the Department of Finance order,” Francisco said.
Earlier, the BIR said it is set to implement its new zonal values under Department Order Nos. 35-05 and 36-05 of the Department of Finance (DOF) for Pampanga and Angeles City this April 1.
Department Order No. 35-05 prescribed the zonal values of the City of San Fernando, Pampanga under the jurisdiction of RDO# 21B- South Pampanga while Department Order No. 36-05 prescribed the zonal values of the cities and municipalities under the jurisdiction of RDO# 21A- North Pampanga and municipalities under the jurisdiction of RDO#21B- South Pampanga.
It could be remembered that the scheme has been “frozen” since 2007 after an outcry regarding the drastic increase, of up to 800 percent, of some prime real properties in the province.
The zonal values will be implemented at RDO# 21B and RDO#21A. RDO# 21B and is composed of the following cities and municipalities: City of San Fernando, Apalit, Bacolor, Candaba, Floridablanca, Guagua, Lubao, Macabebe, Masantol, Mexico, Minalin, San Luis, San Simon, Sasmuan, Sta. Ana, Sta. Rita and Sto. Tomas. RDO#21A- North Pampanga is composed of the following cities and municipalities: Angeles City, Arayat, Clarkfield, Mabalacat, Magalang and Porac. This D.O. No. 36-05 covers the following cities and municipalities: Angeles City, Apalit, Arayat, Bacolor, Candaba, Floridablanca, Guagua, Lubao, Mabalacat, Macabebe, Magalang, Masantol, Mexico, Minalin, Porac, San Luis, San Simon, Sasmuan, Sta. Ana, Sta. Rita and Sto. Tomas.

Health department says Aids cases in Pampanga increase

CITY OF SAN FERNANDO – Executives from the Department of Health (DOH) told provincial officials Monday about the increasing human immunodeficiency virus (HIV) and Acquired Immune Deficiency Syndrome (Aids) cases in the province.
Dr. Juanito Taleon, National Center for Health Facilities Development director, told the provincial health workers that aside from tuberculosis, there is also a need to seriously look into HIV-Aids as an emerging health problem to some developing provinces.
Taleon claimed there are recorded incidents of HIV-AIDS in Pampanga including Angeles City, though he failed to give the actual number of individuals who are afflicted with HIV-Aids.
“Dito sa Pampanga, kailangan ding bigyan ng pansin ang problema sa AIDS na problema din sa Cebu at iba pang probinsiya sa bansa,” he said.
Based on the Philippine HIV and Aids Registry, there are 380 new HIV cases in the country for January 2013 alone, with 307 cases coming from males-having-sex-with males (MSM), accounting for 82 percent.
From 1984 to 2010, there are 840 Aids cases reported 71 percent (595) were males and (315) had already died.
Sexual contact was the most common mode of HIV transmission, accounting for 93 percent (780) of all Aids cases.
More than half (444) of sexual transmission was through heterosexual contact followed by homosexual contact (263) then bisexual contact (73).
Other modes of transmission include: mother-to-child transmission (17), blood transfusion (10), injecting drug use (4) and needle prick injuries (2). Three percent (27) of the AIDS cases did not report mode of HIV transmission.

Kapampangans pray for OFW on death row

CITY OF SAN FERNANDO – Even as the P1.5-million donation pooled by the Provincial Government for blood money to save Kapampangan overseas Filipino (OFW) worker Joselito Zapanta that he would be given an extension or pardon from death row.
Zapanta’s four-month reprieve reportedly expires today, Tuesday, and the Saudi Arabian Court is expected to carry out the death sentence meted on the native of Bacolor when he allegedly killed his foreigner landlord.
Some P40-million in blood money has been demanded for his release.
On Monday, after talking with Governor Lilia Pineda over the phone, Provincial Information officer Joel Mapiles disclosed that the P1.5 million in donations from Pampanga mayors and the private sector has been sent to the account of Zapanta’s mother, who is already in Saudi Arabia to see to her son’s fate.
“We do not know how he (Zapanta) was able to call Governor Pineda by phone from Saudi. Our governor said that Joselito requested that the P1.5 million be coursed through his mother’s account, which has already been done on Monday as we speak,” Mapiles told Sun.Star Pampanga.
He added that the amount may not be enough, but at least would be of help.
“Maliit lang iyun pero sana makatulong. In any case, Capitol is open for anyone who wishes to help Zapanta. The governor is asking Kapampangans to join her in praying and hoping for a miracle for our kabalen,” Mapiles said.
Recently, Pineda earmarked some P350,000 donated by Capitol employees as educational trust fund for the children of Zapanta.

Daga-Daga Group robs Tarlac drugstore

CAMP OLIVAS – Members of the so-called “Daga-Daga” group robbed a Mercury Drugstore branch in Tarlac and carted away with P27,800 in cash and several energy drinks, police reported Tuesday.
The incident reportedly happened over the weekend when the suspects gained entry to the drugstore by creating a hole at the building’s steel roof, and destroying the ceiling beneath the clerical area.
Senior Superintendent Alfred Corpus, Tarlac police provincial director, said the suspects ransacked the store’s pantry, manager’s room and the prescription/counter area.
Not contented, the suspects took all the coins kept beside the vault amounting to some P27,800 and energy drinks, cosmetics and chocolate products, he said.
The report said the suspects also ate inside the drug store as evidenced by recovered empty wrappers of different chocolate brands scattered inside the establishment.
The robbers then fled on board an unknown vehicle, the report said.
The CCTV installed inside the store revealed the facial features of one of the suspects, and is now the subject for further identification.
The lone security guard detailed at the drugstore, identified as Jessie dela Cruz told police that he did not hear any noise or notice anything unusual during the incident.
The guard said his main post is in the front of the drugstore. (Ric Sapnu)

Baliuag-Candaba road gets P69M from DPWH

CITY OF SAN FERNANDO – The Department of Public Works and Highways (DPWH) divulged that another P69 million has been allocated for construction works at the Baliuag-Candaba Road here.
Rafael Yabut, DPWH Undersecretary for Project Management Office Operations-Foreign-Assisted Projects, in an interview claimed that P49 million has initially been approved by the national government to cover the remaining construction works on the said road.
The Baliuag-Candaba Road is national in nature, the maintenance and construction of which fall within the authority of the national government through DPWH.
“Mayroong nakalaang pondo para dyan para magamit na ng ating mga kababayan ang nasabing kalsada,” he told Sun.Star Pampanga.
Yabut said they are targeting to complete the construction before the end of the term of President Benigno Aquino.
“Hopefully matatapos natin ito sa 2016,” he stated.
The DPWH executive further noted that the public works has set aside another P20 million for the same road to ensure its completion as projected.
This according to him indicates the strong desire of the current administration to link the province of Pampanga particularly the town of Candaba to the province of Bulacan, Baliuag in particular.
If completed, there will be easy access from Baliuag to Candaba with a minimum travel time of 30 minutes.

Fil-Chinese biz chamber donates classroom building

CITY OF SAN FERNANDO — The San Fernando Filipino-Chinese Chamber of Commerce and Industry Inc. (SFFCCII) donated a two-classroom school building in the remote Sitio Minalungao, General Tinio town in Nueva Ecija province, to provide adequate school facilities to students of the area.
SFFCCII president Eddie Chua told Sun.Star Pampanga that the facility constructed at the cost of almost half a million pesos was made possible through the support of the Filipino-Chinese businessmen and the chamber’s various donors.
The building was constructed to augment the current lone school facility of the Minalungao Primary School.
The building was built in cooperation with Northstar Solutions, Mencius Lodge N0. 93 and the Filipino-Chinese Chamber of Commerce and Industry Inc. (FFCCCII).
“We have selected this area because of the real need of the students for more facilities. This area is very difficult to access and there is very little livelihood for the people. So education of the young remains as our most important objective here so that the people can rise from poverty,” Chua said, stressing that far-flung barangays even outside of Pampanga deserve the help of the chamber.
Teachers of the Minalingao Primary School said students here would have to walk some seven kilometers just to go to school in another nearby barangay.
Chua said they have also committed to build two more school buildings here in order to address the problem of more school buildings in the area.
He said this initiative will greatly help in the development and uplifting of the quality of education in the barangay through the “Barrio Schools” program.
“The ‘Barrio Schools’ project is the longest running and biggest private sector-led development program focused on educational infrastructure in the country. Since the project started in the 1960s, almost 8,000 classroom buildings have been constructed all over the country,” Santiago said.
These school buildings are constructed out of donations from the officers and members of the Federation and from benevolent organizations, families and individuals within the Filipino-Chinese communities.
Mayor Virgilio Bote of General Tinio thanked the Kapampangans for their support in the town, adding that the construction of the school facilities will usher in further development in the area.
Principal Leah Sabakan said that school building will greatly improve their quality of classroom instruction in the barangay.
