UNA senate bet opens seniors’ building in Minalin

MINALIN, Pampanga–Mayor Arturo “Katoy” Naguit and senatorial candidate Nancy Binay on Saturday led local officials here in the inauguration ceremony of the Office of the Senior Citizens Affairs (OSCA) building of the town.
Aside from Binay and Naguit the ceremony was also attended by the senior citizen, led by their president Sotero Fabian, Mayor Jerry Pelayo of Candaba, Mayor Peter Flores of Masantol and local residents here.
The OSCA building was donated by Vice President Jejomar Binay in the amount of P500,000.
Binay did not make it to the affair due to prior commitments in Manila, it was learned.
He was however represented by his daughter, Nancy.
The younger Binay said the vice president has promised to visit the town in the near future.
Nancy also said, “my father‘s heart is with you as he promised to bring medical equipment to Minalin to benefit poor townsfolks.”
In San Simon town, the United Nationalist Alliance (UNA) candidate also led the groundbreaking ceremony of a covered court in Barangay San Jose with Mayor Leonora Wong. ● Froilan E. Magtoto

HAU to honor former La Salle administrator

ANGELES CITY–The University of Holy Angel (HAU) will confer the Order of St. Michael the Archangel for outstanding contribution to lay catholic education to Chancellor Emeritus of the De La Salle University (DLSU) Dr. Carmelita Quebengco on March 8.
The order of St. Michael the Archangel is given annually to laypersons who have played a significant role in Catholic evangelization through education. It was instituted by the HAU two years ago.
HAU was founded by a lay person Juan Nepomuceno, whose 121th birth anniversary will be celebrated on March 8.
Quebengco who served the DLSU System for over 30 years until her retirement in 2007, helped to raise the bar academic excellence through reforms and innovations, specifically in curriculum development, research program, international accreditation, scholarships and grants, performance in board examinations and admissions.
For her lifelong commitment to the Lasallian Mission, Quebengco recently became an affiliate of the De la Salle Brothers of the Philippine District–the highest and rarest honor bestowed by the Brothers through which she is “incorporated intimately” into the Society of Brothers. She now shares with the Brothers in all the prayers and good works with her name inscribed in the archives at Casa Generaize, the Brothers’ Mother House in Rome.

Capitol’s Buntis Program continues 134 expectant moms get free check-up

LUBAO, Pampanga – Some 134 pregnant women from various towns underwent free prenatal check-up at the Escolastica Romero District Hospital (ERDH) here last week.
The event is still part of the ongoing Buntis Check-up program of the Capitol, headed by Governor Lilia G. Pineda, in line with its mission to eliminate maternal deaths in the province.
Records of the nurses in ERDH show majority of the expectant mothers were from Sta. Ana town brought here by their respective barangay health workers (BHW) while some were walk-in patients from neighbouring municipality of Guagua.
According to Elizabeth Baybayan, provincial social welfare and development officer, Family Access Cards will be issued to patients who are not PhilHealth members which will give them corresponding discount rates upon availing medical services in the 11 district and provincial hospitals here.
One of the patients, Jingle Franco of barangay Sta. Maria in Sta. Ana, was found to have twin babies and is already near her due date during the initial interviews conducted by nurses.
Accordingly, Franco was then given schedule for her Caesarean Section delivery in Diosdado Macapagal Memorial Hospital and was also awarded with an access card.
Governor Pineda, together with Board Members Monina Laus and Trina Dizon, was delighted with the good news and volunteered to be godparents of the expected twin babies of Franco.
Before parting with them, Pineda reminded the to-be mothers to take good care of themselves to ensure the safety of their unborn babies. She also instructed them to consistently take the vitamins provided to them and to attend regular check-ups.
“The health of your unborn babies will depend on how you take care of yourself while you’re pregnant. Thus, making sure you are healthy now will guarantee the future of new generation of Kapampangans,” Pineda ended. ● Angelique Tuazon

Come back to me with all your heart, says God. I will, I will, I say, but my heart is not ready yet. Yes, I want a deeper relationship with You but not now. I still have to ready myself. I have to overcome my faults and shame over my failures before reconciling myself with You. I have many things to do rather than pray. I will come back to You. Soon.
Come back to Me, He insists.
But I am afraid to return. If You only knew the kind of person I have become. I do not know how to go back to You. What shall I say when I do?
But He gently prods me. Here I am, faithfully awaiting your return. Nothing matters except that you come back to Me, I Who love you unconditionally.
Embarrassed and confused, I look at You as Your arms eagerly open to embrace me, like the way the father did to his prodigal son. No stern stares, no judgmental looks, just the joyful welcoming warmth of Your embrace. Then I realize that there is no need for words. I run to You and I am back home.
Almighty Father, the time of Lent has come, together with your never-ending personal invitation to return to Your love. And I accept it. But, Lord, where do I start?
I now pray for Your grace to drop my defences and realize that my standards, my way of judging and loving are so very different from, and so much smaller than Your way. No matter what I have done or how much I think I have hidden from You, I thank you for offering me another season, more so an entire lifetime, of loving me unconditionally. Help me live each day in Your love.
Such is my Lenten prayer. May it be yours too.

Buy-bust nets 2 in Angeles City

CAMP OLIVAS, Pampanga–A lady drug pusher and a friend were arrested in a police buy bust operation in Angeles City on Tuesday.
Police identified the suspects as Karen Lopez, 35 and Elimar Amore Dela Pena alias Steff, 22; both residents of 6 Henson St, Barangay Sta. Teresita, Angeles City.
Police said they received an information from an asset that illegal drugs proliferate in Angeles City particularly in Balibago area.
The suspects were arrested after they sold shabu to a police poseur-buyer at about 11 p.m. along Henyfel street of the same barangay.
Confiscated from the suspects were a heat-sealed transparent plastic sachet containing shabu and the marked money used in the operation.
The suspects conspired to sell illegal drugs, police said.
Police said Lopez and alias Steff were brought to the Angeles Police Station together with the evidence for proper disposition.
The duo will be charged for the violation of the Anti Dangerous Drug Law, authorities said. ●Froilan E. Magtoto

SM Clark to hold special screening of ‘Thy Womb’

CLARK FREEPORT—A shopping mall here will hold a special screening of the award-winning film, “Thy Womb (Sa Kanyang Sinapupunan),” directed by renowned Kapampangan director Brilliante Mendoza.
SM City Clark will show the film on Friday with screening times 10 a.m., 1 p.m. and 3 p.m.
Mendoza is expected to attend the special screening.
“Thy Womb” is starred by veteran actress Nora Aunor. It tells the story of opposing natures of women (sterility versus fertility) to reflect the prevailing condition in Tawi-tawi.
In the movie, Mendoza also showed the rich culture of the Badjaos, an indigenous ethnic group known to be living a seaborne lifestyle as they use small wooden sailing vessels (such as the perahu and vinta) in their daily lives.

Angeles City gov’t to assist in drug users rehab

ANGELES CITY –The local government here vowed to help 19 drug-dependents from barangays Amsic and Sta. Teresita who voluntarily submitted themselves to the authorities on Friday at the Angeles City Police Office (ACPO) Station 2.
After the regular flag raising ceremony rites at the Angeles City Hall this Monday, Mayor Edgardo Pamintuan expressed his appreciation for this initiative made by the citizens.
According to him, this is a good manifestation of the people’s trust towards the programs and projects of the local government which counter the proliferation of illegal drugs in the city.
“This act is a good sign that we can work together to make Angeles a ‘drug-free city’. I salute these people who made a bold move to change for the better. They can expect that the local government will continue to support and help them by providing assistance through the Angeles City Anti-Drug Abuse Council’s (ACADAC) programs,” Pamintuan explained.
He also mentioned that helping these drug dependents do not end in rehabilitation alone. Work opportunities, quality and affordable education and health services are being offered by the local government to help them improve the quality of their life totally eliminating the possibility of returning to their lives as substance abusers.
The ACADAC also expressed their gratitude to all the drug users who made this courageous act of voluntary surrender.
According to ACADAC head Anna Liza Suller, the ceremonial surrender of these drug users is in line with the mayor’s contract with the Angeleños.
“This is a sign that our policemen, the local government and these Angeleños who voluntarily surrendered themselves are working hand in hand for the betterment of city,” she added.
She also commended Angeles City Police Office (ACPO) and all the barangay officials who helped in the success of the turn-over. She said that this breakthrough is a good example for the other barangays.
“Angeleños today are confident with how the government is working towards maintaining peace and harmony in the city, that is why they entrusted themselves to us. Gaining the trust of these people won’t be possible without the hardwork and efforts of our mayor,” she affirmed.
Chief Inspector Marciano Bañola of the ACPO Station 2 explained that with the coordination and cooperation of the barangay officials, they have been conducting dialogues with these people, encouraging them to surrender.
“With the positive effect of creating dialogues to these people, the frequency of raids and brutal arrests of drug elements will be lessened, as the people will surrender themselves to us and allow us to help them,” he noted.
He also mentioned that they will continue making these dialogues with other barangays. ●Charlene A. Cayabyab

Pamintuan, DOST sign MOA to help AC prepare for disaster

ANGELES CITY–Mayor Edgardo Pamintuan recently forged a memorandum of agreement (MOA) with the Department of Science and Technology (DOST) for the installation of automatic rain gauge (ARG) that will help the city in its disaster preparedness program.
Pamintuan expressed support in this initiative and guaranteed the help of the city government for the installation and safekeeping of the ARG.
Pamintuan said the ARG will enhance the city’s disaster monitoring system and will serve as an early warning device.
“Prevention or mitigation is the best solution,” said Pamintuan, in addressing the effects of flash floods brought about by heavy rains.
Mary Michelle Quiambao, director of DOST Pampanga, said that every local government unit should have a rain gauge to monitor the volume of rainfall in their respective areas.
Quiambao said the gauge will serve as an early warning device that can help with the evacuation of residents.
Quiambao explained that Angeles City is the perfect place for the installation of the ARG, since the city is located in high area as compared to nearby towns in the province.
“Since Angeles City is in a favorable location, it would be easier to monitor not only the city but also other areas, as far as amount of rain is concerned,” she said.
Quiambao also emphasized that “automatic” rain gauge that will be installed are far better as compared to the traditional manual type, which takes time to operate.
The hi-tech rain gauge can send data directly to the system of Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) which in turn can send real time warning to areas that would be affected by floods.
Quiambao explained that the rainfall data monitoring that will be delivered by the ARG is important in the operation of all meteorological services.
The data gathered are utilized in the formulation of weather forecasting and warnings particularly floods and landslide incidents.
Quiambao expressed her gratitude to the city government for allowing them to install the rain gauges and providing fences that will safe keep and secure the said mechanism. ● Charlene A. Cayabyab

US$1.5-B medical care complex to rise in Clark

CLARK FREEPORT–The Medical City-Clark (TMC-Clark) has started the construction of its US$1.5-billion hospital care complex inside this Freeport.
During the cornerstone-laying ceremony here yesterday, TMC President and CEO Dr. Alfredo R.A Bengzon said TMC-Clark is the first component of a larger health care complex at the Global Gateways Logistics City (GGLC), a 177-hectare master-planned logistics and business center which will house new infrastructures amounting to over US$1.5 billion.
According to Bengzon, the construction of the 150-bed world class tertiary hospital complex is scheduled to be completed by August 2014.
“TMC-Clark will have a full complement of top quality diagnostic and treatment services, drawing from the strengths of institutional centers of excellence. It will also be the official medical facility and trauma/burn center of Clark International Airport,” he added.
Bengzon also said that since the hospital is situated next to an international airport, TMC-Clark seeks to serve the global market. The hospital supports TMC’s strategy to expand its presence by developing a national network.
Bengzon furthered that TMC network is currently composed of two other hospitals and 20 outpatient clinics located across Metro Manila and selected provinces.
“Now I am filled with pride because finally The Medical City in Clark affirms and advances leadership position to build up the largest operating network,” he stressed.
He further said that with the addition of the Clark site to TMC’s growing network of health facilities, TMC strengthens its serious bid for prominence in national and international healthcare.
“TMC-Clark will serve as our flagship center for Central and Northern Luzon. In addition, being situated next to an international airport, the Clark location provides an excellent platform for building our international customer base,” Bengzon added.
TMC-Clark was launched last December 2010.
Under the terms of agreement, GGLC will construct the hospital according to TMC’s specifications. TMC will then lease, equip and operate the facility.
The hospital, which will have a 1,500-strong medical staff complemented by a 2,700-member workforce, addresses TMC’s strategy to expand its presence by developing a national network.

Why can’t management negotiate CBA with workers?, House inquiry sought to end CDC deadlock

ANGELES CITY–A solon has filed a resolution seeking congressional inquiry on why collective bargaining agreement between employees and state-owned firm Clark Development Corporation may no longer be negotiated.
Cagayan de Oro Representative Rufus Rodriguez recently filed House Bill 2989 that seeks to correct the flaws on Republic Act 10149, or the Governance Commission for Government-owned or Controlled Corporations Governance Act of 2011.
Rodriguez’s bill stemmed from the decision of the CDC to freeze its CBA with the Association of CDC Supervisory Personnel (ACSP).
Rodriguez urged the House Committee on Bases Conversion to conduct an inquiry into the controversy.
Rodriguez’s resolution noted that the CDC froze the CBA after the GCG informed the base conversion body that, “CBAs between employees and GOCC employers may no longer be negotiated,” in light of Executive Order No. 7 and RA 10149.
CDC employees welcomed the house bill.
Earlier, Akbayan Representative Walden Bello filed House Resolution 2989 which also seeks to correct the flaws of RA 10149.
ACSP President Victor Barbieto said the CDC will continue violating the Labor Code of the Philippines unless RA 10149 will be corrected.
The CDC management has yet to implement the CBA citing RA 10149 and EO 07 even as the agreement has been signed on March 2012.
CDC employees have warned of a strike if the management will not enforce the CBA soon. ●Charlene A. Cayabyab
