‘Who said we fell from Palace grace?’, Gov: PNoy gave Pampanga P144-M irrigation projects
LUBAO, Pampanga – Governor Lilia G. Pineda has dispelled rumors that Pampanga has become estranged with Malacañang since President Benigno Simeon Aquino III assumed the presidency.
In two separate activities–during the peace covenant signing in Bacolor town Tuesday and the meeting of fisherfolk and farmers in Lubao yesterday–Pineda lauded the continuous support of the national government to the province.
As of late, Pineda said, the President, through the National Irrigation Administration (NIA), disclosed the P144-million budget allotted for the irrigation projects in Pampanga this year.
Pineda said that this is on top of the P560,805,000 Pantawid Pamilyang Pilipino Program (4Ps) funds which would be given to 37,387 poor Kapampangan family-beneficiaries this year and millions worth of Philhealth benefits for the province.
Words circulated around the province claim that the province has been “outside Malacañang’s radar” since Aquino became President in 2010.
But Pineda said President Aquino has always been supportive to the Kapampangan people as evident in the projects that national government is pouring in to Pampanga.
Members of the Provincial, Municipal, and City Agricultural and Fishery Council (PAFC/MAFC/CAFC) and Federation of Pampanga Irrigators Associations gathered for a briefing and a short open-forum at the Lubao Gymnasium to directly address their concerns to the authorities.
Engr. Angelito Miguel, manager of the Pampanga Bataan Irrigation Management Office (NIA PAMBAT-IMO), presented the agency’s program of projects for this year which showed the P68.05-million allocated funds for the towns along the Porac-Gumain River Irrigation System (PGRIS) namely, Floridablanca, Sto. Tomas, and Arayat.
Meanwhile, towns along the Pampanga Delta River Irrigation System (PDRIS) namely, Arayat, Sta. Ana, San Luis, Candaba, and Mexico, will benefit from the projects worth P76.217-million.
Regional Irrigation Manager Reynaldo Puno also addressed the Kapampangan farmers and assured that NIA continues to search for new irrigation technology which will help provide better and wider coverage for their clients.
Pineda concurred with Puno and stated, “Funds provided by the national government must be utilized properly and we must always assure that the budget is maximized to serve more beneficiaries, specifically farmers like you.”
Water delay
Puno also answered the queries of concerned farmers regarding the delayed arrival of water in San Simon area which affected the farming activities here.
Apparently, an estimated one kilometer of the Rio Chico River is blocked by lahar from Tarlac area caused by the heavy rains in the previous year. Thus, the agency was forced to close the Macapagal Dam to prevent silt from entering the facility, and is now the main cause of delay in the delivery of water in downstream areas.
Puno assured the farmers that their office is already coordinating with the Department of Public Works and Highways (DPWH) headed by Engr. Antonio Molano regarding the dredging of the river.
Equipment turn-over
Meanwhile, the Federation of Pampanga Irrigators Associations led by Ruben Martin received an all-purpose vehicle personally provided for by Governor Pineda.
According to Martin, this will help in addressing the concerns of their members promptly as they can now easily mobilize and visit members as needed.
The provincial government also officially turned over two units of hand tractors to the Provincial Irrigators Association, co-provided with the Department of Agriculture through its 85-15 scheme. ●Angelique DC. Tuazon
