Probe on proliferation of illegal drug syndicates sought
TWO militant lawmakers are pushing for a congressional investigation into the government’s efforts to stop illegal drug syndicates as another Filipino drug mule is set to be executed in China Thursday.
Akbayan party-list Representatives Walden Bello and Kaka Bag-ao filed House Resolution 1979 indicating that “the State must immediately step up its campaign to go after local and international drug syndicates that victimize OFWs (overseas Filipino workers).”
Bello and Bag-ao emphasized the immediate need for Congress to inquire into the implementation of the Comprehensive Dangerous Drugs Act 0f 2002 and the Anti-Trafficking in Persons Act of 2003.
A Filipino convicted of drug trafficking is set to be executed in Guangxi, China on December 8.
According to the Overseas Workers Welfare Administration (Owwa), the convict is not an OFW and hence, is not entitled to the assistance and benefits that the government usually provides. The Department of Foreign Affairs, however, shouldered the airfare and hotel accommodation of the convict’s family members who flew to China early this week.
Bello said the Chinese must learn international cooperation and respect for cultures and traditions, as well as international human rights norms.
“China’s idea of a Christmas gift to the Filipino people is to execute an OFW… It is truly deplorable,” he said in a press statement.
“The Chinese have to realize that the death penalty does little to stem the tide of drugs flowing into their country, or throughout Asia and the world, for that matter,” he said.
Early this year, three Filipinos convicted of smuggling drugs into mainland China were also executed following a short reprieve that the Chinese authorities granted upon the appeal of the Philippine government.
Meanwhile, according to Aurora Representative Juan Edgardo “Sonny” Angara, drug-related cases are one of the main reasons why Filipinos end up behind bars in other countries.
At the end of 2010, 478 Filipinos were jailed for these charges, of which one in every three can be found in a Chinese jail.
Citing a DFA report, he said there are a total of 7,209 Filipinos who were either imprisoned or had pending cases in courts in six continents as of December 2010.
“The alarming growth in drug smuggling cases should lead the government to devise ‘tripwire’ mechanisms that will prevent mules from plying their trade including police action that will smash the local syndicates that dispatch them in droves,” Angara said. (Kathrina Alvarez/Sunnex)
