Probe bureau ‘stitching up’ carjack events

CITY OF SAN FERNANDO — National Bureau of Investigation-Central Luzon chief Ricardo Diaz said the agency is now “stitching up” and putting up pieces of a puzzle that will put Pampanga out of the purported “crime map.”
Diaz point-blank answered the queries of Governor Lilia Pineda, who questioned the capabilities of such agencies as the NBI, Land Transportation Office, Department of Trade and Industry, including mayors and staff of the licensing permits of towns in a recent emergency peace and order council meeting.
Pineda said she was worried after a barrage of queries from national media, branding Pampanga as now the “center of crime” in the country.
The governor, together with second district Representative Gloria Macapagal-Arroyo, grilled prime agencies on Friday during a grueling three-hour meeting.
But Diaz said that despite the NBI’s lack of manpower, it will work to solve crimes, not the “cold case” types it usually does, following alarming rates of high profile crimes.
“We are on,” said Diaz, acknowledging it was Arroyo who appointed him Central Luzon chief.
“Right now, we are stitching all the events together and we are certain all, including the Evangelista-Lozano case plus the Yap-Tetangco-Guinto cases are interwoven,” he added.
In a surprising move, the NBI chief also disclosed that carjacking is “deep within the system.”
“You know, and I’m sure the LTO knows about this Kambal and total wreck scenario… Connivance iyan eh. Our investigation would prove that,” quipped Diaz.
He described the “kambal” registration as two identical documents for a single vehicle upon registration.
“Pag iyang vehicle na iyan eh total wreck o kahit hindi, here come the people from LTO and insurance companies who will say meron tayo niyan and start tampering with chassis and engine embers. At the end of it, all is a brand new vehicle,” said Diaz.
He said they will support the moves of the Provincial Government even if they are also working with the national offices. (JTD)
