PNR catches up on delay, HUDCC resumes homelots award
FLORIDABLANCA, Pampanga– The Philippine National Railway (PNR) catches up after almost 2 years of delay of the disposition through sale of homelots to legitimate beneficiaries of socialized housing project along PNR non-core Carmen Line property within the municipalities of Guagua, Lubao and Floridablanca.
Former President, now Pampanga Second District Representative Gloria Macapagal Arroyo, approved the disposal of PNR noncore properties to the bona fide occupants through homelots sale with Executive Order 48 she issued in October 26, 2001.
The EO gives the poor living in the makeshift shanties and structures along PNR non core properties the chance to own asset to uplift their living condition. These noncore properties are in Manila, as far as Baguio and Bicol and several provinces including Pampanga.
OnMay 25, 2010, the PNR Board of Directors approved the disposition through sale of homelots to legitimate beneficiaries.
However, a new PNR Board of Directors changed its position and PNR representative made verbal pronouncement during the March 32, 2011 meeting of the Local Inter-Agency Committee (LIAC) tasked of homelots award, that PNR is no longer keen in pursuing the disposition of its properties for housing purposes under Executive Order 48. The homelots disposition is put on hold thereafter.
Pampanga Governor Lilia Pineda along with Mayor Ed Guerrero (Floridablanca), Mayor Ric Rivera (Guagua) and Mayor Mylyn Cayabyab (Lubao) in a letter dated April 8, 2011, appealed to PNR General Manager Junio Ragragio for the continuation of the sales given the persistent clamor of their constituents who are beneficiaries of the housing project.
In a separate letter of July 11, 2011, Guagua Mayor Ric Rivera requested assistance from HUDCC to continue the beneficiary selection process in Guagua, furnished the Municipal Planning and Development Coordinator (MPDC) and Mr. Robinson Olay, President of Guagua PNR Neighborhood Association Inc.
Vice President Jejomar Binay, Chairman of Housing and Urban Development and Coordinating Council (HUDCC) conveyed to PNR Chairman of the Board Norberto Nazareno through his letter of May 23, 2011 that a PNR Board Resolution, putting on hold negotiations on the sale of PNR lots “can not supersede an Executive Order of the President.” Further Binay stated that “the rights already vested by law on the CELA awardees will remain valid and subsisting and will have to be respected by all concerned.”
Nazareno, in his letter of July 18, 2011 apologized to VP Binay for the late reply and said that PNR hopes to work closely with HUDCC on matters pertaining to EO 48.
After 15 months since the verbal pronouncement in March 2011, the PNR issued Office Order No. 014-2012 on June 4, 2012 creating the PNR-HUDCC Task Force on PNR Non-core properties that will develop criteria for the reclassification of the entire non-core properties under Executive Order 48 and will evaluate the viability of these properties for socialized housing purposes.
Basing on legal position, Director Alvin Claridades, HUDCC’s official representative to the Task Force, recommended that PNR non core properties in the municipalities of Floridablanca, Guagua and Lubao Pampanga be included in the priority list for disposition through sale.
