‘Pedring’ deaths now 19; Manila cleanup ops start

MANILA (4th update, 11:25 a.m.) — Emergency services and residents in Manila cleaned up and restored electricity Wednesday after Typhoon “Pedring” (international codename: Nesat) unleashed floodwaters and sent huge waves crashing over seawalls.
National Disaster and Risk Reduction Management Council (NDRRMC) Executive Director Benito Ramos said Wednesday the death toll climbed to 19.
Most deaths occurred in and around metropolitan Manila, which already was soaked by heavy monsoon rains ahead of the arrival of the typhoon.
The typhoon blew out of the country on Wednesday packing winds of 130 kilometers per hour (kph) and was expected to make landfall on China’s Hainan Island on Thursday evening or early Friday.
The NDRRMC said 35 people were still unaccounted for and that 108 had been rescued.
Power supply was gradually restored to the downtown area, which was strewn with trash and fallen bamboo pieces washed ashore by storm surges. The Metro Rail Transit also resumed operations.
Some areas were still flooded, including Manila Ocean Park facing Manila Bay and a major thoroughfare, Taft Avenue. The nearby U.S. Embassy, which was inundated Tuesday, remained closed.
Manila Mayor Alfredo Lim said huge waves as high as coconut trees breached a 65-foot (20-meter) -long seawall astride a popular promenade, allowing seawater from Manila Bay to rapidly engulf hotels, a hospital, business offices and several blocks of residential areas in waist-deep floodwaters.
“This is the first time that this kind of flooding happened here,” said Lim, who began his career in Manila as a tough-talking police officer decades ago.
Strong winds toppled about 40 huge trees around the capital’s tourist district and 3,500 people were moved from shantytowns into three school buildings, where they spent the night huddled amid continuing rains.
Emergency repair crews were clearing roads of trees, debris and stalled cars as schools and offices reopened Wednesday.
At 11 a.m. Wednesday, the weather disturbance was 380 kilometers west northwest of Baguio City, the Philippine Atmospheric, Geophysical and Astronomical Services (Pagasa) said.
Storm signal number one remains in La Union, Pangasinan, and Zambales.
Malacañang on Wednesday announced the resumption of classes in schools and work in government offices following the devastation of Typhoon Pedring Tuesday.
Classes in pre-school are automatically suspended for areas under signal number one while classes up to high school are suspended for areas under signal number two.
Classes in some private and public preschool to high school are suspended in Malabon, Marikina, Navotas and Valenzuela. Some elementary schools in the cities of Manila, Quezon and Muntinlupa have canceled classes as classrooms are being used as evacuation centers.
Typhoon Pedring will continue to enhance the southwest monsoon and will bring scattered to widespread rains over southern Luzon and western Visayas.
The NDRRMC said 35,273 families or 171,570 persons were affected by the typhoon.
It also said total cost of damages was at P100,264,840.63 as of this posting.
Pagasa officials said they will continue to monitor the typhoon’s movement as it continues to move away from the country.
