Pangangalaga sa Angat watershed dapat paigtingin
LUNGSOD NG MALOLOS – Hiniling ng mga environmentalists ang mas maigting na pangangalaga sa Angat Dam Watershed upang mabigyang proteksyon ang samut-saring buhay doon kabilang na ang mga namamataang agila.
Ang panawagan ay kaugnay ng mahabang panahon na kampanya sa pag-iingat sa 63,000 ektaryang watershed na nakatutok sa pagtiyak ng pagpapadaloy ng tubig sa kalakhang Maynila at paglikha ng kuryente, ngunit hindi sa mayamang biodiversity o samut-saring buhay sa kagubatan.
Ayon kay Bro. Martin Francisco, pangulo ng Sagip Sierra Madre Environmental Society (SSMES), ang mga ulat na nagsasabing may namamataang agila sa loob ng watershed ay dagdag na paalala sa pamahalaan na seryosohin ang pangangalaga doon.
“The sighting of eagles within the watershed means more reason for its protection,” ani Francisco.
Sa mga naunang pahayag, ipinagmalaki ng Napocor ang Angat Dam Watershed bilang “best kept watershed in Asia.”
Ayon kay Francisco, maaaring isa ito sa mga dahilan kung kaya may mga agilang namamataan sa kabundukan ng Sierra Madre.
Ngunit ang kalagayan ng Angat Watershed na nakaka-engganyo sa mga agila at maaaring hindi magtagal.
Ito ay dahil na rin sa mga naunang ulat ng Napocor at Departmentof Environment and Natural Resources (DENR) na tumatayang umaabot na sa 20 porsyento ng 63,000 ektarya ng Angat watershed ang nakakalbo sanhi ng di-mapigil na timber poaching.
Sa panayam kay Danilo Sevilla, bise presidente ng Napocor, sinabi niya na may mga namamataang agila sa watershed.
Ngunit hindi makumpirma ni Sevilla kung may mga namumugad ng agila sa Angat Watershed.
Bilang tagapamahala sa Angat watershed, ipinagmalaki ni Sevilla ang ulat ng Napocor na ang kabundukang nasasakop ng watershed ay tahanan din para sa mga naglalakihang katutubong punong kahoy, at mga hindi pa nado-dokumentong halaman, insekto at ibang maliliit na hayop.
Iginiit pa niya na ang Angat watershed ay nagsisilbing taga-higop o carbon sink ng kalakhang Maynila.
Ayon kay Sevilla, sa mga nagdaang taon, umaabot sa 50-milyong tonelada ng carbon ang na-sequester o nahigop ng mga punong kahoy sa watershed.
Kaugnay ng agila, sinabi ni Emmanuel Umali, manager para sa Angat Watershed ng Napocor na malapit na silang lumagda sa isang memorandum of agreement (MOA) sa Haribon Foundation upang makapagsagawa ng pag-aaral para sa samut-saring buhay sa kabundukan.
Kinumpirma naman ito ni Anabelle Fontillas ng Haribon Foundation na nagsabing bahagi ng kanilang isasagawang pag-aaral ang balidasyon sa bilang ng mga agila sa watershed.
Ipinaliwanag pa niya na ang pinakamadaling paraan ng pag-iingat sa mga agila ay ang preserbasyon ng kabundukan sa pamamagitan ng suporta ng mga pamahalaang lokal at mga paaralan.
Para naman kay Mendel Garcia, pinuno ng Angat Watershed Area Team (Awat), tinangka na rin ng Napocor na magkaroon ng kasunduan sa Philippine Eagle Foundation (PEF).
Ngunit hindi ito natuloy, at ayon kay Garcia, ang mga pagtatangkang ito ay ilan lamang sa palatandaan ng patuloy nilang pangangalaga sa kabundukang nasasakop ng Angat watershed.
