Pamintuan enters pact for free public burial
ANGELES CITY–The city government recently signed a memorandum of agreement (MOA) with the operator of a private cemetery that would provide free burial place for indigent Angeleños.
Mayor Edgardo Pamintuan represented the city government while Robin Nepomuceno represented Holy Mary Memorial Park.
Nepomuceno agreed to construct 200 concrete apartment-type niches that will be used for the interment of deceased indigent residents in the city.
The MOA was formally signed on Wednesday afternoon with City Social Welfare and Development Officer Heidi Patio. The signing was witnessed by San Fernando Auxiliary Bishop and Holy Rosary Parish Priest Pablo Virgilio David.
Under the agreement, the city government will subsidize the construction of an indigent’s resting place at the Holy Mary Memorial park in compliance with the standards required by the Department of Health.
The MOA shall take effect after its signing and until such time that the city government has finished constructing its own public cemetery.
“For many years, the city has overlooked the need of having its own public cemetery,” Pamintuan said.
Pamintuan has already visited several places outside the city proper to study the best way to put up a public cemetery.
He recently disclosed that a significant land area in Barangay Sapalibutad has been donated to the city and he is now considering the site where the city public cemetery will be constructed.
“This will not just be a place for burials for it will be well-maintained with a crematorium,” Pamintuan added.
Bishop David described the undertaking as a major stroke project of the city as he encourages private-public partnership in governance.
Several months ago, Bishop David discovered that the old cemetery in Barangay Cutcut is actually a Catholic cemetery and not a public cemetery.
This prompted the Holy Rosary Parish priest to immediately take over the place to manage it and put the place back into order.
In the meantime, while the public cemetery is under construction, the city residents may coordinate with the city government to avail the use of the charity burial area in Holy Mary Memorial Park.
Under the MOA, the City Social Welfare and Development Office (CSWDO), in coordination with other relevant local government agencies and departments, shall be responsible for the administration of the burial site.
The CSWDO will also determine the economic status of the deceased.
Although the ownership of the burial area shall remain with the park, the city government shall shoulder the expenses for the construction of the apartment-type niches and the development of the area.
Pamintuan expressed his gratitude to Robin Nepomuceno for his trust and support to the city government’s new project.
Bishop David is also elated with this development as his role as the broker of this agreement between the city government and the private cemetery concluded successfully.“Nowadays, not everyone can avail a proper burial service because of the high costs,” Pamintuan said.
The mayor also said that this is a huge way of helping the people of Angeles City pay respect to their departed loved ones as they will be laid to their final resting place.
