Justice Luciano dies at 91

MABALACAT — Justice Leonor Ines Luciano, 91, mother of Clark International Airport Corporation President Victor Jose I. Luciano, succumbed to cardiac arrest last Thursday.
Relatives and friends mourn her death because of her good deeds, particularly in advancing the welfare of the women in the country.
Justice Luciano is also remembered because of her dedication to the service of those most in need, and performed with grace best described as God-given.

Luciano taught other women and rural youth to be self-reliant and helped them organize cooperatives and start businesses producing and selling homemade food from backyard gardens.
When she was in the judiciary — as the first judge of the Juvenile Domestic Relations Court of Quezon City, and Associate Justice of the Court of Appeals — she focused not only on making decisions, but also on rehabilitating the offenders and creating foundations for them and their families.
Justice Luciano was a two-time president of the Catholic Women’s League, a president of the National Council of Women in the Philippines, a two-term Sectoral Representative for Women in Congress and a founder and guiding light for a number of women’s non-governmental organizations.
She also received an award as Woman Farmer of the Year, through the Rural Improvement Club and 4H Club.
She gave her time and resources to empower women.
Leonor finished law in 1941 at the University of the Philippines.
She was the first Judge of the Juvenile and Domestic Relations Court of Quezon City where she disposed 6,847 cases out of the 7,876 cases filed involving juveniles and families.
Her body now lies in state at the Arlington Columbarium in Quezon City.
Her interment is scheduled at 9 a.m. Wednesday at the Mount Carmel Broadway.
