Dennis dares Panlilio: Prove Capitol contract monopoly
CITY OF SAN FERNANDO–Vice gubernatorial candidate Dennis Pineda on Wednesday challenged former governor Eddie Panlilio to show proof that he monopolized contracts from the provincial government or withdraw his candidacy.
Pineda was reacting to a statement issued by Panlilio early this week linking him to a ready-mix concrete supplier, BGC, and accusing him of manipulating contracts from the provincial government.
“Show proof that BGC is mine and produce evidence that I manipulated the provincial government’s contracts for its infrastructure projects. If proven true, I will withdraw from the vice gubernatorial race. If he is found lying and has nothing to show, Among Ed (Panlilio) should back out from the gubernatorial race, if he is man enough who could stand for his accusation,” Pineda said.
Panlilio made it appear that BGC Batching Plant is owned by Pineda, son and vice gubernatorial tandem of Governor Lilia Pineda in the May 13 mid-term elections.
“Kung mapatunayan niya na pag-aari ko ang BGC, ibibigay ko sa kanya. Sa kanya na. Kung wala siyang mapatunayan, magwithdraw siya sa kanyang kandidatura sa pagka-gobernador sa loob ng dalawang Linggo,” Pineda stressed.
It could also be noted that in the “Kampanya Serye,” a segment of ABS-CBN TV Patrol news program, Panlilio insinuated that he (Pineda) has controlled and monopolized the contracts for the construction projects implemented by the Capitol during the present incumbency of Governor Pineda.
“Mayroong isang kumpanya dito, iyong BGC, pagka pinalabas iyong projects ng kapitolio, halos sila ang nakakuha ng asphalting, cementing, and road construction. Iyong contrata nakukuha nila, (sila) iyong contractor. And these are allegedly linked to the family of the Pineda,” Panlilio was quoted as saying in television.
“Dapat tingnan ng mga tao ang control even the projects of the government. May perception. (Perception) because these are very difficult to prove. But may perception ang public dito that kinokontrol nila ang mga projects sa kapitolio,” Panlilio said in his interview.
Pineda told the local mediamen in a press conference of Kambilan party held Wednesday in this city that ever since, he has neither engaged nor entered into contracts with the provincial government.
“Wala akong trabahong kinuha sa Capitolio,” Pineda added.
Based on the Kampanya Serye of ABS-CBN, Panlilio has only implemented some P500 million infrastructure projects in his 36 months in office and the former priest-turned-de-facto-governor of Pampanga did not even release funds for the priority projects of the municipal mayors.
However, Governor Pineda has distributed more than P260-million for the priority projects of the 20 municipalities. She even gave aid to barangay to all 505 barangays of the province amounting to millions of pesos.
The governor has implemented simultaneously some P1.2 billion development projects such as constructions and renovations of 11 district hospitals, Pampanga Provincial Jail Extension, roads, bridges, tourism facilities, government buildings, dormitory for the abused women, 183 classrooms, covered courts, among others within her 30 months in office.
At present, the provincial government has still P1.5-billion bank deposits.
Panlilio has recorded some P616-million in quarry collection in his 36 months in office which his group has described as “miracle.”
However, Gov. Pineda has surpassed this record in her 30 months with P675-million quarry collection which she described as ordinary to a local administration with good governance and transparency.
