Congress bet Pelayo bares ‘doable’ 4th district plans
CANDABA, Pampanga –Mayor Jerry Pelayo, who is optimistic to win the congressional race in the Fourth District, yesterday bared his plans to address the socio-economic problems of the district including the degradation of its environs particularly the Pampanga River.
Pelayo said on his first week as congressman, he will immediately meet and converge the resources of the concerned line agencies of the national government and all mayors to minimize if not totally avert the flooding problem in the eight municipalities of the district.
“Upon my assumption to office, I will file a bill in Congress for the convergence of all government agencies which would form part of my proposed Pampanga River Development Council tasked to control the flooding in the district through proper spending of funds on flood control projects,” Pelayo said.
The congressional hopeful said hundreds of millions of pesos were put to waste in the implementation of substandard projects on some section of the Pampanga River.
“We will implement massive dredging of the mouth of the Manila Bay going to Pampanga River for the smooth and easy flow of floodwater particularly during rainy season,” Pelayo said.
To properly implement the rehabilitation of the river, he will utilize his priority development funds (PDAF) for the purchase of heavy equipment to be donated to municipalities adjacent to the Pampanga River.
Then, he said, the concerned municipalities will implement the dredging projects along the river which will be done by administration.
Pelayo said he would ask the Department of Public Works and Highways (DPWH) to strengthen the integrity of the foot and slope of the Arayat Apalit Setback levee which serves as last line of defense of the province from the threat of massive flooding that would overflow from the Pampanga River.
“Proper coordination, cooperation, convergence and dedication among government officials and agencies will minimize the flooding in the Fourth District. I am very sure of that,” he said.

Pelayo said he will work hard to strengthen the trade and commerce in the Fourth District through the provision of livelihood loans to individuals, associations and cooperatives who want to venture into business using “one town, one product” (OTOP) scheme.
To enhance the promotion and marketing of OTOP, he will institutionalize the holding of festivals in every municipality showcasing their specific products.
“If in Candaba, we have Ibon-Ebon, we will also do this in San Luis and in Minalin. In Masantol and Macabebe, we will have fish and aqua product festivals. In Apalit, Steel Festival, Santo Tomas, we will have Casket festival, among others,” Pelayo bared.
Pelayo said there is a need to put up a cold storage in the coastal towns for the fish catch of the fishermen.
“In this way, we could help the fishermen in the preservation of tons of fish that would be delivered in other areas of the province and even in Metro Manila,” he said.
Pelayo added that he would set up district offices in all municipalities of the district for the easy access of the indigent families who are in need of help.
The congressional candidate said he would ask the local government units to allocate two hectares of land in each municipality to be used as trading post and demonstration farm for the planting of vegetables and other high value crops.
Pelayo said he will ask all tricycle drivers association to form a cooperative that would be in-charge for the formation of motorcycle parts business that would be managed by the families of the cooperative members. ● Elaine Mercado
