Clark management, union group settle impasse

CLARK FREEPORT ZONE — The management of Clark Development Corporation (CDC) and the supervisory union group agreed to end the impasse on the proposed collective bargaining agreement and return to bilateral negotiations.
In a meeting at the National Conciliation and Mediation Board (NCMB) in the City of San Fernando in Pampanga on Monday, both parties — CDC and the Association of CDC Supervisory Personnel (ACSP) — agreed on the proposals of conciliator NCMB Director Darrow P. Odsey.
In the conciliatory meeting, the CDC management has agreed to favorably consider the non-economic items raised by the union and the economic items as raised by ACSP be brought back to the level of bilateral parties for further negotiations.
The conciliation meeting was led by CDC Executive Vice President
Philip Panlilio for the management panel, and ACSP President Victor Barbieto for the union panel.
For the resumption of the bilateral talks, both parties also agreed on the conditions proposed by the conciliator that the negotiations will be ‘minuted’ by the secretariat of both parties; each and every partial agreement will be signed; retroactivity effect of the agreement; regular meetings will be scheduled, and refrain from any act that will exacerbate th
e situation.
With the agreement, the preventive mediation case was closed and dropped from the dockets of NCMB, said Odsey.
CDC President Felipe Antonio B. Remollo was pleased with the result of the agreement and hoping that CBA negotiations will push through and come out with a win-win agreement.
The negotiation was declared a deadlock by ACSP following the impasse on the issuance of Executive Order No. 7 and the Republic Act 10149, otherwise known as the GOCC Governance Act of 2011.
