City maintains claim on open dump issue

ANGELES CITY — The City Government maintains its earlier claim that Angeles no longer has any open or controlled dumpsites.
Deo Sambilay of the City Information Office said individuals who indiscriminately dump garbage on several parts of the Abacan River here, like the three-wheeled bike garbage collectors, conduct their operation on a “guerilla type.”
Earlier this week, Mayor Edgardo Pamintuan insisted that the city no longer maintains and operates open or controlled dumps as earlier reported by the Department of Environment and Natural Resources (DENR).
Pamintuan, however, has issued a directive to all barangay officials whose areas of jurisdiction are near the Abacan River to prevent the illegal dumping of garbage and arrest those found violating Republic Act 9003, or the Ecological Solid Waste Management Act.
The said law prohibits acts like “littering, throwing, dumping of waste matters in public places, such as roads, sidewalks, canals, esteros or parks, and establishment, or causing or permitting the same.”
The City Environment and Natural Resources Office and the Environmental Management Service have formed “Task Force Sapa,” which started clearing the stretch of the river with garbage.
