Cities league snubs new members

DAVAO CITY — The League of Cities of the Philippines (LCP) did not invite the 16 new cities in its annual convention in Pagadian City, last week.
But the new cities, calling themselves as League of 16, did not mind being snubbed, saying the LCP will soon learn to accept them and the Supreme Court decision, which affirmed their legality.
The Supreme Court in February upheld with finality the constitutionality of the laws converting 16 municipalities into cities.
The new cities are: Baybay in Leyte; Bogo in Cebu; Catbalogan in Samar; Tandag in Surigao del Sur; Borongan in Eastern Samar; Tayabas in Quezon province; Lamitan in Basilan; Tabuk in Kalinga; Bayugan in Agusan del Sur; Batac in Ilocos Norte; Mati in Davao Oriental; Guihulngan in Negros Oriental; Cabadbaran in Agusan del Norte; Carcar in Cebu; El Salvador in Misamis Oriental; and Naga in Cebu.
The LCP members criticized the high tribunal for its alleged “flip-flopping.”
In 2008, the court declared the same laws unconstitutional, saying the municipalities had failed to meet the criteria set by law in creating new cities. In 2009, the court reversed itself, giving its nod to the 16 cityhood laws. In 2010, the tribunal reversed itself again.
In a report, Pagadian City Mayor Samuel Co admitted that the League of 16 as not invited to the LCP annual convention, saying the LCP still has not given up its fight against the 16 new cities before the Supreme Court.
Co said the LCP considers the League of 16 as municipalities still.

“It’s expected. The LCP came out with a statement that they still intend to fight us. What is important to Mati is that the city mayors of Southern Mindanao have accepted and recognized us,” Rabat said.
The conversion of the 16 new cities has affected the internal revenue allotment (IRA) of the existing cities. Co said his city’s share of the IRA has been reduced by P50 million due to the cityhood of 16 municipalities.
Meanwhile, Davao City stands to lose P360 million from its IRA share but Mayor Sara Duterte is not complaining.
She said the city will just have to look for other means and not depend on its IRA share.
“We have to respect the Supreme Court. The Department of Budget Management has already acknowledged the entry judgment of the Supreme Court and correspondingly advised cities of the reduction (of IRA),” Duterte said.
Valenzuela City Mayor Sherwin Gatchalian, for his part, said he is optimistic that league members would soon recognize the new cities.
“We have filed a motion for reconsideration, yes, but we are not that optimistic,” Gatchalian said. “The LCP would not look good if it will not follow the Supreme Court, if it will not follow the law.”
Despite their opposition to the League of 16, the LCP is however set to endorse 21 municipalities to become cities.
These municipalities are: Cabuyao and San Pedro in Laguna; Cainta, Taytay, and Binangonan in Rizal; Bacoor, Gen. Trias, Imus, Carmona, and Silang in Cavite; Pantabangan, Nueva Ecija; Calaca, Sto. Tomas, Bauan and Nasugbu in Batangas; Mauban in Quezon; Marilao, Sta. Maria and Norzagaray in Bulacan; and Limay in Bataan.(Ben O. Tesiorna of Sun.Star Davao/Sunnex)
