Central Luzon execs sign peace covenant

CITY OF SAN FERNANDO — The six governors of Central Luzon signed Thursday a covenant that seeks to keep peace and order in the region and make it the next center of progress in the country.

During the Regional Peace and Order Council (RPOC) summit at the Clark Freeport, Governors Lilia Pineda (Pampanga), Wilhelmino Sy-Alvarado (Bulacan), Victor Yap (Tarlac), Enrique Garcia Jr. (Bataan), Bellaflor Castillo (Aurora) and Hermogenes Ebdane Jr. (Zambales) vowed to unite their efforts in maintaining peace and order in Central Luzon.

Aside from the governors, other local officials, RPOC members, Regional Management Coordinating Committee (RMCC) members, civil society organizations, the business sector, the academe and other stakeholders also signed the covenant.

Pineda, who hosted the summit, said the covenant is proof of the signatories’ determination to achieve peace, order and security in the region.

Overview

During the summit, an overall view of the peace-and-order situation in the region through reports by the heads of agencies involved in fighting crime and other threats to security was presented.

Chief Superintendent Alan Purisima, chief of the Philippine National Police (PNP)-Central Luzon, reported that the latest figures recorded the total crime volume in the region at 57,081 with Pampanga getting its share at 4,918.

He said the police in the region has intensified law enforcement activities to control crime incidence via such strategies as the “no plate, no travel” policy; capability upgrades of both equipment, resources and training of personnel; designation of motorcycle zones; proper illumination in dark and crime-prone areas; and massive information campaign through the media, streamers and billboards; and stickers with PNP phone hotlines on vehicles.

Purisima also reported that some 756 checkpoints have been established in the region, 80 of them in Pampanga.

He added that particular provinces have come up with their own local strategies to fight crime such as the public safety zones in Cabanatuan City; “no helmet, no ride” in Bulacan; and Project Kabisig of Olongapo City.

The official from the Land Transportation Office shared that Pampanga, as directed by the governor, has started personal visits to secondhand car dealers as part of their monitoring efforts.

Car theft

A separate report on the carnapping incidence in the region in 2010 showed a recorded decrease from the 2009 figures, including that of Pampanga.

However, the province remains to have the most number of carnapping incidents in the region, something which Pineda and other officials vowed to turn around until Pampanga becomes the best business friendly place in the country.

Vicky Gaetos, regional governor of the Philippine Chamber of Commerce and Industry (PCCI), has discussed the importance of peace and order in a business-friendly environment.

She said “business thrives in an atmosphere that is stable, predictable; attractive to both investors and tourists.”

Gaetos called for the continuing and stronger partnership between the government and private sector and suggested that “concerted efforts against crime be facilitated through inter-and intra-agency cooperation to address lapses in intelligence reports.”

Governor Pineda and other executives viewed the summit as the start of enhanced coordination and strengthened collaborative efforts among all concerned and that the pledge of commitment of the stakeholders shall be translated into concrete action towards a peaceful, orderly and progressive region and country.
