Bishop alarmed over asbestos sale in Angeles City
ANGELES CITY–Pampanga Auxiliary Bishop Pablo Virgilio David has expressed alarm over the sale of asbestos-containing construction materials in the city.
David made the statement after discovering asbestos material at the Holy Rosary Parish church’s session hall.
“We started renovation works at the hall. When we removed ceiling materials, we found out that our insulator was actually made from asbestos,” David said during a consultation meeting at the Angeles City hall on Tuesday.
Asbestos is a hazardous mineral which became popular for its sound absorption and resistance to heat, among others.
Dr. Maria Clemencita Dobles, manager of the health services department of the Clark Development Corporation, said prolonged exposure to asbestos can cause asthma or, worst, lung cancer.
Dobles also said asbestos, once inhaled, stays inside the body.
Asbestos has been banned across the world for public consumption except in China.
“My worry is that parish church construction workers, including myself, were exposed to the asbestos-containing materials there. I have been taking antibiotics because I had pharyngitis,” David said.
David conducted an investigation and found out that the hazardous materials were supplied by NCR Hardware.
“I went there and asked if they really sell asbestos-containing materials and their reply was that it was even in demand,” David said.
David asked representatives from the Environmental Management Bureau (EMB), Department of Trade and Industry in Central Luzon (DTI 3), Department of Interior and Local Government (DILG 3) and city government about the legality of selling asbestos.
Environment group Subli taya ing Upaya, Bie at Leguan ning Indung Yatu (Subli) also joined the consultation.
EMB representative Natalia Sapla said the importation and sell of asbestos is allowed in the country “but at a certain level.”
Before the import of asbestos, Sapla said a clearance from the EMB should be sought by the importer.
She said NCR Hardware has a clearance from the EMB.
Meanwhile, DTI 3 Representative lawyer Joan Uy-Quiambao said asbestos is not included on their list of products for monitoring.
“The best that we can do is assist lead agencies like the EMB or the Department of Health [in conducting an investigation against the sale of asbestos],” Quiambao said.
Bishop David said he was disappointed that the EMB “tolerated the sale of such hazardous material.”
“Pero nakaka-discourage lang na malaman na you tolerate it. We have to find out ano pang products ang may hazardous content na nabibili sa market,” David said.
City Environment Officer Francis Pangilinan said a list of hazardous materials, including asbestos, can serve as a basis for the enactment of an ordinance against their purchase.
Headline Gitnang Luzon tried to reach NCR Hardware for comments but did not receive any response as of press time.
