AC gov’t employees undergo performance seminar
ANGELES CITY–The Civil Service Commission (CSC), through the City Human Resources Management Office (HRMO), recently conducted a seminar-workshop on the performance management of government employees.
The seminar-workshop on the Strategic Performance Management System (SPMS) focused on the current system and implement new regulations on how local government employees foster their self-improvement and efficiency, as well as acquire benefits, through a performance based evaluation scheme.
According to City Human Resources Officer Elizabeth Lagman, the seminar-workshop is a necessary step towards achieving the goals of the local government in a more streamlined and observable process.
“The SPMS will greatly supplement our office’s current programs in recognizing the outstanding employees of the local government and giving them proper merits for doing their jobs well,” Lagman said.
For his part, Mayor Edgardo Pamintuan said this is yet another means for the city government to achieve recognition after several citations from the Department of Interior and Local Government (DILG) and other private organizations.
Pamintuan said, despite the fact that procedures and methods for gaining eligibility for incentives are getting sterner and stricter, the SPMS is still necessary in achieving the goals of the national government to further improve government services.
During the seminar-workshop, Dulche Conchon and Emily Reyes CSC Field Directors from Pampanga and Bataan respectively, facilitated the crafting of the SPMS where they studied and critiqued the output of the different offices and departments of the local government.
According to Conchon, the SPMS is seen to promote the CSC’s goal to achieve a “culture of performance and accountability in the bureaucracy.”
“The SPMS is an effort seen as a conduit for local government units to fulfil the objectives of the Philippine Development Plan and ensure the organizational effectiveness of government agencies through its employees,” Conchon said.
She added that the SPMS also provides support mechanisms to evaluate and reward employee performance.
They also mentioned that the SPMS will look at the “merit and fitness” of an individual to make him/her eligible for performance based bonuses and promotions, among others. ● Charlene A. Cayabyab
