The past few days have been great days for the Philippine legislation, the health sector, and the Filipino people. The Sin Tax Bill has finally been ratified by the Senate last Tuesday, while the House of Representatives passed the RH Bill on second reading early Thursday morning. These two bills are both championed by health lobbyists across the country, with the aim of improving the general health of the Filipinos.
The Sin Tax Bill proposes to increase the market price of cigarettes and alcohol, thereby discouraging the people, especially those from the poorest sectors of society, from purchasing them. The Reproductive Health Bill, on the other hand, aims to make reproductive health services accessible to poor families.
The importance of these two bills in promoting the health of the Filipinos cannot be overstated.
Lung Cancer is second only to breast cancer in terms of incidence, and with the relatively affordable price of cigarettes in the country today (the Philippines has one of the lowest prices for cigarettes in Southeast Asia), it would be no surprise if lung cancer incidence continues to rise in the next few years. Lung cancer is also the number 1 cancer killer in men. Strokes, heart diseases and, Chronic Obstructive Pulmonary Disease (COPD), which have all been linked to smoking, are the three leading causes of death in the country today.
This measure is something that we have needed for a very, very long time. If smoking cannot be banned completely from the country, then we will settle for the next best thing, which is to discourage people from taking up the habit, and using the increase in revenue as a means of bolstering the health sector.
Furthermore, the Reproductive Health Bill will finally address two of the biggest problems that our country faces today: Overpopulation and poverty. It gives the government mandate to provide reproductive health information, education and even free contraceptives to the poor families in the country. Any form of birth control has long been largely out of reach of the poor. Two million babies are born in The Philippines each year and the rate of population growth is four times higher among the poor than the rest of the country. So any form of aid from the government, be it reproductive health education or free contraception, is certainly welcome. What the Reproductive Health Bill fights for and one that I most wholeheartedly agree with is the right of every woman and family to have children by choice, and not by chance. It empowers them to make informed decisions about their health and their future, and ultimately, the health and future of the country.
These bills, especially the Reproductive Health bill, still have a long way to go before they are finally enacted into law, but the events of the past few days are certainly steps in the right direction. It also showed the people, especially the voters for the next election, what our legislators really stand for. All in all, the past few days are indeed a great victory for health and the Filipino people. ●
