CITY OF SAN FERNANDO — Pampanga Vice Governor Joseller Guiao plans to “participative [in] politics and governance” with the creation of a “council of elders” when he gets to Congress in 2013.
The renowned professional basketball coach has set his sights on the first district congressional seat.

In an exclusive interview with Guiao after the Provincial Board’s regular session Tuesday at Capitol, he said the creation of the council of elders and youth and women empowerment will be the centerpiece of his agenda.
“It is participative politics. It will be consultative since the job of a legislator is to grasp the public pulse and at the same time must be able to evaluate the pros and the cons. You can only do that with participative politics and create the right mechanism to achieve that,” said Guiao.
He defined participative governance as not just “mere consultation but systematic consultation.”
“Hindi naman basta magpapatawag ka ng meeting at tatanungin mo lang sila. There has to be a process by which you can derive that result which is the public’s sentiment on certain issues. After having that, you must now formulate the solution through proposed laws and legislation or amendments,” Guiao said.
He noted that there is a lot of legislation “that come from nowhere.”
“We do not even know if these legislative measures are what people want. It is merely bringing back that process of understanding what is needed and bringing that to Congress in the form of appropriate and responsive legislation,” Guiao said.
Guiao stressed he is not backing out of the first district congressional race even if it will be a “one on one” tangle with multi-awarded incumbent Representative Carmelo Lazatin.
“My mind is set on Congress. There is no backing out come 2013,” he said.
Sources close to the vice governor told Sun.Star Pampanga that he is fit and ready for Congress with his experience and well-oiled political machinery.
“Definitely Vice Governor Yeng will pursue his bid. There is no one else more qualified to represent the first district in Congress. Aside from that, he will be able to infuse young blood in Congress and make a lot of reforms which will benefit the municipalities of Mabalacat, Magalang and Angeles City,” the source said.
