Senator: PCSO funds misused as early as 2003

FUND misuse is nothing new to the Philippine Charity Sweepstakes Office (PCSO) and was already the subject of a privilege speech in 2003, Senator Panfilo Lacson said Tuesday.
He said money from the PCSO was used by a non-government agency that urged then President Gloria Macapagal-Arroyo to run for a full term in 2004. He said the group “Gawin Natin-Lakas Pinoy” used the money for “Run, Gloria, Run” posters and other campaign materials.
“Why can ‘Gawin Natin Lakas Pinoy’ get practically anything from PCSO? The secret is Raul Nestor Ancheta, one of the incorporators. Ancheta is the chief of staff of Rosario Uriarte,” Lacson said, referring to a privilege speech he made in 2003.
Uriarte has been on the hot seat at Senate hearings on PCSO funds.
In a hearing last week, Uriarte said she used intelligence funds to pay for calamity relief, assistance to migrant workers, and to promote the Small Town Lottery program. The law prohibits using government funds for purposes other than what they were appropriated for.
Lacson added that then President Arroyo approved a request for P2 million for the non-government organization’s feeding program held in July 2003. The request was received by the Office of the President in August that year.
He said the PCSO also sent a medical team to a pro-Arroyo motorcade in 2003 after Lakas Pinoy lawyer Romarleo Ayson requested for one.
Meanwhile, Senator Ralph Recto, chairman of the Senate committee on ways and means, said Wednesday that the scandals faced by the PCSO could have been avoided if the discretionary funds of the PCSO and the Philippine Amusement and Gaming Corp. were put into the national budget instead.
He said the PCSO has around P9 billion to P10 billion a year for its charity programs, 30 percent of its income from the state-run lottery, that would be better used if put into the Philippine Health Insurance Corp. instead.
He said this will save patients the effort of lining up at the PCSO for assistance, and then lining up again at the Philippine General Hospital.
“There should be only one line at the hospital where they can have their PhilHealth claims processed,” he said. (Jonathan de Santos/Sunnex)
