ANGELES CITY — Former Angeles City mayor Francis Nepomuceno has withdrawn the election protest he filed against incumbent Mayor Edgardo Pamintuan in connection to alleged massive cheating during the May 2010 elections here.

The former mayor earlier sought the manual recount of the official ballots to assail the integrity and result of the elections.

“So we sought for the physical count of the ballots of all clustered precincts.

The best and conclusive evidence to prove who obtained the highest number of votes are the ballots themselves,” he said.

But Nepomuceno said he decided to withdraw from the electoral protest for the “greater good and political stability in the city.” He also cited the financial requirement in pursuing the case and the long period in hearing the case.

“Today, it is natural to feel some disappointment, but tomorrow we must move beyond it and work together to get our city moving again,” Nepomuceno said.

He urged his supporters to join his camp in offering good will and to find ways to come together, bridge differences, and build a better city.

“Honorable withdrawal of the electoral protest, a moral victory,” Nepomuceno said.
For his part, Pamintuan said Nepomuceno appears “more dishonest in running away.”

Pamintuan said they have evidence of massive tampering of the ballots after the elections in the precincts Nepomuceno’s camp precisely pointed to as having questionable results.

“These evidences reveal a sinister operation conducted while the ballots and ballot boxes were still in the custody of Nepomuceno before officially turning them over to me on June 30, 2010,” Pamintuan said.

Pamintuan said the discovery of a huge amount of stray ballots in the ballot boxes could be the result of this operation.

“The number of the stray ballots in all the questioned precincts shocked even the election officials that they decided to refer to the images contained in the CFCs (compact flash cards), per Comelec Revision Committee Rule 15, Section G. The rule says that if the integrity of the ballots is tampered and compromised, the CFCs should be consulted,” he said.

Pamintuan said Nepomuceno withdrawal of the case will not stop him from filing charges of electoral fraud and sabotage.

“No one can stop me from pursuing the commitments I made to our city and people – the very reason I was elected mayor of the city,” he said.
