CITY OF SAN FERNANDO — With its 48 security cameras and intensified Anti-Overloading Law campaign, North Luzon Expressway (NLEX) officials warned errant cargo lines of sanctions of up to P1 million and five-year imprisonment.

The Department of Public Works and Highways (DPWH) and the Manila North Tollways Corporation (MNTC), builder of NLEX, collaborated to boost the implementation of Republic Act 8794 or the Anti-Overloading Law.

According to the report of Tollways Management Corporation (TMC), operator of the 84-kilometer expressway, cargo trucks were the usual violators of the said law.

“Overloaded vehicles are major road safety hazards.

They endanger lives and properties and cause premature deterioration of roads.

Alarmingly, LTO (Land Transportation Office) records point out that 85 percent of all trucks plying the Philippine road network are overloaded,” said MNTC in a statement.

DPWH said, for its part, said, “Continuing violation of the [overloading] law involves P20 billion worth of damage to the road networks yearly.”

With this, MNTC president Rodrigo Franco said the company intensified operations against overloading.

He said the maximum allowable gross vehicle weight (GVW) of a six-wheeler truck is 18,660 kilograms and 41,000 kilograms for a 22-wheeler truck.

“Apprehended drivers of overloaded trucks and trailers would be issued a temporary operating permit (TOP) in exchange for their driver’s licenses and their vehicles’ license plates which may be redeemed at the LTO main offices in East Ave., Quezon City,” said MNTC.

The arrested driver would be made to pay the appropriate fine equivalent to 25 percent of the Motor Vehicle User’s Charge.

But a three-time of violation is punishable with imprisonment of not less than three years but not exceeding five years and a fine of not less than P100,000 but not exceeding P1 million.

Meanwhile, TMC also warned that violators of the Anti-Overspeeding Law that they could not escape from its 48 security cameras strategically installed along the stretch of the tollway system.

Traffic supervisor Cathy del Mundo said that TMC’s traffic control room catch 25 overspeeders every day using hidden speed guns.

From January to October last year, TMC recorded 7,065 apprehensions related to overspeeding.
