MANILA (Updated 11:20 a.m.) — Seven areas in Northern Luzon have been placed under public storm warning alert after “Gener” (international codename: Saola) intensified into a storm and moved closer to extreme northern Luzon on Sunday.
Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) raised public storm signal number 2 in Cagayan, Calayan Group of Islands and Babuyan Group of Islands. These areas are expected to experience 61 to 100 kilometers per hour (kph) winds within the next 24 hours.
Signal number 1 has been hoisted in Isabela, Kalinga, Apayao and Batanes Goup of Islands as winds of 30 to 60 kph are expected within the next 36 hours over these areas.
“Residents living in low lying and mountainous areas under public storm warning signals are alerted against possible flashfloods and landslides. Likewise, those living in coastal areas under public storm warning signal number 2 are alerted against big waves or storm surges generated by this tropical cyclone,” Pagasa said.
The weather bureau said Gener may generate 10 to 25 millimeters per hour of rainfall (heavy to intense) within its 600-kilometer diameter.
The tropical storm will also enhance the southwest monsoon that will bring rain over Southern Luzon, Visayas and Mindanao especially the western section.
As of 10 a.m. Sunday, Tropical Storm Gener was estimated at 310 kilometers east northeast of Casiguran, Aurora, with maximum sustained winds of 85 kph near center and gustiness of up to 100 kph.
Gener is not likely to make landfall and may instead head for Taiwan, said Pagasa. It is expected to leave the Philippine territory on Tuesday or Wednesday.
Pagasa said Gener is forecast to move north northwest at 11 kph and will be 260 kms east northeast of Aparri, Cagayan on Monday morning.
By Tuesday morning, it is expected to be 160 kms northeast of Basco, Batanes; and 350 kms north of Basco, Batanes or 40 kms east of Taiwan on Wednesday morning.
In its advisory, Pagasa said Cagayan, including Calayan and Babuyan Group of Islands, will experience stormy weather.
Isabela, Kalinga, Apayao and Batanes Group of Islands will have rain with gusty winds and the coastal waters along these areas will be rough to very rough.
It said the rest of Luzon, including Metro Manila, and Visayas will have cloudy skies with scattered to widespread rainshowers and thunderstorms that may trigger flashfloods and landslides.
Pagasa attributed this to the southwest monsoon and moderate to heavy rains expected this afternoon or evening.
Mindanao will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.
Pagasa said moderate to strong winds blowing from the southwest will prevail over Southern Luzon, Visayas and Mindanao and coming from the northeast to northwest over the rest of Luzon.
The coastal waters along these areas will be moderate to rough, it added.
Also, Pagasa’s gale warning indicated strong to gale-force winds and expected to affect the eastern seaboard of Central Luzon, the seaboards of Southern Luzon and Visayas and the eastern seaboard of Mindanao.
“Fishing boats and other small sea crafts are advised not to venture out into the Seaboards of Central and Southern Luzon, Visayas and eastern seaboard of Mindanao due to the combined effect of Tropical Storm ‘Gener’ and the Southwest Monsoon,” it said.
Meanwhile, Gene Nievares, Pagasa hydrologist, said the La Mesa Dam in Quezon City went on red alert as its water level neared the spilling level following continuous rain.
“As of 6 a.m., La Mesa Dam is in red alert. Its water level is 79.51 meters, which is near the spilling level of 80.15 meters. The dam has no gates and there is a chance the dam will overflow to the Tullahan River,” Nievares said.
Tullahan River traverses several barangays in Novaliches, both in Quezon City and Caloocan City, Valenzuela City and Malabon City.
With this, Nievares advised the residents near La Mesa Dam to be on alert.
Likewise, Nievares said the water levels of Magat Dam and Ipo Dam reached near spilling levels.
The Magat Dam in Isabela, with a critical level of 190 meters, has reached 188.06 meters; while the Ipo dam in Bulacan has reached 108.80 meters, with a spilling level of 100.80 meters as of 6 a.m. (PNA/Sunnex)
