			<content:encoded><![CDATA[<p>MANILA ― They come in their thousands every month, eager to learn what is considered as the language of some 1.8 billion people worldwide. </p>
<p>For South Korean students, the Philippines is now a haven as far as learning the English language is concerned. </p>
<p>The last five years saw the phenomenal rise of the Philippines as the prime source of English education for South Koreans. </p>
<p>Whether they come to the Philippines to study English or sit in front of their computers at home in Seoul and learn the correct pronunciation of English words from a teacher in Manila, South Koreans are bent on learning English as a second language as part of the globalization plan implemented by the government. </p>
<p>English education has been included in the curriculum of the South Korean education system from elementary level to college. President Lee Myung-bak, for instance, has made the teaching of the English language a core program of his administration. </p>
<p>The English education explosion in the Philippines among South Koreans was a product of ideal factors that fit together. The Philippines &#8212; ranked in the top 10 in terms of English-speaking population &#8211; has affordable education. This is coupled with its strategic distance from South Korea: Manila can be reached by plane in just four hours from Seoul. </p>
<p>In addition, the Philippines has a low cost of living, making it an appealing place for South Korean students to stay and live. Throw in the allure of its white-sand beaches and tropical weather and you&#8217;ll have a formula to make it a favored travel destination. </p>
<p>Today, hundreds of schools throughout the Philippines offer English as a Second Language (ESL) courses for foreigners, but South Koreans stand out as the leading group that comprises the majority of the ESL market in the Philippines. </p>
<p>The Philippine Bureau of Immigration, headed by Commissioner Marcelino Libanan, is the leading agency that issues permits to foreign students who want to study in the country. </p>
<p>Foreigners who want to enroll in Philippine schools are required to get either the Special Study Permit (SSP) or a Student Visa. SSPs are granted to students who want to enroll on short-term courses that last for less than one year while student visas are for those who want to take up long-term or degree courses. </p>
<p>Based on data provided to The Korea Times by the bureau&#8217;s student desk division ― headed by Teodulo Estrada, chief, and Adela Camtal, assistant chief ― South Koreans who were issued Special Study Permits increased by 500 percent from 2004 to 2008. </p>
<p>In 2004, the data showed 5,877 South Koreans were given SSPs in the Philippines. The figure increased three-fold to 17,904 in 2005. </p>
<p>The numbers continued to increase over the next three years. In 2006, 21,876 Koreans obtained SSPs while 27,322 got the permits in 2007. Last year, 29,155 Koreans were granted permission to study short-term courses in the country. </p>
<p>In total, 102,134 South Koreans studied in the Philippines from 2004 to 2008 &#8212; or an average of 20,427 students per year, or 1,702 students per month. </p>
<p>In addition, 13,937 South Koreans were granted student visas from 2004 to 2008. The visa allowed them to study degree courses in the Philippines. </p>
<p>In the last five years, South Koreans became the largest group of foreigners to study in the Philippines. The numbers continue to rise as more schools offer ESL courses. </p>
<p>De La Salle University, one of the Philippines&#8217; top universities, is one of the schools accredited by the Philippine Bureau of Immigration as an English-language learning center for foreigners. </p>
<p>The university&#8217;s Manila campus has the Center for Language Learning (CeLL) that provides year-round short English courses. The length of each is three weeks, ranging from basic grammar to conversational English.<br />
According to Dr. Leonisa Mojica, center director, a total of 515 Koreans enrolled at the center in 2008. From January to August this year, there were 184 Koreans who enrolled in various short English courses. </p>
<p>Mojica said most are college students while some are working students. </p>
<p>She said almost all of them have &#8220;little knowledge and can hardly speak English&#8221; when they enroll. </p>
<p>&#8220;At first they have difficulty speaking in English,&#8221; Mojica said. </p>
<p>On the average, a Korean student takes two to three English courses that take about two to three months to finish. </p>
<p>Afterward, Mojica said the Koreans are happy that their use of English has improved. </p>
<p>When asked why Koreans prefer to take English courses in the Philippines, Mojica said it&#8217;s probably because the tuition fees &#8220;are cheaper&#8221; compared to fees in other countries, plus the fact that they are appreciative of the kind of teaching or training that they get from their centers. </p>
<p>Besides offering one-on-one and classroom English courses, many Philippine schools are offering online courses for students in South Korea who want to learn English using the Internet. </p>
<p>ESL has become such a growing business sector in the Philippines that the government incorporated it as part of its tourism program. </p>
<p>According to the Department of Tourism (DOT), South Koreans are now the largest tourist group in the Philippines. In 2008, a total of 611,629 South Korean tourists visited the Philippines compared to 578,246 Americans.</p>
<p>According to the tourism department Web site, the Philippines ESL Tour Program &#8220;is a tourist activity in which the study of English as a second language forms part of a structured tour package. The study of English becomes more exciting and fun through dynamic and creative ways of learning where participants get to interact, practice and use English more often in real-life settings (through) games, outdoor activities, excursions and immersions. Aside from learning the English language, participants get to see the beautiful scenery of the Philippine countryside and immerse with the local culture.&#8221;</p>
<p>As part of its efforts to highlight the Philippines as an ideal ESL destination, DOT together with Philippine ESL schools participated in the Korea Student Fair 2009 in March held at the Coex Convention and Exhibition Center in Seoul. </p>
<p>However, the surge in popularity of the country as an ESL destination has spawned the rise of illegal language centers, especially in the provinces.</p>
<p>Experts have also noted that there are no regulations that serve as teaching standards when it comes to ESL. </p>
<p>Qualifications for teachers are also not regulated. In many online job and classified ads sites, applicants need not be college degree holders in order to work as online English teachers. They only need to possess an &#8220;American accent&#8221; to qualify. </p>
<p>Some online English teachers have noted that ESL centers in the Philippines offer below-standard wages despite the fact that they charge hefty fees for Korean students. </p>
<p>But experts still predict that the ESL industry in the Philippines will continue to grow in the next few years, not only backed by the huge demand by South Korea but from other nations as well.</p>

<p>Obviously, a wine-tasting event needs wine experts, so begin by seeking suitable merchant partnerships based not only on expertise, but also access to the best wines. After all, you have to be able to provide numerous bottles of expensive wine and there&#8217;s no sense in paying anything near retail price.</p>
<p>Partner with a wine merchant or distributor who can not only help with supplying wine and expert advice, but can also help sell advance tickets to your event.</p>

			<content:encoded><![CDATA[<p>I am a big fan of tasting parties. At the wine tasting party we hosted recently, I caught myself standing at the island in our kitchen just smiling and taking in the scene of our living room filled with people we love. The sound of that many people having fun is the greatest blessing on any home.</p>
<p>The world is too full of people telling you what you should like, giving you intimidating rating scales, and just generally increasing the stress of making any choice. There is a psychologist who suggests that too much choice makes us unhappy, at least in part because for every choice we make, we worry that there was some better choice out there we didn&#8217;t make. So make yourself happy: get a bunch of wine all together in one place, drink, be merry, and discover what you like. Because a tasting party is absolutely the best way for you to discover what you like. Hosting a wine tasting party is great fun with friends, and it can absolutely be put together with little fuss and within a reasonable budget. My husband and I first got into hosting wine tasting parties while we were engaged: we wanted try out different wines on our friends to select the wines we would serve at our wedding reception. Now it continues as a fun tradition.</p>
<p>The basic idea is to serve about six different bottles of wine. The wine is usually served in pairs or sets, so guests receive two or three at a time and can taste back and forth among them and make their own judgments. The bottles (or at least the labels) are usually covered in brown paper.</p>
<p>The key to hosting a wine party is not to get so wrapped up in the details that you stop having fun. An up-tight host is a total buzz-kill. If you did nothing more complicated that grab six wines off your local grocery store shelf and phone a few friends, it would still be a successful party. Because you are happy, they are your friends, they are wonderful, and hey, everyone is all a little liquored up.</p>
<p>Here&#8217;s my guide to throwing low-hassle wine parties whether you are a wine newbie or an aspiring wine-snob.</p>
<p>How Many Wines?</p>
<p>We usually do six different wines at a tasting party. In general I would recommend doing no more than eight wines at a sitting.</p>
<p>How much will it cost?</p>
<p>We threw a wine tasting party this weekend for 16 people and the total bill for wine and food was only $120. As a rough rule of thumb, plan on $7-$10 per person. Of course, the cost will depend a lot on what wines you pick. You can definitely get some reliably good wines for $8-$15 per bottle, so if you plan on tasting six bottles, that would be about $60-$70 plus tax. If you are interested in tasting more expensive wines, that will increase the price quickly.</p>
<p>In general, for light food options (either sweets or savories) plan on about $40-50 worth of food (for 12-14 guests) if you will do some of the assembly yourself. If you are buying more prepared foods, or more expensive foods, plan for closer to $70.</p>
<p>How Many People?</p>
<p>We have had as few as 12 and as many as 24. In general you can get about 10-12 tasting-sized servings out of a bottle. So it helps to get your guest list either between 8-14, or 18-26.</p>
<p>What do I need?</p>
<p>The big challenge will be having wine glasses for everyone. If you are serving wine in pairs (see below), then you ideally want 2 wine glasses for each person, so they can taste back and forth between the two wines in the pairing. If you are serving in sets of three, then you would want to have three glasses per person.</p>
<p>We happen to own an embarrassing number of wine glasses now, but when we started hosting wine parties we had to ask our guests to bring their own pair of wine glasses. I&#8217;m sure there&#8217;s some law of etiquette we violated, but it didn&#8217;t detract from the fun one bit.</p>
<p>If you intend to serve some light food along with the wine, you&#8217;ll want small plates for everyone.</p>
<p>It can be nice to give people someplace to write down their &#8220;tasting notes.&#8221; For people just getting started, I recommend nothing more complex than a blank sheet of paper where they can write their ideas down. If you are into building your wine expertise, you may want to provide different guides, such as rating guides, or a sheet that lists common tasting notes. If you have a regular group who will get together to do tastings (a sort of wine club) then you may want to invest in something more permanent to keep your ongoing record of tastings in. This could be a nice bound notebook or one of the books printed specially for wine tasting.</p>
<p>What Wines Should I Serve?</p>
<p>Pick a focus. This is all up to you, and it probably depends on your sense of how experienced you and your guests are with wine. If most people are just getting started, it can be great fun to start with a general focus, like &#8220;whites&#8221; or &#8220;reds.&#8221; If you are a little more advanced, you may want to pick something more specific, like comparing different vineyards in the same region, different years of the same vineyard, different regions of the same country, or even different countries.</p>
<p>If you are doing a more advanced &#8220;focus tasting&#8221; whatever you pick as your focus, you want to be sure that you include some intentional variation, and then try to minimize other kinds of variation. For example, if you decide you want to taste based on country or &#8220;terroir&#8221; then I recommend you select a grape that is grown in several different countries, for example pinot noir. Then select pinot noirs from France, the United States, South Africa, Australia etc. On the other hand, if you want to do a tasting based on price, then you would try for pairs of the same varietal, from the same country/region, only one would be value-priced and one would be higher priced.</p>
<p>If you do a tasting with too much variety it is really difficult to figure out what you are tasting in the comparison. For example, if you select an inexpensive Malbec from Argentina, a pricey Pinot Noir from Oregon (US), and a cheap Merlot from France, it may be difficult to tell what part of the taste can be attributed to the grape varietal, what to the quality of production, and what to the difference in country.</p>
<p>My best recommendation is that no matter how you decide to focus or structure your tasting party, you offer your wines in pairs or sets. Usually this means a 2 x 3 format or a 3 x 2 format. For example, if you are doing a 2 x 3, you could do two different varietals (Pinot Noir and Gamay) from three different countries. Alternately, you could do three varietals (Malbec, Shiraz and Pinotage) from two different countries each.</p>
<p>What follows are just a few examples to get your brain going:</p>

• 2 Timorasso, 2 Viognier, 2 Tempranillo</p>
<p>Dessert Wines<br />
• 2 Ports, 2 Tawny ports, 2 Madeira</p>
<p>• 3 white muscadel, 3 red muscadel</p>
<p>• 2 champagne, 2 rainwater Madeira, 2 icewine</p>
<p>Terroir Tasting<br />
• 3 Cabernet and 3 Shiraz (one each from Australia, US, Argentina)</p>

• 3 Petit Syrah (same vineyard, 3 different years) and 3 Merlot (ditto)</p>
<p>Price Tasting<br />
• Pick two or three varietals. In each category, select one wine that is in the &#8220;everyday&#8221; value for you, one that is a bit nicer, and one that qualifies as a treat. Within our income bracket, we usually select one that is about $10, one that is about $20 and one that is $30-40. This can be a great way to try to discover the subtleties of a more sophisticated wine by using direct comparison. It can also be a great way to discover value wines that you really love. And of course, don&#8217;t tell anyone which wine is which when you are pouring it.</p>
<p>What Food do I serve?</p>
<p>I think the first consideration here is, again: do not drive yourself crazy. The minute that trying to find the perfect pairing is making you insane and detracting from your fun, you should forget about it. This party is, after all, about discovering what you like. So I give you permission to just pick whatever food makes you happy. There are umpteen million suggestions out there and rules for what to do and what not to do. But that is sort of like inviting the US Tax Code to your party. How fun is that?</p>
<p>Reasonable strategies for picking food:<br />
• Pick relatively neutral things you like (e.g. crostini with goat cheese)</p>
<p>• Ask an expert at your local cheese counter or wine shop</p>
<p>• Pick foods you eat often, because it can be fun to discover for yourself whether or not they work with different foods (e.g. mini steak sandwiches, appetizer ravioli)</p>
<p>• Pick whatever is bite-sized and easy, because hey, you are busy enough already (e.g. freezer-section crab rangoon)</p>
<p>If you want to get your toes wet in more advanced pairing strategies, a good place to start is the very easy to use matching tool offered by Natalie MacLean. You can select either the wine you have or the food you have and her site generates a list of specific recommendations that pair well with that wine or food. The fact that this matcher pairs in both directions (either starting with food and recommending wine or vice versa) makes it one of the most user-friendly and versatile pairing tools out there.</p>

<p>The most entertaining way to learn about wine is to invite a few friends to a tasting in your own home. The more you know about wine, the more rewarding the tasting will be, but even if you&#8217;re a neophyte, you&#8217;ll be amused&#8211;and educated. All you need are an appropriate group of bottles, a corkscrew, good company and an open mind.<br />
ORGANIZING A TASTING<br />
I recommend a short tasting before lunch or dinner so that you can follow up by drinking the same wines with your meal. I&#8217;d stick to no more than eight tasters and line up no more than four glasses in front of each person. Depending on how many wines you&#8217;d like to sample, serve them in &#8220;flights,&#8221; or groups, of three or four. Pour one and a half or two ounces per glass; that will give everyone enough to taste and still leave part of each bottle to serve later. For this kind of casual event, you should select one of the following two approaches:<br />
VARIETAL TASTING. A tasting of representative examples of the same grape variety from different areas&#8211;Chardonnays from Burgundy, California, Washington State, Australia, New Zealand, northern Italy, Spain and Chile, for instance&#8211;is the better choice for relative beginners. The wines should be of roughly the same age to minimize the number of tasting variables. This kind of comparative tasting is ideal for learning how various regions contribute their own distinctive character to the same variety and which versions you prefer.<br />
HORIZONTAL TASTING. The second option is a tasting of wines from a single category and a single vintage: 1993 Bordeaux or 1994 Oregon Pinot Noirs. If you gather together, say, 1993 Bordeaux from such major appellations as Pauillac, St-Julien, Graves, St-Emilion and Pomerol, you will have wines of markedly different character, and you will never be able to experience these differences more clearly than when tasting the wines side by side.<br />
But a horizontal tasting can be rigorous, as the distinctions among young wines in some categories may be quite subtle. At my first serious tasting of Bordeaux from the Médoc region, I could not believe the discussion going on around me about the differences between the wines. To me, everything was black currants and shoe polish and mouth-numbing tannins. But as I listened to my more experienced companions and returned to the glasses in front of me, I was able to identify black cherry, raspberry and plum notes, not to mention nuances of leather, tobacco and grilled meat. As the evening progressed, I could discern more or less intensity and complexity of flavor, as well as the contrast between fine, gentle tannins and coarser, drier ones. Wine is like any other subject: once you learn a little and master a basic vocabulary, you can quickly absorb a lot.<br />
SETTING THE SCENE<br />
THE BOTTLES. Remove the capsule from the top of each bottle, then roll the bottle in foil, crushing the bottom flat. Number each with a marking pen to ensure that the right wines are poured into the right glasses. (It is easier to uncork the bottles after they are wrapped.) You&#8217;ll be referring to wine No. 2 or wine No. 3 and revealing the labels only at the end.<br />
The reason for tasting &#8220;blind&#8221; is simply to avoid being swayed by the labels. We tend to be less willing to find fault with wines with swanky names and more reluctant to give high marks to supposedly inferior bottles. One of the joys of a blind tasting is that it virtually always produces surprises.<br />
THE TABLE. Cover the table with a white cloth so that your guests can easily examine the color of each wine. Or arrange the glasses on white plastic-coated sheets or butcher paper; their friction-free surfaces make it easier to swirl the wine in your glass.<br />
THE GLASSES. An ideal all-purpose tasting glass is Riedel Crystal&#8217;s Ouverture Red Wine glass, widely available for $7.50 to $9; the more expensive Riedel Vinum Chardonnay glass, about twice the price, has a somewhat more elegant shape. Both are narrower at the rim than they are at the middle of the bowl and large enough to allow you to swirl a few ounces of wine without splashing your neighbor.<br />
SCENTS. Strong scents in the room will interfere with your ability to taste wine. The floral and spice aromas your guests find in their glasses may come from that Ralph Lauren potpourri on the sideboard.<br />
TEMPERATURE. Chill dry whites to between 50 and 55 degrees and reds to between 60 and 65 degrees. At refrigerator temperature, the aromas and flavors of white wines are typically stunted. And reds served too warm may be dulled by their alcohol.<br />
PALATE CLEARERS. Supply some bread or crackers for your guests to munch on between wines. Crunchy French bread or neutral biscuits are excellent choices. I also often serve fresh lightly salted mozzarella, which has an uncanny knack for ridding the mouth of strong tastes.<br />
SPIT BUCKETS. You don&#8217;t need to swallow wine to taste it. In fact, the less you swallow, the longer you&#8217;ll be able to maintain your acuity. Spittoons can be large coffee mugs or opaque plastic cups, preferably weighted so that they cannot overturn easily. A larger bucket on the table allows tasters to empty their glasses and spittoons at the end of each flight.</p>
<p>TASTING THE WINES<br />
LOOK. Begin by examining the color of the wine against a white background, tilting the glass away from you. Look for bright and, in the case of red wines, saturated color. A young red that is going brown at the rim is probably aging too quickly, while a white that is unusually dark may be showing signs of incipient oxidation.<br />
SWIRL. To release the aromas of a wine, swirl it in the glass and then give it a deep sniff. Repeat as necessary, taking notes.<br />
SIP. Take a good-size sip. Hold the wine in your mouth; swish it around, allowing it to coat your entire palate. What does the wine feel like? Is it thin and acidic? Is it rich and velvety?<br />
SAVOR. Draw in some air be-tween your front teeth or across your tongue and &#8220;gargle&#8221; the wine in your mouth. Keep in mind that your tongue can identify only four basic tastes: saltiness, bitterness, sweetness and acidity. All other flavors actually reach your brain as aromas through the retronasal passage at the back of your throat. By &#8220;chewing&#8221; the wine, or combining it with air, you cause its volatile elements to vaporize.<br />
WHAT TO LOOK FOR<br />
AROMAS AND FLAVORS. Free associate as you smell and taste the wine, and jot down the descriptive words or phrases that come to mind. Make sure the wine is clean, that is, lacking such obvious faults as a vinegary quality, mustiness (which may be due to a bad cork), oxidation (the smell of sherry or Madeira) or a strong suggestion of the barnyard.<br />
TEXTURE AND WEIGHT. Is the wine light and crisp? Is it soft and full-bodied? Is it rough or smooth?<br />
OVERALL BALANCE. Generally speaking, a good mature wine should display a harmony of components; no single element should dominate. But perhaps your wine is overwhelmed by scents of new oak barrels or is excessively tan-nic or alcoholic. Keep in mind, though, that very young wines often need some bottle aging to achieve harmony.<br />
PERSISTENCE ON THE PALATE. If there is a single reliable indicator of wine quality, it&#8217;s the length of the aftertaste, or finish. A wine that disappears virtually the mo-ment you spit or swallow it probably lacks concentration or was made from marginally ripe grapes. An outstanding wine lingers on your palate for 20 to 30 seconds and sometimes much longer.</p>
<p>COMPARING NOTES<br />
CONSULT. Allow everyone enough time to taste through each flight of wines and take a few notes. Then discuss the various bottles, exchanging your tasting notes and your likes and dislikes. It will work to the group&#8217;s advantage if one person with a general familiarity with wine is able to provide the basic parameters for the category of wine you&#8217;re tasting.<br />
TASTE AGAIN. As you discuss the wines, retaste them to see whether they have changed with aeration. Notice how some improve and grow richer while others lose their shape and freshness.<br />
VOTE. Pick your favorites before revealing the labels.<br />
TASTE WITH FOOD. Later, as you drink the same wines with your meal, note how some complement the food and others overwhelm it with monolithic flavors or excessive alcohol or new oak. A wine that grabbed your attention during the tasting may ultimately prove tiring to drink, but another that was less compelling may come alive with your meat course.
