Clark Chamber of Commerce’s letter to mayor questioned

ANGELES CITY -– The Office of the City Mayor said a letter from the Metro Clark Chamber of Commerce and Industry (MACCI), which asked for the reduction of the city budget, has been questioned by many of those whose names were included as signatories.
Marco Nepomuceno, regional director of the Philippine Chamber of Commerce and Industry (PCCI); Arsenio Valdes, past president of the Environmental Practitioners Association; Cynthia Gueco, past president of Rotary Club Kuliat; Gerry Tayag of Taguete Realty Inc.; and lawyer Alejandro Buan, president of the Integrated Bar of the Philippines (IBP)-Angeles Chapter, denied signing the document or giving permission for their electronic signatures to be pasted in the letter.
Lawyer Buan said there is no IBP-Angeles Chapter but only IBP-Pampanga and Angeles City Lawyers League.
City Administrator Dennis Albert Pamintuan said the MACCI leadership, particularly its president, Frankie Villanueva, should explain why many of the group’s officers denied signing the letter.
“We understand the concern of MACCI, which we consider as a partner in the development of Angeles and we respect its position. However, there are certain realities that we must consider, even as we assure MACCI that we shall be very prudent in the disposition of our budget,” Pamintuan said.
Pamintuan said the increase in the budget of the city from P1.2 billion in 2012 to P1.3 billion this year is necessary to implement key programs and obligations of the city, including the last tranche of the Salary Standardization Law (SSL), the transfer of the City College of Angeles from its temporary location at the City Library to its new campus in Barangay Pampang, among others.
He lamented, however, that the issue raised has political undertones. Curiously, the MACCI letter has jibed with a recent media statement of Representative Carmelo Lazatin that the city budget has been “overestimated.”
Pamintuan said the approved 2013 budget is proportionately less compared to the budget increases of the previous administrations, considering the programs of the current administration, inflation and payment of loans by the past administrations of Lazatin and Nepomuceno and the reduction of the city’s share in the internal revenue allotment (IRA) from the National Government.
He said the implementation of the final phase of the SSL would require P150 million for 2013, while debt servicing is budgeted at P130 million annually.
City treasurer Juliet Quinsaat also denied that the city has not achieved its revenue collections target in 2012, contrary to the claim of MACCI. She said total collections in 2012 (as of November 22) was already P411 million.
“Even their figures on the city’s 2011 of P249 million was inaccurate as the actual collections based on records for that year for business taxes and licenses was P409 million,” Quinsaat said.
The group also asked why they were not invited in the budget deliberations. But contrary to their claim, Angeles City Vice Mayor Vicky Vega-Cabigting clarified that the budget deliberations have been opened to the public and was even repeatedly announced over the radio.
“Members of the media were present during the deliberations, but they or any other private groups and individuals cannot participate in the discussions and approval of the budget as only the members of the Council are authorized to do so,” she said.
Vega-Cabigting said the budget was approved by the City Council after lengthy and careful deliberations, and has already reduced it.
The City Council also attached a provision to the budget that 10 percent of the Special Programs Fund may only be programmed if local tax collections increase, Vega-Cabigting said.
In compliance with the provision, Pamintuan said the Office of the Mayor already issued a memorandum calling for 20 percent of the Special Program budget as well as the maintenance and other operations expenses (MOOE) of departments be set aside as “reserved funds.”
“Further, we are still on austerity mode and continue to implement the Executive Order on austerity measures,” Pamintuan said, adding that there are obligations incurred by the previous administrations that must also be amortized.
Both the Lazatin and Nepomuceno administrations separately acquired loans from several government banks totaling to almost P1 billion.

Hermosa town hall exec faces rap

HERMOSA, Bataan–A municipal department head of this town is facing rap for physical injuries and verbal abuse.
Report provided by Milagros Deldoc, municipal interior and local government head of Hermosa, Ruperto Los Banes, a barangay tanod, lodged a complaint against Municipal Registrar Froilan Jorge.
Based on his affidavit, Los Banes narrated that he just came from an office in the second floor of the municipal building when Jorge suddenly appeared and attacked him with fists at the same time shouting invectives at him.
The attacking was even witnessed by Municpal Councilor Lou Narciso, Hermosa consultant Bart Pantig, and Deldoc herself, according to the complainant.
Los Banes formally lodged complaint to the Office of the Mayor on Tuesday. A copy of the complaint was forwarded at the DILG municipal office.
The Office of the Mayor and the department head did not issue any statement regarding the complaint.

Cops bust 2 in Angeles City anti-drug operation

CAMP OLIVAS, Pampanga—Two unsuspecting bachelors were arrested after they sold shabu to police in Angeles City over the weekend.
Arrested in a police drug buy bust operation were Reynaldo Marquez alias “Lyka”, 41, and resident of Big Guys Hosto Bar located along Bagong Daan, Barangay Balibago, Angeles City; and Raymond De Leon, alias “Lucky”, 28, a resident of 328-9 Dona Teofila, Don Bonifacio Subd., Barangay Pulungbulu in the same city.
Police said, their poseur buyer was able to get a deal from the suspects and agreed to meet for the delivery of the shabu in Barangay Pulung Maragul at about 11 p.m.
Right after the suspects handed over the illegal substance, they were immediately arrested.
Confiscated from the suspects were one piece of heat sealed transparent sachet containing shabu and the marked money used in the operation.
Police said “Lyka” at first resisted while being arrested but was immediately subdued.
The two suspects and the evidences were brought to the Angeles City Police Office for proper disposition and the filing of charges of the violation of Section 5, Article 11 of Republic Act 9165 or the Anti-Dangerous Drug Act.

If chardonnay is the darling of the white wine world, then cabernet sauvignon is the red wine equivalent. This grape variety makes most of the premium red wine the world over – if you have even only limited experience with red wine, chances are that cabernet sauvignon has passed your lips at least once.
The grape

Like most premium grape varieties, otherwise known as the noble vines, cabernet sauvignon belongs to a huge and diverse species, vitis vinifera. This species includes the grape varieties in just about all the wines you will find at your local bottle shop.

All grapes have clear juice; it is the colour of the skin that determines the final hue of the wine. Cabernet sauvignon happens to have some of the darkest skin of all these grape varieties – they are an impossibly deep blackish-purple that results in very deeply coloured wines. The grapes grow in compact, slender bunches and also possess relatively thick skins that cover small grapes. This last point is important – not only does the colour of the skins affect the final outcome, it is also the skin to juice ratio that provides cabernet sauvignon with its deep colour. Grape skins also contain masses of tannin. Obviously with so much skin being crushed to make cabernet sauvignon, the resultant wines can be highly tannic. This is often a prerequisite in creating wines designed for extended aging – a topic I will touch on later.

Part of this grape’s wide spread appeal is its ability to grow and produce good wines in a wide variety of regions and countries. Cabernet sauvignon vines are hardy and in the main, disease resistant. They consistently command high prices; so grape growers will be rewarded for growing them. Cabernet sauvignon also has a late vintage – long after other grape varieties have been picked, cabernet sauvignon is still on the vine catching some autumn sun. The effect of this is twofold; in mild to warm grape growing regions, this gives the grower ample opportunity to get the grapes to full ripeness, with a good sugar and acidity balance. However, in cooler regions, the early onset of frost can force the grower into picking the grapes before they are fully ripe. This means that very cool grown cabernet sauvignon can often taste thin and watery.

Where it all began

Like so much in the world of wine, the story of cabernet sauvignon begins in France. Nowhere in the world is cabernet sauvignon revered as highly as in the southwestern French region of Bordeaux. Unlike making wine in other countries, the French are very particular about which grape varieties are grown in what regions. In Bordeaux the king is cabernet sauvignon.

Bordeaux is also interesting for possessing a unique classification scheme ranking the winemaking houses or châteaux. It is known as The Bordeaux Classification of 1855 – and nothing has caused as much controversy in the history of wine. Around 60 or so châteaux are classified into 5 growths or “crus” There are 5 wines in the First Growth, or Premiers Crus, and they are among the most sought after, expensive and revered wines in the world, and they are all based heavily on cabernet sauvignon. These 5 lucky winemaking houses are Château Lafite-Rothschild, Château Latour, Château Haut-Brion, Château Margaux and the latecomer, Château Mouton-Rothschild, classified in 1973.

Making cabernet sauvignon

Making red wine is a very different business to making white – and this difference takes 2 main forms, skins and wood. If you crush red skinned grapes such as cabernet sauvignon, remove the skins and ferment the resultant clear juice, you will end up with white wine. The skins are everything to a red wine.

Once the grapes have been harvested and returned to the winery, they must be crushed and the stalks removed. The juice and skin slurry (known as must) is pumped into a fermenting vessel and yeast will commence the fermentation. This yeast will either be added by the winemaker – in the form of cultured yeast, or the wild yeasts present on the skin of the grapes are left to do the job. The wild yeast shows up quite nicely as a white bloom on the dark cabernet sauvignon skins.

As fermentation hits full swing, the yeast gives off a prodigious amount of carbon dioxide, which quickly lifts the grape skins to the surface of the fermenting wine in the form of a raft. This is not a good thing. Left to sit on the surface, the skins will provide a minimal amount of colour and tannin to the fermenting wine. The skins must be pushed back down into the wine and here the winemaker has several choices. If you want to go old school, you could take off your boots and jump on the raft of skins to submerge them ¹. Thankfully most winemakers now employ more sanitary methods to achieve this. Some use a large press that submerges the skins under the surface of the fermenting wine, while others will use a pump that shoots wine up over the skins, maximizing contact.

Once fermentation has completed, most light to medium-bodied wines are transferred to oak barrels for maturation, then bottled for sale. However, most cabernet sauvignon ends up as full-bodied wine and a further winemaking technique comes into play – maceration. This is a process of allowing fully fermented wine to sit with the skins for a period ranging from a few days up to several weeks, maximizing colour, flavour and tannin.

The fully fermented wine is now filtered and transferred to oak barrels for a maturation period of between 3 and 18 months. The wood influence adds depth and complexity to a young wine brimming with flavour and acidity.

Often at this stage cabernet sauvignon will be blended with other red wine varieties in an attempt to harmonize the best qualities of each grape. Cabernet sauvignon rarely has any trouble producing full flavoured wines, but it can taste raw and unapproachable in its youth. This is when softer wine varieties are blended so the wine is soft and approachable at a young age. The varieties most often blended with cabernet sauvignon are cabernet franc, merlot and malbec, although many Australian winemakers introduce the generous flavour of shiraz (syrah) to do the same job.

Cellaring cabernet sauvignon

Many winemakers produce, and many consumers buy wine with cellaring or aging in mind. Along with shiraz, cabernet sauvignon makes some of the most long-lived wines in the world. So what makes a wine age well? Two things actually – structure and balance.

Structure is fairly obvious. This refers to a wine possessing flavour characteristics – or an abundance of them – fruit, tannin and acid. See the little gap between the cork and the surface of the wine? ² This gap is known as ullage and is essential to aging wine.

The oxygen present in the ullage over time will react with the structure, or flavour characteristics of the wine – softening them and introducing new flavour elements as well. Now your particular bottle of cabernet sauvignon might have oodles of tannin, so it will age gracefully right? Wrong. This is where balance comes into play.

A balanced and young cabernet sauvignon can often be virtually undrinkable. It will have massive amounts of fruit flavour, as well as formidable acid and unapproachable tannins. Over time, oxygen will play its part and soften these elements – including the fruit, until they are approachable and delicious. If the structure was in balance as a young wine, it will most likely be in balance years later when you open the bottle – and you may just have a great bottle of wine on your hands.

SBMA saves P1.8 million from energy program

SUBIC Bay Freeport: The Subic Bay Metropolitan Authority (SBMA) saved a total of P1.8-million for the month of August, its biggest power consumption savings since the agency started it’s energy conservation program last year.
Rani Cruz, SBMA Utilities Department manager, said that barely ten months after the implementation of the agency’s power conservation measures, significant savings have become noticeable since last July.
“From P6.98-million in July, the power consumption by SBMA departments and offices went down to P5.16-million in August, or a 26-percent reduction,” Cruz noted.
He said that in terms of kilowatt hours saved, the SBMA recorded a drop of 48,417 kWh as the agency’s power consumption decreased from 711,684 kWh in July to 663,267 kWh in August.
The power deduction in August is the biggest savings achieved so far by the agency since it introduced power conservation measures in August 2011, in line with the Government Energy Management Program of the national government and the SBMA board’s directive “to implement controls to manage and/or institute austerity measures.”
Under the power conservation program, Cruz said the SBMA has achieved 80 per cent replacement of 40-watt bulbs to 32-watt bulb usage as required by the government.

Delos Reyes was with his vice presidential bet running mate Dominador Chipeco Jr. other senatorial candidates namely social scientist Rizalito David; lawyers Jo Aurea, Zosimo Paredes, and Adrian Sison; teachers Reginald Tamayo and Hector Tarrazona; and former United Nations executive Manuel Valdehuesa, Jr.
Delos Reyes was the only Ang Kapatiran candidate who won during the 2007 election
Delos Reyes is married to Dunia Valenzuela with three children, Gabriel 10, Santiago, 7, and Barbara 5.

So far, 21 presidential aspirants, one vice presidential aspirant, and 10 senatorial aspirants have filed their COCs with the office of the Comelec.
Delos Reyes studied B.A. Theology at the Franciscan University of Steubenville in Ohio, USA. After graduating, he taught Philosophy at the University of Asia and Pacific.

SUBIC BAY Freeport: Children, more particularly, Filipino kids as consumers took center stage at the 21st Philippine Advertising Congress as advertising executives tries to grab their attention and their purchasing power estimated to be worth P42 billion annually.
The amount, according to Jeremy Carr, Vice President of Turner Entertainment Networks, is up from Php 37 billion in 2007.
This represents just their total pocket money and gift money annually, excluding the money spent by parents for their children’ Carr explained.

The study he said represented 3.7 million kids aged 7 to 14and was mainly based in Manila, Cebu and Davao.

Turner Entertainment Networks owns the popular TV channel Cartoon Network.

While television remain to be the most influential medium, Carr noted that marketers and advertisers cannot take for granted the kids growing access to technology, particularly the internet and the ubiquitous mobile devices.

‘In the daily life of kids, television remains king. But internet is getting there with more than 60% now using the internet,’ Carr added.

The only age bracket that registered less than 50 internet usage were kids 7-8 years old. Carr noted that the ‘older they get, internet usage becomes more intense.’

The 21st Philippine Advertising Congress (PAC) officially opened Thursday bringing together stakeholders of the advertising industry that includes marketers, the media, the suppliers and the advertisers.

Among the major segments of the congress are climate change, digital and traditional media, marketing to kids and branding.

But executives warn that parting the kids with their money is not getting easier.

Not only do advertisers need to use multiple media, kids are also getting sophisticated.

Young but business minded
Andrew Kingham, managing director of The Marketing Store based in Hong Kong, noted that kids are also becoming more aware with their environment.

‘While our study was based in Europe, there are indications that this trend has a universal nature to it. Increasingly, kids understand the recession (economy) and the environment,” Kingham, who spoke about marketing to kids, said.

Carr also noted that AH1N1, poverty, and the economic crisis occupy the minds of Filipino children.

But while the Filipino kid’s purse is growing, Kingham noted that the general direction worldwide points to a downward trend, kids are also becoming more creative .

He said that as the world economy suffers, kids pocket money is generally decreasing and is encouraging many to become minipreneurs or kids entrepreneurs.

‘This is an emerging phenomenon in Europe. Kids understand they’re not entitled to money but they have to earn it,’ he stressed.

Suspected drug dealers nabbed in Subic

SUBIC BAY Freeport: It seems like that advertisers was not only doing the business during the 21st Advertising Congress held in Subic after two suspected drug dealer were nabbed by the combined force of the Philippine Drug Enforcement Agency (PDEA) and the SBMA Law Enforcement Department (LED) for allegedly selling Ecstacy Saturday morning.
www.subictimes.com sources identified the suspects as Michael Ocampo and Omar Villaluz who are both residents of Manila.
The two was arrested by PDEA and the SBMA Law Enforcement Department in a drug operation.

Confiscated from the two suspects were 21 pieces of suspected high grade ecstacy and assorted drug paraphernalia.

Authorities also confiscated a Volvo SUV with plate number (AMP-585) which is allegedly being used by the two suspects and is suspected to have more drugs inside.
PDEA has yet to confirm if the said vehicle had drugs.
