MABALACAT CITY–A New York schooled girl was crowned Miss Mabalacat City Sunday during an elaborate Coronation Night that was not only star studded but had also presented the most impressive 17 finalists ever in the pageant’s long history.
An aspiring commercial model and nursing student Arlyn Anunciacion from Barangay San Francisco here was crowned the first-ever Miss Mabalacat City, seven months after the town’s conversion into a component city of Pampanga.
Anunciacion grew up and studied in Bronx, New York before deciding to take up nursing degree in one local university. The eldest at 25 years old among 17 ladies that made it to the finals round, she emerged as the winner with her beauty and wits.
June Magbalot, pageant chairman, said that the pageant was intentionally themed as “Miss Mabalacat City – The Ambassadress to the World,” given this city’s vision to be a gateway to the world.
“This is in support to the vision of Morales Administration as our city is host to an international airport inside Clark. And we hope that we are able to project that our city is indeed blessed with beauties in our people and in what we have to offer,” Magbalot said.
Sunday’s Coronation Night had its regular habitué-judges like fashion designer Renee Salud, professional hair stylist James Cooper, movie and TV actor Ricardo Cepeda and premier model Marina Benipayo. Topnotch dance choreographer Douglas Nierras joined the impressive panel of judges that include tourism officers of Pampanga municipalities.
Also awarded Best in Long Gown and second Best in Talent, Anunciacion first joined the pageant in 2009 but was unlucky to bag the crown. This year, she was joined by her younger sister Avon who also made it to the 10 seminalists and was given the Telegenic Award.
Mayor Marino Morales thanked the candidates, parents, organizers and supporters of the pageant and has personally announced the winners on stage.

Anunciacion’s royal court includes Laurene Leonardo, 1st runner up: Narene Guevarra, 2nd runner up; Jesielyn Fernandez, 3rd runner up; and Mary Rose Antonio, 4th runner up.
Mayor Marino “Boking” Morales told the candidates during the coronation night that, “you are all winners, as you showed courage in joining this pageant. You outdid yourself. Thank you. You manifest that you are truly Mabalaqueños and a Capampangan.”
In the pageant, the candidates showed their talents comparable to world-class performers and artists.
Although, the pageant was interrupted by a 30-minute technical problem, it went smoothly.

MABALACAT CITY– Pampanga First District Representative Carmelo “Tarzan” Lazatin on January 30 donated 14 hospital beds to the Mayor Miguel Morales Memorial Birthing Home in Madapdap Resettlement, Barangay Dapdap here.
The donated hospital beds were unveiled during the inauguration and blessing ceremony of the birthing home’s new building on yesterday.
“It is very important to provide the necessary facilities for birthing women,” Lazatin said. “It is the least we could do to honor the mothers who bring life to the world.”
Attending the inauguration with Lazatin were Mabalacat City Mayor Marino “Boking” Morales, Councilor Oscar Aurelio, and Barangay Dapdap Chairman Armando Rivera.
Dr. Rey Hipolito, chief doctor of the birthing home, expressed his gratitude towards Lazatin.
“We are very grateful to Congressman Lazatin for donating hospital beds to our birthing home,” Hipolito said, “These additional beds will enable us to provide service for more pregnant women.” ●–Charlene Cayabyab

Breaking the jinx

Sto. Tomas Mayor Joselito “Lito” Naguit is hoping against hope to finally break the jinx of mayors seeking for a reelection or a third and final term in their town. Never before had the town a mayor who completed three straight terms. Many say this was so for the past few mayors who have tried but failed to win the mayoralty race three in a row.
For the longest time, mayors of Sto. Tomas had only a maximum of two terms then they got to be beaten by the town’s first councilor. In 2004, then incumbent mayor Romeo Ronquillo was challenged by then first councilor Lucas Arceo in the former’s re-election bid. Arceo eventually won in that election.
Arceo was able to finish his first term.
But, as fate would have it, Arceo was not destined to complete a three year term. In 2007, another first councilor in the person of Lito Naguit ran against the incumbent mayor. Arceo lost in that election and became another statistics in the storied jinx hounding the re-election bid of Sto. Tomas mayors.
Naguit may not have imagined he will be mayor immediately after serving as councilor. Like Arceo, he skipped the vice mayoral post and went on directly to capture the top-most political position in their town. And, what they did was not an easy feat–running against an incumbent mayor.
Three years after his success in wresting the mayorship, Naguit was re-elected mayor in 2010.
In the two elections that he ran for mayor, Naguit was teamed-up with Gloria “Ninang” Ronquillo, today’s vice mayor of Sto. Tomas.
Many thought that Naguit and Ninang would remain a team until this May 2013 election but they parted ways many months ago and they are bound to face head-on for the mayoral position.
Naguit believes the jinx has been finally broken. The factors that were present when Romeo Ronquillo and Lucas Arceo were defeated in their respective re-election bid are no longer the same this time–there is no first councilor running against the incumbent mayor.
Mark Louie Arceo, the first councilor and Lucas’ son, decided to join forces with Naguit and will run as vice mayor. This proves to be a back-to-back prize for Naguit–he lost an enemy and gained an ally.
Gloria Ronquillo would have thought better keeping Naguit as an ally. Had she supported Naguit’s final re-election, they would have easily beaten any opponent this coming May, even if this will be the Arceos. If it were so, then the mayorship will be served to Ninang Ronquillo on a silver platter by 2016.
By letting him forge an alliance with the Arceos, Naguit has gained a wider voters’ base. The supporters of father and son Lucas and Mark would not want anyone between the spouses Ninong and Ninang to win in the election and squander the chance of Mark to become mayor by 2016.
If Naguit and Mark Arceo will both win in May, they would have killed the political clout of the Ronquillos paving the way for the Arceo to remain the strongest bet for the mayorship in the 2016 polls. It was an easy deduction that will cost the Ronquillos much.
What transpired in the political landscape in their town lately should have caused Naguit’s confidence to grow bigger. He may have pulled off a potent antidote to expel the “curse” while his opponents seemed to have made one wrong decision after another.
For Naguit, another re-election may not be out of reach but this is not only due to the perceived jinx but because he knows for himself that he had served the people well during his two terms.
Even in the fairy tales, when potions do not work, the pure heart becomes enough to break a spell.
Let’s just find out whose happily ever after this story shall be.

C. Luzon has 5.8-M voters for May polls

CITY OF SAN FERNANDO–Central Luzon has 5,823,044 registrants– the third biggest in the archipelago–for the midterm polls, according to the latest figures from the Commission on Elections (COMELEC).
“Bulacan has the most number of voters in the region at 1,497,873; followed by Nueva Ecija with 1,363,646; Pampanga at 1,239,372; Tarlac with 692,948; Bataan with 456,648; Zambales at 444,202; and, Aurora with 128,355” COMELEC Regional Director Zoilo Perlas disclosed.
“There will be 7,905 clustered precincts in 2,822 voting centers for its 14 cities and 116 towns,” Perlas added.
Southern Tagalog remains the nation’s most vote rich area with over 8 million followed by Metro Manila with 5.9 million.
Meanwhile, some 1,429 local positions will be up for grabs in Region 3 consisting of 21 congressional seats, 7 gubernatorial, 7 vice gubernatorial, 68 provincial boards, 130 mayoral, 130 vice mayoral, and 1,066 councilors. ● (PIA 3)

Congress asked to bare Lazatin’s attendance

ANGELES CITY–Twenty-nine former barangay chairmen in this city have asked House Speaker Feliciano Belmonte Jr. to reveal the July 2010 to December 2012 congressional attendance of Pampanga First District Representative Carmelo “Tarzan” Lazatin.
In a formal letter dated January 7, 2013 and received at the Office of the Speaker on January 10, 2013, the former village chiefs requested Speaker Belmonte to “furnish us a copy of the July 2010 to December 2012” attendance of Lazatin.
They also said that, “we have noted that our congressman has been one of the absentee congressmen and we are alarmed by this.”
Pepito Julian, of Barangay Mining and president of the Cooperative of Former Barangay Chairmen, is one of the signatories to the letter.
Julian explained that they “shall publicly reveal the true attendance of Lazatin once we received the reply from the Speaker’s Office.”
“We owe it to the people to let them know the truth,” he said.
Aymer Alvarado, former chairman of Barangay Sto. Cristo and also one of the signatories, stated that “it should be Lazatin himself who must present his congressional attendance to the people of Angeles City and the first district of Pampanga. But I believe he will not do that. Thus, it is up to us to know the truth and verify newspaper reports that the 78-year old congressman has failed to attend many sessions of Congress.”
“Nakakahiya na po kasi talaga na ang congressman na taga-Angeles City ay nataguriang isa sa mga absentee congressmen. Hindi po maganda ito para sa image ng aming lungsod. Sa halip po na makatulong sa ikauunlad n gaming lungsod, si Tarzan po ay nakakasira na,” said John Sladky, ex-barangay chairman of Agapito del Rosario and another signatory.
Reynaldo Pamintuan, Barangay Ninoy Aquino’s former village chairman, said that, “Mukhang hindi na talaga kaya ni Tarzan Lazatin ang serbisyo-publiko. Kung sa Kongreso nga hindi na nakakapasok, sa city hall pa kaya!” ●Charlene A. Cayabyab

San Fernando 1st socialist mayor remembered

CITY OF SAN FERNANDO–”Without our heroes we will not be enjoying our freedom today.”
Thus, said Mayor Oscar Rodriguez, during the 118th birth anniversary commemoration of Vivencio Cuyugan at the local hero’s ancestral house in Barangay del Pilar here on Sunday.
Rodriguez led the commemoration ceremony together with Vice Mayor Edwin Santiago, relatives of the Cuyugan family, local officials and several residents at 8:30 a.m.
“Let us not forget our heroes. Bigyan natin ng parangal at pag-unita ang ating mga bayani. Obligasyon natin ito kung dahil sa kanila di natin matatamasa ang ating kalayaan dahil sa kanilang pakikipaglaban sa mga mga kaaway,” said Rodriguez.
Cuyugan worked in the United States to support his studies. While, in the US, he was jailed for his principles by depending the oppressed.
The Fernandino local hero was one of the voices of the oppressed, a mission he had lived even while in Chigago.
Later, he was acquitted and returned to the Philippines.
In the country, he became the defender of laborer, the landless and the peasant farmers. Although he belongs to the upper class he identified himself with lowly class and joined the Socialist Movement.
Shortly after his return in 1927, he was appointed municipal vice-president of San Fernando. And later he was elected and became the first mayor of the town under the Philippine Commonwealth. He was also the first socialist to be elected mayor in the country.
When the Japanese invaded the town, Cuyugan resigned as mayor and, together with known socialists like Pedro Abad Santos, Luis Taruc, Castro Alejandro, Mariano Sampang, Apung Banal and others, founded the Hukbong Bayan Laban sa Hapon (Hukbalahap). He was its first commander-in-chief.
Rodriguez said the Japanese used the sequestered Cuyugan residence as the temporary seat of the municipal government since the “municipio” was burned down. This adds to the historical significance of the house, he added.
After the war, Cuyugan was reinstated as mayor but was soon replaced due to his uncompromising position in defense of the continuing struggle of the Hukbalahap.
In his message, Rodriguez said, “We may have lost the Abad Santos house. There are many more structures worth saving in the City of San Fernando such as the residence of Vivencio Cuyugan. Each edifice has its own story to tell and little known accounts such as these make us value our historical and cultural heritage more than ever.”

CITY OF SAN FERNANDO–Department of Health (DOH) Center for Health Development 3 is now accepting nominations for the 2013 Red Orchid Awards.
DOH Regional Director Leonita Gorgolon said, “The Red Orchid aims to give due recognition to government offices, government hospitals, and local government units with commendable practices and measures against smoking.”
Gorgolon added, “Nominees will be judged based on the strength of their comprehensive efforts to implement a 100 percent Tobacco-Free environment following the World Health Organization’s MPOWER initiative.”
MPOWER is an acronym that denotes the six proven tobacco control policies, namely: monitor tobacco use and prevention policies; protect people from tobacco smoke; offer help to quit tobacco use; warn against the dangers of tobacco; enforce bans on tobacco advertising; and, raise taxes on tobacco.
Those who will obtain a rating of at least 85 percent will be bestowed the Red Orchid Award.
Aside from the trophy, winners will each take home a certificate of recognition and nicotine replacement therapy patches/ medicines to help smokers quit from smoking.
Meanwhile, Pink Orchid (first runner up) and White Orchid (second runner up) prizes will be handed out to nominees that failed to meet the 85 percent mark but still had high scores.
Gorgolon advises those interested and qualified to download the Self-Assessment form from the Health department’s official website – www.doh.gov.ph and submit it to the DOH Regional Office at the soonest possible time.
Screening and validation is until February 28.
Review of nominees by the technical group is from March 1-15 while final deliberation of the DOH Central Office Awards Committee is on May 15. ● (PIA-3)

DINALUPIHAN, Bataan–A former mayoral bet of this town is now running as independent municipal councilor here.
Municipal councilor candidate Jules Moncupa, however, was adopted by the group of Dr. Rey Matawaran, who is running as vice mayor, to be included in their slate.
The group of Matawaran, running under Aksyon Demokratiko Party, has no mayoral candidate.
Moncupa was the bet of the Garcias in the 2010 elections against incumbent Mayor Joel Payumo.
Before running as mayor, he was two-time Dinalupihan municipal councilor.
In the more than two years hiatus from politics, Moncupa never lost contact to his leaders and supporters.
“Lagi naman nating nakakausap yung mga lider, supporters natin, nandito lang naman tayo sa Dinalupihan nagnenegosyo”, he said.
“Updated tayo sa mga nangyayari sa bayan, sa buong lalawigan ”, he also said.
“Hindi naman nawawala sa atin yung hangaring makapag-lingkod sa bayan”, he assured.
Moncupa was an outstanding municipal councilor of Dinalupihan and the province of Bataan.

Clark Chamber of Commerce’s letter to mayor questioned

ANGELES CITY -– The Office of the City Mayor said a letter from the Metro Clark Chamber of Commerce and Industry (MACCI), which asked for the reduction of the city budget, has been questioned by many of those whose names were included as signatories.
Marco Nepomuceno, regional director of the Philippine Chamber of Commerce and Industry (PCCI); Arsenio Valdes, past president of the Environmental Practitioners Association; Cynthia Gueco, past president of Rotary Club Kuliat; Gerry Tayag of Taguete Realty Inc.; and lawyer Alejandro Buan, president of the Integrated Bar of the Philippines (IBP)-Angeles Chapter, denied signing the document or giving permission for their electronic signatures to be pasted in the letter.
Lawyer Buan said there is no IBP-Angeles Chapter but only IBP-Pampanga and Angeles City Lawyers League.
City Administrator Dennis Albert Pamintuan said the MACCI leadership, particularly its president, Frankie Villanueva, should explain why many of the group’s officers denied signing the letter.
“We understand the concern of MACCI, which we consider as a partner in the development of Angeles and we respect its position. However, there are certain realities that we must consider, even as we assure MACCI that we shall be very prudent in the disposition of our budget,” Pamintuan said.
Pamintuan said the increase in the budget of the city from P1.2 billion in 2012 to P1.3 billion this year is necessary to implement key programs and obligations of the city, including the last tranche of the Salary Standardization Law (SSL), the transfer of the City College of Angeles from its temporary location at the City Library to its new campus in Barangay Pampang, among others.
He lamented, however, that the issue raised has political undertones. Curiously, the MACCI letter has jibed with a recent media statement of Representative Carmelo Lazatin that the city budget has been “overestimated.”
Pamintuan said the approved 2013 budget is proportionately less compared to the budget increases of the previous administrations, considering the programs of the current administration, inflation and payment of loans by the past administrations of Lazatin and Nepomuceno and the reduction of the city’s share in the internal revenue allotment (IRA) from the National Government.
He said the implementation of the final phase of the SSL would require P150 million for 2013, while debt servicing is budgeted at P130 million annually.
City treasurer Juliet Quinsaat also denied that the city has not achieved its revenue collections target in 2012, contrary to the claim of MACCI. She said total collections in 2012 (as of November 22) was already P411 million.
“Even their figures on the city’s 2011 of P249 million was inaccurate as the actual collections based on records for that year for business taxes and licenses was P409 million,” Quinsaat said.
The group also asked why they were not invited in the budget deliberations. But contrary to their claim, Angeles City Vice Mayor Vicky Vega-Cabigting clarified that the budget deliberations have been opened to the public and was even repeatedly announced over the radio.
“Members of the media were present during the deliberations, but they or any other private groups and individuals cannot participate in the discussions and approval of the budget as only the members of the Council are authorized to do so,” she said.
Vega-Cabigting said the budget was approved by the City Council after lengthy and careful deliberations, and has already reduced it.
The City Council also attached a provision to the budget that 10 percent of the Special Programs Fund may only be programmed if local tax collections increase, Vega-Cabigting said.
In compliance with the provision, Pamintuan said the Office of the Mayor already issued a memorandum calling for 20 percent of the Special Program budget as well as the maintenance and other operations expenses (MOOE) of departments be set aside as “reserved funds.”
“Further, we are still on austerity mode and continue to implement the Executive Order on austerity measures,” Pamintuan said, adding that there are obligations incurred by the previous administrations that must also be amortized.
Both the Lazatin and Nepomuceno administrations separately acquired loans from several government banks totaling to almost P1 billion.

CITY OF SAN FERNANDO–After a long bout against insurgency, government soldiers are now into another kind of war which is against global warming.
The top commander of the 7th Infantry Division of the Philippine Army, Brigadier General Gregorio Pio P. Catapang Jr. said “global warming is a new challenge” that is why efforts had been exerted by the Army to protect the country’s natural resources and environment.
The recent southwest monsoon which destructed Metro Manila, Central and Southern Luzon, is a proof of this caution, Catapang said.
One of the programs that the Army is undertaking is the protection of Mt. Arayat, a stratovolcano in Luzon.
“This is being guarded by about 100 men and various planting of fruit bearing trees have been done in line with the National Greening Program (NGP), and also, an anti-illegal task force has been formed.”
Before, the Commanding General explained, illegal cutting activities occured in the mountain, “and we had eliminated these for if they continued doing it, the stones which are on its idle position in the mountain will collapse affecting Barangay San Juan Baño in Arayat town. And if this mountain would not be protected, we will experience what happened to Mt. Pinatubo years ago.”
NGP aims to plant some 1.5 billion trees covering about 1.5 million hectares for a period of six years from 2011 to 2016 in lands considered public domain. Department of Environment and Natural Resources’ latest data disclosed a total of 44 million seedlings have been planted in over 87,000 hectares in the country.
The 7th ID has also vowed its commitment to maintain the lasting peace in Central Luzon.
“We are primarily securing areas where there are the most number of big ticket foreign and domestic investors. These are the Freeports and Special Economic Zones of Aurora, Subic, Bataan, and Clark whose airport is being eyed to be a complementary to the Ninoy Aquino International Airport,” Catapang said.
As Aurora Pacific Economic Zone and Freeport authority (APECO) is developing its pacific site, Zambales, which is along the West Philippine sea, and the 89-kilometer Tarlac-Pangasinan-La Union Expressway will be partially opened to motorists by 2013, “truly, Region has the best of both worlds.”
