			<content:encoded><![CDATA[<p>CITY OF SAN FERNANDO &#8211; The Department of Health (DOH) here has reported 8,141 new cases of tuberculosis (TB) this year in Central Luzon, as it vowed to wipe out the ailment, this time with the help of the private sector under the government’s Public-Private Partnership (PPP) program.</p>
<p>Dr. Rhodora Cruz, TB medical coordinator of the DOH for Central Luzon, noted, however, that the figure is lower than the 15,696 registered cases across Central Luzon in 2011.</p>
<p>“The reasons for the big drop include accreditation by PhilHealth of 18 rural health Units and city health centers as TB Directly Observed Treatment Short (DOTS) facilities while 10 other units and centers were certified by DOH,” Cruz explained.</p>
<p>Cruz noted that of the confirmed TB cases, 539 were “retreatment cases.”</p>
<p>“The DOH aims to eliminate TB cases in Central Luzon via the PPP. Quarterly round-table discussions are being held with private sector partners to address different situations and problems regarding TB,” she said.</p>
<p>Cruz said these meetings with the private health sector “enables us to reach all hospitals and medical societies”, as she noted that “accredited facilities could get allowances from PhilHealth amounting to P4,000 per patient.”</p>
<p>Cruz noted that the World Health Organization has admitted that TB has remained a major public health problem, ranking sixth among the 10 leading causes of mortality in the Philippines.</p>
<p>“The Philippines is ninth among 22 high TB-burdened countries in the world,” she said.</p>
<p>Cruz said the “DOH seeks the support of both local government units and the private sector in the vision of a TB-free nation.” </p>
<p>She cited government initiatives are in line with the eight National TB Program (NTP) strategies including localizing implementation of TB control; monitoring health system performance; engaging all health care providers; promoting positive behaviors of communities; addressing the needs of vulnerable population; regulating and making quality TB diagnostic tests and drugs; certifying and accrediting TB care providers; and securing adequate funding and improving allocation and efficiency of fund utilization.</p>

			<content:encoded><![CDATA[<p>MANILA, Philippines—How better to cement Jesse Robredo’s legacy in Philippine history and society than to teach to the next generation his humility as a government official and his passion in serving the public.<br />
Around 80 elementary students in grades one to three from Pasig City learned about the former secretary of the interior and local government when he was mayor of Naga City during a Philippine Daily Inquirer Read Along with Khalil Kaimo and Paolo Valenciano.<br />
They read the children’s book “The Public’s Servant” by Didith Tan Rodrigo, which tells about Robredo’s simple and down-to-earth acts as mayor of Naga. The book is part of Ramon Magsaysay Award Foundation’s “Great Men and Women of Asia – Children’s Series.” Robredo was an awardee for government service in 2000.<br />
“We need more people like [Robredo] and what better way than to start with the kids when they’re very young,” Valenciano said in an interview with Inquirer after the Read Along.<br />
The book is told in simple “Internet chat” style between two friends, Chris or “XtnXtra” played by Kaimo, who is in New York, and Matt or “MattDude2000,” played by Valenciano, who is on vacation in his parents’ hometown of Naga City.<br />
Matt chats with Chris about his personal encounters with “Mayor Jesse.” The first time when Mayor Jesse was playing basketball on the streets with locals and wearing regular T-shirt and shorts.<br />
The second time, Matt goes, was when he saw Mayor Jesse go out to the ricefields in a bicycle to bring back a girl who ran away from her parents. And the third time was when a typhoon hit the city and Mayor Jesse led the rescue team in saving people from the devastation.<br />
Throughout the chat sessions between them Chris and Matt express awe and surprise at Mayor Jesse’s acts and behavior that were contrary to the common perception of a government official.<br />
The biggest surprise that Matt found out about Mayor Jesse was when he saw the latter sweeping the streets on his own after the mess caused by the storm.<br />
Valenciano said he found that part of the story having the most impact on the children. “I could see some of the kids were also like ‘What? He was sweeping the [streets]?’” he said.<br />
“I think subconsciously we’re teaching them humility, and right now it’s what the country needs,” Valenciano said.<br />
Kaimo expressed his wish that there would be more government officials like Robredo. “They [should] lead by example rather than [boast] ‘I built this [and] I built that.’ How many of them do you actually see sweeping streets and cleaning up their city?” Kaimo said.<br />
When asked what significance Mayor Jesse could have on children, Valenciano said, “He wasn’t really doing great things, he wasn’t really building bridges. He was just a simple guy doing honest work. That’s what’s good to teach to children.”<br />
“Its good to let the kids know about people that have [made a significant impact] just by doing what’s right,” he added.<br />
Kaimo said that it was because Mayor Jesse led by example that he became significant to the people of Naga. “The people at the top start it, then the people under them will see it and they’ll start doing it. The domino [effect] doesn’t start at the bottom, it should start at the top.”<br />
During the story-telling, the kids were so engrossed that when Kaimo and Valenciano tried to provide explanations, one kid spoke out and requested that they continue with the story already.<br />
Near the end of the book, Chris expressed disbelief in Matt’s stories about the mayor of Naga. “So this mayor plays basketball with anyone, rides a bike to save a child, and sweeps the streets after a storm? Dude, that’s not a mayor!” Chris said in disbelief.<br />
“That’s… I don’t know what that is,” he told Matt.<br />
Matt replied simply: “Well, that’s Naga’s mayor!”<br />
The 80 students who heard and read the story of Mayor Jesse hopefully have found a new hero to look up to and emulate.</p>

<strong>Leading distributor or fine vintage wines in the Philippines Yats Wine Cellars will hold a public wine tasting event this month.  This event shall focus on the art and science of pairing wine with food.</strong><br />

<em>This public wine tasting in Makati, Manila to be held in the Ayala Heritage Library in Makai on Saturday 17th November, 2012 is another rather special event.  </p>
<p>This event is a wine tasting seminar dedicated to the pursuit of knowledge and experience in the art and science of pairing wine with food.   Although the pairing of food and wine is subjective and personal in nature, there are however fundamental principles that can serve as useful guidelines for sommeliers as well as food and wine lovers looking for ideas on how to select the right kind of wines to enjoy with certain a certain dish.<br />

The dynamics of food and wine pairing will be discussed over a 30-minute seminar.  This is not a full-length seminar.  Knowledge of techniques as well as palate dynamics is not required for participants to enjoy this event.  The seminar is intended to go through the fundamental principles of food-wine pairing as well as some useful guidelines to follow when selecting wines to pair up with food.</p>
<p>This is then followed by tasting of various kinds of food-wine pairings.  The tasting is designed to illustrate the principles at work in real-life matchups of wines with different kinds of food.</p>
<p>Five flights of food-wine pairings are served during the course of this event to illustrate the different basic strategies and principles of food-wine pairing.  </p>
<p>For this event, we have selected as venue, the cozy but small Tower Room of Ayala Heritage Library at the Ayala Triangle in Makati, Manila.  It is our intention to keep the participation small – up to 16 persons only – so we can have more interactions and plenty of opportunities to share ideas and ask questions too.</p>
<p>Please note that this is not a wine dinner.  Being a tasting the food portion is purposely kept small.  Pouring size of the wine will be the usual 60ml.  The event will start promptly at 4:30pm and ends also promptly, at 6:30pm.  Participants are asked to be punctual.<br />

<p>Due to limitations in food preparation facilities of this venue, the food will be prepared off-location and slightly re-heated for serving.  Understanding that this tasting is not an exercise of gourmet food tasting, we hope that the participants will forgive the crudeness and perhaps focus on the pairings instead.</em></p>

<p><em>Caesar Salad</em><br />
1999 Chablis 1er Cru Vaillons, Lamblin et Fils</p>
<p>It is a shame that wines are often missing on the table when a good salad is served.  Admittedly vegetables are not a wine’s strongest ally but it also doesn’t mean the two should go their separate ways either.  For more intense salads such as the ever-popular Caesar, the wine is not matched up against the green (Romaine lettuce in this case) but the rich and savory dressing.  This medium-age Chablis is chosen for only for its vigor and lemony nose but also for its fresh acidity to ignite a synergy when it meets the Anchovy at the base.   What one must avoid in the wine for this pairing is oak flavors.  That would ignite something rather unpleasant on both sides.</p>
<p><em>Mixed Liver Pate served on Toast</em><br />
1977 Eiswein, Niederthaler Germany</p>
<p>Three aspects are being introduced to each other with this pairing.  First we start with the texture.  A slightly coarse mixed-liver patè is chosen.  The grainy texture of the food makes the wine feel a little bit more velvety on the palate.  The high percentage of fat in the food makes the palate feel awfully tired and sleepy.  Sweet wines are among the most acidic of all forms of wines.  The acidity of this Ice Wine is called upon to cut through the fat in the liver making it feel a bit lighter.  Lastly this old vintage Eiswein last shed some of its youthful unctuous sweetness.  Its medium-intensity sweetness prevents the wine from cloying our appetite.</p>
<p><em>California Maki</em><br />
2011 Traminer, Durnbert Altes Kreuz, Austria </p>
<p>Sake and Sapporo draught are probably the classic choice for just about all kinds of Japanese cuisine but just in case we really want only wine on the table or in the picnic basket, the safe play is a fruity white wine.   Not just any white wine because flavor matching isn’t the only challenge in this game.  Weight is something that is far too often overlooked in a match-up.   This Traminer from Austria is no featherweight.  Once the flavors agree, this pairing is really about matching up pound for pound.  Other good wine options include Cote-du-Rhone Blanc and maybe a good Rias-Baixas.  </p>
<p><em>Grilled Salmon</em><br />
1990 Corton Marechaudes, Grand Cru, Prince Florent de Merode</p>
<p>The doctrine “Red wine with meat and White wine with fish” is about to be thrown out the window.  Be that as it may, pairing red wine with seafood is still tricky business.  The culprit here is iodine and some fish are just oozing with it.  Those fish would reap havoc in the presence of red wine.  Luckily Salmon isn’t one of those.  Salmon is rich and savory but it is still a fish so a heavy red wine will overpower the food.  Too much presence of tannin in the wine will ruin everything with any fish but acidity is welcome as it is required to “cut” the richness of the Salmon otherwise the combination will feel flat and flabby.  This Grand Cru red wine from Burgundy’s famed Corton commune has reached an age where the astringency of youth has mostly been shed, leaving with us a smooth elegant and complex Pinot Noir that not only matches the flavors but more importantly the weight of the Salmon.<br />

<p>If it is just one single cheese on the platter, a Cropwell English Blue Stilton for example, then one can be rather bold and reckless with the choice of Port.  But when there are several kinds of blue cheese on the board, I would be more conservative and go with a port that is less tannic, not so cloying and with not so much chocolate flavors.   This Imperial Rouge from Daniel Sanders provides the right combination of sweetness, structure and acidity.  It may not be the perfect match for any particular cheese in front of us but it brings more out of all the cheese when enjoyed together.  This is another good example of how contrasting the wine and the food could somehow result in perfect harmony.</p>

<p>Fans of lamb are probably quite familiar with the fact that lamb being a staple food in Northern China is particular good in Mongolia.  The characteristics of Mongolian lamb is it is leaner but still with more than ample fat to make it easy to eat.  Flavor intensity is higher than the counterparts from New Zealand and Australia.  This is a lamb-connoisseur&#8217;s choice for lamb racks.</p>
<p>What wine to pair with Mongolian Lamb Rack when you dine at Yats Restaurant in Clark Pampanga?</p>
<p>This one is easy.  The classic pairing with lamb rack is Claret &#8211; red wine from Bordeaux.  If you want to be super specific, zero in on the commune of Pauillac which by the way is also renowned for its lamb aside from the 3 first growths namely Lafite-Rothschild, Latour and Mouton-Rothschild.   In truth, any good vintage wines from Bordeaux would work wonderfully well with this intensely flavored lamb rack, although connoisseurs tend to favor the left bank probably because of the Cabernet Sauvignon content in the blend.<br />

<p>There is no crime in opening a Pomerol or St. Emilion with this dish either.  What is important is to open a wine that is sufficiently matured.  One doesn’t want the astringency from unresolved tannins in young red wine from Bordeaux to make a mess of everything inside the mouth.  If you like you lamb slightly pink then an older wine works better; something in the 80s would do nicely.</p>

This is the result of the pairing.</p>
<p>The jury is out and here is the verdict of the tasting of the 1982 Chateau Saint-Andre Corbin St. Georges St Emilion from Yats Wine Cellars against these eight cheese:</p>
<p>Asiago (Young): not bad but no major positive effects on cheese or on the wine; both retain its own personality and individuality, so no blood, match all even<br />
Edam: Works well, weight match which is first condition of a good pairing, flavor and richness match also, finish balanced and harmonious. This is a successful pairing.<br />
Saint Paulin: Works quite well, some synergy but probably better with a younger vintage with more body and fruit.<br />
Gouda: Not too bad but cheese is heavier than wine, flavors balance each other though.<br />
Gruyere: Weight matched nicely but cheese flavor overpowers wine, all cheese in the finish. As a pairing, there is no synergy.<br />
Raclette: Works well but cheese heavier than the wine, finishes well and balanced<br />
Provolone Canale Tonnalhe: quite good but the flaky texture of cheese came across too much<br />
Fontina: Not bad, weight matches well but cheese made wine finish tart.</p>

It is located inside the Mimosa Leisure Estate which also houses a 36-hole championship golf club called Mimosa Golf, as well as a casino. Clark is packed with action, so wine shopping aside, there are other meaningful things to spend your time. Yats Restaurant can cook up all sorts of gourmet meals. The chef is from London and the maitre &#8216;d is from Holland. This is certainly an international outfit.</p>

The trip from Shanghai is not exactly short but with hundreds of tourists heading down there with plans to purchase vintage wines to bring home, there&#8217;s got to be some magic in that 2-storey wine shop.</p>
<p>Public wine tastings are held from time to time in Clark and sometimes in Manila. Tickets range from p500 to p1500 for these themed events that are professionally run -no wine merchants sponsorship, pushy salesmen or tacky banners to ruin the evening. Each ticket contains a certain number of stubs that you can redeem for a tasting pour of a wine of your choice among those on a line-up. Very often, the lineup contains wines that are quite old and expensive. This makes YATS Wine Tasting events the most cost-effective venue to explore new options and expand our knowledge of wine through first-hand encounters.</p>
<p><img class="alignleft size-full wp-image-30762" title="Cheese Bordeaux St Emilion 3" src="http://www.yatsrestaurant.com/wp-content/uploads/2012/02/Cheese-Bordeaux-St-Emilion-3.jpg" alt="" width="112" height="150" />Wine Seminars have been conducted in the past and may be offered from time to time. These seminars deal with intermediate to advanced subject matters that are aimed at providing useful and practical knowledge for the wine enthusiasts. Topics are focused and treatment, in depth. Most seminars include a guided tasting session after the lecture. This adds &#8220;lab&#8221; experience to knowledge acquired.</p>
<p>Wine-paired dinners are organized either at Y A T S Restaurant in Clark or in collaboration with other restaurants and organizers. Unlike wine dinners organized by a wine merchant, the wines in Yats wine dinners are not confined to a narrow range of selections. Yats Wine Shops do not need to &#8220;push&#8221; a narrow range of products like Chilean or Australian wines for example.</p>
<p>Sister company Y A T S Restaurant and Wine Lounge is one of most wine-sensitive fine-dining establishments in Asia. B Y O (Bring Your Own) Wine evenings occur regularly for wine enthusiasts to enjoy their recent finds over a gourmet meal specially crafted to be wine friendly. The wine list of YATS Restaurant is equally impressive and satisfying to the hard-to-please. Mark-up is small and that makes it the friendliest wine restaurant in Asia.<br />
