Gov lauds PNoy for P750-M health facilities

CLARK FREEPORT – Governor Lilia G. Pineda has expressed her gratitude to the administration of President Benigno Aquino III and the Department of Health (DOH) for the provision of P750-million fund under the “Health Facility Enhancement Program.”
The governor said the national government support in her administration, particularly on her health program, has brought significant changes in the delivery of comprehensive medical services in the province.
“Thank you very much to the Aquino administration, malaki po ang itinutulong ninyo sa mga Kapampangan at sa Pampanga. Hindi po natin ito makakalimutan,” the governor said.
In a Health Summit held yesterday with a theme, “Kapit-Bisig Kapampangan Tungo sa Kalusugang Pangkalahatan,” Dr. Leonita Gorgolon, director of Center for Health Developmen in Region III, said the national government is currently investing on the improvement of facilities to provide the best health services to the people in line with the millennium development agenda of President Benigno Aquino III.
The director disclosed that in 2009 alone, DOH has funded the construction of various hospital facilities and amenities amounting to least P156 million.
“In 2010, the funds given to Pampanga has reached to P146 million, in 2011, we have P65 million. Twenty six health facilities were constructed and 14 were given medical equipment,” Gorgolon said.She said that the department is currently prioritizing the establishment of birthing stations in different localities in order to reduce maternal death incidents in the province.
The director reiterated that “no mother should die by giving birth.”
Gorgolon also bared that in 2012, the DOH has spent at least P33 million for the construction of hospital facilities in Porac and Macabebe towns.
“Some P250 million was given by the national government for the proposed improvement of Jose B. Lingad Memorial Hospital,” Gorgolon revealed.
She added that the DOH is planning to upgrade JBL from 250-bed to 500-bed capacity including the construction of additional structures to accommodate more patients.
Gorgolon said the total number of facilities given by DOH under the Universal Health Program has reached to 56 health facilities while 59 facilities received medical equipment since 2009. ●Angelique Tuazon

SUBIC FREEPORT–Dignitaries from India and Myanmar who recently visited this Freeport on separate occasions left visibly impressed with the transformation of Subic from a military base into a bustling economic haven.
Indian Ambassador Amit Dasgupta, who met with Subic Bay Metropolitan Authority (SBMA) Chairman Roberto Garcia, said they are giving Subic high importance in terms of business potentials.
“It is a great place and I think it contributes much to our economic relations with the Philippines,” Dasgupta remarked during a courtesy call with Garcia on February 15, noting that several ships of the Indian Navy have already docked in Subic.
Dasgupta also suggested that the SBMA makes a presentation for potential locators in business process outsourcing, adding that companies in Manila are now looking to expand their non-voice operations.
Garcia also welcomed last week visitors from Myanmar who sought to learn about how Subic was transformed from a U.S. military base into a premier business and logistics hub.
These included Khine Khine New of the Union of Myanmar Federation of Chambers of Commerce and Industry; Zam Cin Pao of Chin National Party; Thein Tun Aye of Paunku; Kyaw Win Khaing of Rakhine Thahaya Association; and, Channisitha Mark of International Aler.
Garcia also briefed them on the programs and projects of the SBMA, the existing policies and facilities in the Subic Bay Freeport, and shared with them some the elements of a successful base conversion.
“Good leadership, an enabling law, a vision… these are some of the things you would need if you want a complete transformation,” Garcia told the delegates. •Butch Gunio

MEXICO, Pampanga–The Pampanga I Electric Cooperative (PELCO I) is conducting a two-day training seminar for its electric meter readers that started yesterday at the PELCO I compound in this town.
The activity, focused on the accuracy of meter readings on the electric consumption of households, commercial and industrial establishments, was aimed at ensuring the cooperative’s member-consumers accurate readings on their use of electricity.
PELCO I General Manager Loliano Allas meanwhile stressed the importance of accuracy on meter reading as most electric cooperatives note that the bulk of consumer complaints is attributed to inaccurate electric consumption readings. He furthered that accurate meter readings significantly abate system loss in electric power utilities that redounds to the satisfaction of electric consumers.

Man dies in motorcycle mishap

ABUCAY, Bataan–A 31-year old man died when the motorcycle he was driving collided with a truck here on Thursday.
Police identified the victim as Relix Bueno, a resident of Taglesville Subdivision, Barangay Ala-uli, Pilar, Bataan.
Police report said that Bueno was on his way home to Ala-uli when he collided with an elf Isuzu truck being driven by a certain Emeritu Leonardo along Roman Highway this town.
Leonardo was travelling from opposite direction going home to Floridablanca, Pampanga.
Due to the strong impact of the head-on collision, the victim was almost unrecognizable with his helmet and clothes shattered.
Victim died on the spot.
Police held Leonardo for questioning and filing of appropriate charges. ● Butch Gunio

DOLE 3 issues 2013 holiday list, salary computations

CITY OF SAN FERNANDO–The Department of Labor and Employment has issued implementing guidelines for Proclamation No. 459 which lists regular holidays including special holidays this 2013 and their corresponding salary computations.
Labor Secretary Rosalinda Dimapilis-Baldoz promulgated the implementing guidelines on Wednesday.
On August 2012, President Benigno Aquino III issued Proclamation No. 459 consistent with the laws of the Philippines governing the observance of holidays, to wit: Republic Act (RA) No. 9492, dated 24 July 2007, which amended Section 26, Chapter 7, Book I of Executive Order (EO) No. 292, also known as the Administrative Code of 1987, by declaring certain days, specific or movable, as special or regular holidays.
By virtue of Proclamation No. 459, there are 10 regular holidays, seven special non-working days, and one special holiday for all schools for the year 2013, as follows: regular holidays–New Year’s Day, January 1 (Tuesday); Maundy Thursday, March 28; Good Friday, March 29; Araw ng Kagitingan, April 9 (Tuesday); Labor Day, May 1 (Wednesday); Independence Day, June 12 (Wednesday); National Heroes Day, August 26 (Last Monday of August); Bonifacio Day, November 30 (Saturday); Christmas Day, December 25 (Wednesday); and Rizal Day, December 30 (Monday).
Meanwhile, special (non-working days) include Black Saturday, March 30; Ninoy Aquino Day, August 21 (Wednesday); All Saints Day, November 1 (Friday). Additional special (non-working) days include November 2 (Saturday); December 24 (Tuesday); and Last Day of the Year, December 31 (Tuesday).
Special holiday (for all schools) include EDSA Revolution Anniversary, February 25 (Monday).
Secretary Baldoz said President Aquino III affirmed Black Saturday, together with November 2, and December 24, 2013, as additional special non-working days nationwide, citing the need to enable the Filipino people to observe their most cherished traditions, Holy Week, All Saints Day, and Christmas, “without prejudice to the public interest.”
In addition, Section 2 of Proclamation No. 459 provides that “the proclamations declaring national holidays for the observance of Eid’l Fitr and Eidul Adha shall hereafter be issued after the approximate dates of the Islamic Holidays have been determined in accordance with the Islamic calendar (Hijra) or the lunar calendar, or upon Islamic astronomical calculations, whichever is possible or convenient.”
“To this end, the National Commission on Muslim Filipinos (NCMF) shall inform the Office of the President on which day the holiday shall fall,” the proclamation further provides.
The proclamation also mandates the DOLE to promulgate the implementing guidelines prompting Baldoz to issue Labor Advisory No. 06, Series of 2012, on the Payment of Wages for the regular holidays, special (non-working) days, and special holiday (for all schools) for the year 2013, specifically promulgating the rules.
For regular holidays, payment rules are: if the employee did not work, he/she shall be paid 100 percent of his/her salary for that day. The computation to the salary should be daily rate + Cost of Living Allowance x 100 percent. The COLA is included in the computation of holiday pay.
Payment rules also says that if the employee worked, he/she shall be paid 200 percent of his/her regular salary for that day for the first eight hours. Computation: (Daily rate + COLA) x 200%. The COLA is also included in computation of holiday pay.
Meanwhile, if the employee worked in excess of eight hours (overtime work), he/she shall be paid an additional 30 percent of his/her hourly rate on said day. Computation: Hourly rate of the basic daily wage x 200% x 130% x number of hours worked.
If the employee worked during a regular holiday that also falls on his/her rest day, he/she shall be paid an additional 30 percent of his/her daily rate of 200 percent. Computation: (Daily rate + COLA) x 200%] + (30% [Daily rate x 200%)].
If the employee worked in excess of eight hours (overtime work) during a regular holiday that also falls on his/her rest day, he/she shall be paid an additional 30 percent of his/her hourly rate on said day. Computation: (Hourly rate of the basic daily wage x 200% x 130% x 130% x number of hours worked); Special (Non-working) Days.
If the employee did not work, the “no work, no pay” principle shall apply, unless there is a favorable company policy, practice, or collective bargaining agreement (CBA) granting payment on a special day.
If the employee worked, he/she shall be paid an additional 30 percent of his/her daily rate on the first eight hours of work. Computation: [(Daily rate x 130%) + COLA).
If the employee worked in excess of eight hours (overtime work), he/she shall be paid an additional 30 percent of his/her hourly rate on said day. Computation: (Hourly rate of the basic daily wage x 130% x 130% x number of hours worked).
If the employee worked during a special day that also falls on his/her rest day, he/she shall be paid an additional fifty percent of his/her daily rate on the first eight hours of work. Computation: [(Daily rate x 150%) + COLA].
If the employee worked in excess of eight hours (overtime work) during a special day that also falls on his/her rest day, he/she shall be paid an additional 30 percent of his/her hourly rate on said day. Computation: (Hourly rate of the basic daily wage x 150% x 130% x number of hours worked).
For private establishments, February 25, 2013 is an ordinary workday and no premium is required to be paid for work on said day.
On the other hand, employees in private schools, whether academic or administrative personnel, shall be paid in accordance with the rules for pay on special (non-working) days as stated in Labor Advisory No. 06, Series of 2012. ●Charlene A. Cayabyab

Guagua folk ask SC to halt Arroyo trial

GUAGUA, Pampanga–Mayor Ric Rivera of this town has filed a petition for intervention before the Supreme Court last Wednesday to stop the Sandiganbayan trial of former President and now Second District Rep. Gloria Macapagal-Arroyo.
Rivera, along with 39 others, filed a five-page supplemental petition which asks the high court to “immediately issue a temporary restraining order and/or a writ of preliminary injunction enjoining the respondent Ombudsman from prosecuting the case, and the respondent Sandiganbayan from proceeding with the case and from continuing with the arrest and detention of Macapagal-Arroyo.”
Rivera, with 39 residents from the Second District, made the petition to complement an earlier petition for intervention filed by fellow residents Rico Ocampo, Eugene Paul Ponio, Marcelo Valencia and Joaquin Mañalac.
In the petition, they said they have been “deprived of representation” with Arroyo’s incarceration for a non-bailable charge.

Arroyo is facing a plunder case in connection with the alleged misuse of P366 million funds of the Philippine Charity Sweepstakes Office during her term as President.
Earlier this week, the office of the former president said the PCSO funds were duly approved and audited by the Commission on Audit (COA).
Arroyo’s co-accused in the plunder case are PCSO General Manager for Finance Rosario Uriarte, PSCO Assistant Manager for Finance Benigno Aguas, former PCSO Chairman Sergio Valencia, former PCSO Board Members Manuel Morato, Ray Roquero, Jose Taruc V and Ma. Mayor mum on P7.1-M town hall power bill

STO. TOMAS — The mayor here has refused to comment on the reported unpaid electrical bills of the municipal hall amounting to more than P7.1 million.
Documents obtained from the Pampanga III Electric Cooperative Inc. (Pelco III), signed by its billing officer Corazon Mamangun printed on November 14 this year, state that the Municipal Government has an outstanding obligation of P5,359,165.38.
On the same date, Mamangun also issued and printed another billing statement amounting to P1,182,288.90, with an accumulated interest of P341,590.63.
Sun.Star learned that the Sto. Tomas municipal building annex also has unpaid electrical bills amounting to P255,663.91 with an interest of at least P25,331.78.
A Pelco III insider who requested not to be named disclosed that the municipality of Sto. Tomas has not been paying electrical bills for the past five years.
Based on the LBP Form No. 3 titled as “Program Appropriation and Obligation by Object and Expenditure,” the municipality of Sto. Tomas has been allocating annually the sum of P1.200,000 for the installation and maintenance of a lighting system for the town’s streets.
The same document also revealed that the municipality has set aside another P800,000 for the electricity expenses every year chargeable to the general fund.
Unconfirmed reports have it that the electrical expenses of the mayor’s residential house are also being charged to the account of the Municipal Government.
Sun.Star Pampanga tried to get the side of Mayor Joselito Naguit, who attended the flag raising ceremony at the provincial capitol grounds on Monday, but to no avail.
Also as early as 7:38 a.m. Monday, Sun.Star texted the mayor and subsequently his administrator for a possible interview schedule but they failed to reply.

Yokohama to plant 2,896 trees

CLARK FREEPORT – A leading Japanese tire exporter based inside the Clark Freeport is set to plant at least 2,896 tree seedlings as part of the company’s fifth annual installment of the Forever Forest tree planting activity.

Yokohama Tire Philippines, Inc. (YTPI) and Yokohama Tire Sales Philippines, Inc. (YTSP) will be holding the “Forever Forest 5” on Dec. 8, 7:30 a.m. at the company’s tire manufacturing site here.

Forever Forest is a tree planting project that uses the concept of natural vegetation and aims to develop forests around the perimeter of YTPI’s manufacturing site.

This year, more than 300 participants, which include YTPI employees and executives, officers from the Department of Environment and Natural Resources and Clark Development Corporation, Local Government Unit officials, and members of the academe, will be joining the Forever Forest 5 project.

Since its inception in 2008, Yokohama has been able to plant 20,855 trees from more than 40 native tree varieties like, Molave, Kalumpit, Kupang, Kamantog, and Alibangbang, among others.
