Foreigners impressed with Subic transformation

SUBIC FREEPORT–Dignitaries from India and Myanmar who recently visited this Freeport on separate occasions left visibly impressed with the transformation of Subic from a military base into a bustling economic haven.
Indian Ambassador Amit Dasgupta, who met with Subic Bay Metropolitan Authority (SBMA) Chairman Roberto Garcia, said they are giving Subic high importance in terms of business potentials.
“It is a great place and I think it contributes much to our economic relations with the Philippines,” Dasgupta remarked during a courtesy call with Garcia on February 15, noting that several ships of the Indian Navy have already docked in Subic.
Dasgupta also suggested that the SBMA makes a presentation for potential locators in business process outsourcing, adding that companies in Manila are now looking to expand their non-voice operations.
Garcia also welcomed last week visitors from Myanmar who sought to learn about how Subic was transformed from a U.S. military base into a premier business and logistics hub.
These included Khine Khine New of the Union of Myanmar Federation of Chambers of Commerce and Industry; Zam Cin Pao of Chin National Party; Thein Tun Aye of Paunku; Kyaw Win Khaing of Rakhine Thahaya Association; and, Channisitha Mark of International Aler.
Garcia also briefed them on the programs and projects of the SBMA, the existing policies and facilities in the Subic Bay Freeport, and shared with them some the elements of a successful base conversion.
“Good leadership, an enabling law, a vision… these are some of the things you would need if you want a complete transformation,” Garcia told the delegates. •Butch Gunio

CA junks Kalikasan plea vs. RP Energy

OLONGAPO CITY–The Court of Appeals (CA) dismissed Wednesday the Writ of Kalikasan petition filed by environmentalists last year against the proponent of the 600-MW coal-fired power plant in Redondo Peninsula, Subic Bay.
The court, however, said that the Environmental Compliance Certificate (ECC) in 2008, 2010, and 2011 that was issued by the Department of Environment and Natural Resources (DENR) were invalid.
The ruling also invalidated the lease and development agreement signed in 2010 by the coal plant proponent, Redondo Peninsula Energy (RP Energy), with the Subic Bay Metropolitan Authority (SBMA).
In the decision, the Court denied the petition on the grounds that the petitioners failed to prove that their right to a balanced and healthful ecology was violated or threatened with violation and that any damage would affect the lives of locals in two or more cities or provinces.
The court said that “petitioners failed to prove their allegations that the construction and operation of RP Energy’s power plant using the CFB [circulating fluidized bed] technology will cause environmental damage of such magnitude as will adversely affect the residents of the provinces of Bataan and Zambales.”
The dismissal of the environment case removes one of the two remaining humps for Meralco-led company to construct the US1.28-billion, 600-MW power plant project.
RP Energy and the SBMA are still negotiating the new lease and development agreement that would give the cash-strapped Freeport authority some P200 million in rental fees.
SBMA chairman earlier told that both parties are still negotiating, adding that they “will have it finalized soon.”
In its Facebook page, the anti-coal plant group rejoiced at the decision, claiming that the CA granted the much sought after Temporary Environmental Protection Order (TEPO) against RP Energy.
Jen Velarmino, a member of the coalition against the coal-fired plant, said that RP Energy is “back to square one.”
“The Court of Appeals released its decision yesterday favoring our petition of Writ of Kalikasan with Temporary Environmental Protection Order (TEPO) against the proposed RP Energy,” Velarmino posted.
She also reminded the local officials to respect the decision.
“The courts have spoken. We expect you to respect and support the stand of the communities and the stakeholders,” Velarmino said.
The dispositive portion of the ruling, however, stated that the court denied the plaintiff’s request for “the privilege of the Writ of Kalikasan and the application for an environmental protection order.”
In a statement, RP Energy counsel George Aquino said they “presented overwhelming evidence that the power plant project will not cause any adverse environmental impact. It will utilize state-of the-art technology and RP Energy took great care in complying with all the requirements for the issuance and amendments of the ECC as required by the DENR.”
The case, filed before the Supreme Court on July 20, 2012 by party-list representatives led by Kabataan party-list Rep. Raymond Palatino and Olongapo City-based environmental group No-To-Coal, was remanded to the Court of Appeals for hearing and decision.

Man dies in motorcycle mishap

ABUCAY, Bataan–A 31-year old man died when the motorcycle he was driving collided with a truck here on Thursday.
Police identified the victim as Relix Bueno, a resident of Taglesville Subdivision, Barangay Ala-uli, Pilar, Bataan.
Police report said that Bueno was on his way home to Ala-uli when he collided with an elf Isuzu truck being driven by a certain Emeritu Leonardo along Roman Highway this town.
Leonardo was travelling from opposite direction going home to Floridablanca, Pampanga.
Due to the strong impact of the head-on collision, the victim was almost unrecognizable with his helmet and clothes shattered.
Victim died on the spot.
Police held Leonardo for questioning and filing of appropriate charges. ● Butch Gunio

Tarzan supporters file case vs. EdPam ally

ANGELES CITY–The 10 individuals who were arrested and allegedly harassed and threatened by personnel of Mayor Edgardo Pamintuan filed illegal arrest and physical injury charges against one of the mayor’s allies.
The beleaguered individuals filed the case against Angeles City Entertainment Promotion Office (ACEPO) Director Jessie Eres, other officers from the ACEPO, and officials from Angeles City Police Station 4 located in Barangay Balibago before the Regional Office of the Commission on Human Rights.
The 10 individuals were arrested by City Traffic Aides on Sunday (February 3) in Barangay Balibago here while distributing leaflets.
Afterwards, they were brought to ACEPO where they were reportedly physically harassed by ACEPO personnel and even threatened by Eres.
According to reports, at least two of the apprehended individuals were strangled by ACEPO personnel.
Eres reportedly told the apprehended individuals, “Papate da ka, ugse da ka Abacan, bayaran dakang P200,000. (I will have you killed, I’ll throw you off Abacan (bridge), I’ll pay P200,000 for you.)”
The apprehended individuals were then transferred to Station 4 where all 10 of them, two of whom are minors, were detained for almost seven hours.
The 10 individuals were identified as Roger Sumala, Jeffrey Sumala, Kimberly De Jesus, Kenneth Pineda, Yoshiko Canque, Princess Gopez, Kristina Arceo, John Michael Delusa, Nicole Ramos, and Paolo Sumala.
The leaflets being distributed by the apprehended individuals contain the joint statement of some village councilmen in the city hitting the Pamintuan administration for the alleged inclusion of the names of the village officials’ relatives in the list of the job order employees without their knowledge.

Politicians surrender firearms, too–PPO

CITY OF SAN FERNANDO – A top police official in the province yesterday revealed that 19 politicians surrendered their firearms with expired licenses for safekeeping.
Pampanga police director Sr. Supt. R’win Pagkalinawan declined to divulge the names of the politicians involved, but said they are barangay level officials. He said that police officers are prohibited from naming government officials who surrendered their firearms.
During a press conference held here Monday, Pagkalinawan said aside from the 19 barangay officials who surrendered their guns, 70 more gun holders in the entire province have voluntarily turned-over their guns.
Pagkalinawan, along with newly designated Central Luzon Deputy Regional Director for Operations (DRDO) Senior Supt. Moro Virgilio M. Lazo, presented to reporters assorted high-powered firearms and handguns which were taken from holders as part of the intensified campaign against u-nrenewed firearms license.
Pagkalinawan said the firearms will be turned-over to Firearms and Explosives Division (FED) for custody and it will be subjected to technical tests at the PNP –Crime Laboratory in the region. ●Marna Dagumboy-del Rosario

Payumos donate land to 27 tenant-farmers in Bataan

HERMOSA, Bataan – Some 27 families received certificates of land ownership award (CLOA) on a 10.2-hectare of land in barangay Bacong here over the weekend.
“I am so happy that the lands were awarded to them while their ancestors are still alive,” former Bases Conversion Development Authority (BCDA) chairman Felicito Payumo, said.
Payumo represented heirs of his father, the late Dinalupihan Mayor Jose Payumo Sr., who executed the voluntary transfer of the land planted to rice and fruit trees.
With him in the visit to the village were his son Tonito and nephews Dinalupihan Mayor Joel Payumo and provincial Board Member Jojo Payumo.
They did not pay even a single centavo and now they already owned the lands, the newly-resigned BCDA chair said.
Sevilla Gigante, 80, profusely thanked the Payumo family for giving them the land.
“Thank you very much because the owner of the land is not only ours but also our granchildren,” she said.
The old woman is the only living patriarch of the Gigante family to whom the landownership was promised.
“We wholeheartedly thanked them,” said 77-year old Orlando Icban, who got a share of one hectare of land.
Years ago, the Payumo family also donated more than 17 hectares of land, now barangay JC Payumo in Dinalupihan town.

Plastic strictly banned in Bulacan

MALOLOS CITY–The provincial government will strictly implement the ban on use and sale of plastic bags in the entire province.
Governor Wilhelmino M. Sy-Alvarado made the announcement Wednesday at the launching of the implementation of the ordinance at Mc Donald’s-BSU where they posted tarpaulins for public information.
Alvarado signed the Implementing Rules and Regulations of the Provincial Ordinance No. 2012-09 also known as “Panlalawigang Kautusang Nagbabawal sa Paggamit ng Non-Biodegradable Plastic Bags, Styrofoam at mga Kauri Nito Bilang Packaging Material sa Lalawigan ng Bulacan at Nagtatakda ng Kaparusahan sa Paglabag Nito” on Dec. 12, 2012.
This is part of the seven-point agenda to protect the environment, health and welfare of the Bulakenyos. Due to climate change, we need to help in protecting the environment through planting of trees and prohibiting the use of plastic which is the major cause of siltation in our rivers, the governor said.
The ordinance prohibits the sale and use of non-biodegradable plastic bags, styrofor and other kinds as packaging materials in the 21 towns and three cities in the province.
Violators will pay a fine of P1,000 to P5,000 or imprisonment of not less than six months to one year (depending on the number of offenses done).
For those who does not have the capacity to pay the fine, he/she must serve the community through environment-related services for three months or longer upon the discretion of the court.
All commercial establishments, stores and markets, on the other hand, will be given 15 days to comply after the publication of the ordinance to avoid retraction of their business permits.
“We need to cooperate for our Mother Earth because I do believe that it is not yet too late to save it. I am asking for your cooperation to support the implementation of the plastic ban in our province,” he said. ● (PNA)

Capitol constructs P5-M Candaba birthing station

CANDABA, Pampanga –Pampanga Gov. Lilia Pineda led the groundbreaking ceremony of the P5-million worth of birthing station in Barangay Bahay Pare, this town funded by the provincial government.
This is the first birthing clinic constructed by the present administration here as fulfillment of the campaign promise of Pineda for the Candabeños.
Pineda said the structure is an initial phase of the proposed community hospital that will benefit the residents especially in the fifteen villages of the Tagalog region in this town.
“The Candabeños in this part of the town are far from the district hospital making health care services not so accessible that is why we will later on convert the clinic into a community hospital,” Pineda said.
Mayor Jerry Pelayo confirmed that many of his constituents used to take their patients either to San Luis District Hospital or as far as Baliwag Hospitals in Bulacan during emergencies that puts the lives of the patients vulnerable and in danger.
“People of this town are very grateful to Gov. Lilia Pineda for considering their situation. The construction of the birthing station will protect the mothers and their children,” Pelayo stated.
Aside from this, the provincial government, with the help of Department of Health (DOH), has constructed birthing stations in Emigdio District Hospital in Arayat and in Dr. Andres Luciano Memorial Hospital in Magalang town. A proposed birthing clinic will also be built at Sta. Lucia Resettlement, also in Magalang. ●JENNA LUMBANG

ANGELES CITY–Gourmet mushrooms that grow only in cold countries are now cultivated here using local raw materials.
At the Angeles City Livelihood Complex in Barangay Pulung Cacutud, the Healthy Mushrooms, Inc. is engaged in the cultivation, growing, and processing of gourmet mushrooms using state-of-the-art equipment and technology-based production systems under a controlled environment.
Four kinds of mushrooms are propagated – the shiitake, king oyster or the eringli, oohiratake or the giant oyster, and the maitake or hen of the woods.
The shiitake mushroom possesses antibacterial and antiviral properties known as proteinase inhibitors. Modern research show that the shiitake stimulates the immune system, reduces platelet aggregation, aids in blood circulation, and cures upper respiratory diseases.
The king oyster mushroom has an inhibitory effect on cholesterol and a laxative effect that treats constipation. It stimulates the immune system by increasing the production of interferon-gamma and IL-4.
The oyster mushroom contains a statin drug known as lovastatin that is used to lower cholesterol. It contains up to 2.8 percent lovastatin on a dry weight basis. Consumption of the oyster mushroom lowers cholesterol levels.
The maitake has the ability to lower blood sugar levels aside from being also an antioxidant.
For storage, mushrooms are wrapped in paper or paper towels. Do not keep in plastic bags or containers.

Mayor mum on P7.1-M town hall power bill

STO. TOMAS — The mayor here has refused to comment on the reported unpaid electrical bills of the municipal hall amounting to more than P7.1 million.
Documents obtained from the Pampanga III Electric Cooperative Inc. (Pelco III), signed by its billing officer Corazon Mamangun printed on November 14 this year, state that the Municipal Government has an outstanding obligation of P5,359,165.38.
On the same date, Mamangun also issued and printed another billing statement amounting to P1,182,288.90, with an accumulated interest of P341,590.63.
Sun.Star learned that the Sto. Tomas municipal building annex also has unpaid electrical bills amounting to P255,663.91 with an interest of at least P25,331.78.
A Pelco III insider who requested not to be named disclosed that the municipality of Sto. Tomas has not been paying electrical bills for the past five years.
Based on the LBP Form No. 3 titled as “Program Appropriation and Obligation by Object and Expenditure,” the municipality of Sto. Tomas has been allocating annually the sum of P1.200,000 for the installation and maintenance of a lighting system for the town’s streets.
The same document also revealed that the municipality has set aside another P800,000 for the electricity expenses every year chargeable to the general fund.
Unconfirmed reports have it that the electrical expenses of the mayor’s residential house are also being charged to the account of the Municipal Government.
Sun.Star Pampanga tried to get the side of Mayor Joselito Naguit, who attended the flag raising ceremony at the provincial capitol grounds on Monday, but to no avail.
Also as early as 7:38 a.m. Monday, Sun.Star texted the mayor and subsequently his administrator for a possible interview schedule but they failed to reply.
