Teddy C. Tumang on board
One of the five aspirants for a seat in the Sangguniang Panlalawigan in the Third District of Pampanga is incumbent Mexico mayor Teddy Canlas Tumang.
Tumang will be graduating as mayor of my hometown this July, having exhausted the three term limit for an elected mayor. He said he is not through with public service so he opted to seek another position which will expand his constituency from the size of a town to a district that covers four municipalities and one city.
Tumang’s first sojourn in politics was when he ran for chairman of Barangay San Antonio, Mexico sometime in early 2000. As chairman, he was elected as president of the Association of Barangay Captains (ABC). It was here that he gained the experience of becoming a legislator.
As the presiding officer of the Barangay council, he studied parliamentary procedures while also mastering the work of an executive. He was instrumental in developing their barangay which is just a stone-throw away from the Poblacion but had not seen significant improvement in the past.
Being the representative of barangays in the municipal council, Tumang served just like a regular Sangguniang Bayan member, joining in discussions of legislations within and outside the august hall.
Before the 2004 election, Tumang was persecuted by the then incumbent mayor who had an argument with his brother. Though he was not involved in the feud, there were attempts perpetrated by the sitting mayor to unseat him as ABC president and was dared to challenge the mayor in the upcoming 2004 polls.
Since he was pretty sure that genuine service did not really reach the Mexicanos, Tumang decided to run for mayor and give the people of his town a better choice to be their leader.
It was one hard-fought election but Tumang eventually prevailed with a sizeable lead against his opponent. He was crowned mayor of the town in July 2004.
Several months within his first term, Tumang made a bold move to reconstruct the old municipal building by tapping the taxes paid by a giant mall, which was then planning to expand its building towards the Mexico side. Some top government officials, who also have trust in his leadership, donated some amount for the completion of the municipal hall construction.
The step to construct a new municipal hall earned for Tumang several lawsuits which were all junked apparently because he did nothing wrong in the municipal hall project.
Tumang stressed that the location of Mexico, being adjacent to the booming City of San Fernando, is the reason why he dreamt of constructing a modern municipal hall for his town. He said the town should be appealing to investors and one way to do this is by face-lifting the “showroom” of the municipality–its town hall.
Under his first term, the municipality was able to win various awards both in governance and in cultural contests. For the first time, the town sent delegates to the Sinukuan Festival in December 2004 and they were able to take home numerous trophies.
In 2007, Tumang was re-elected even as the mayor he beat in the 2004 polls attempted to reclaim his seat. The winning margin was even wider this time as compared to their last bout. It was an affirmation of the support of the Mexicanos to his leadership.
For his second term, Tumang’s administration embarked in yet another ambitious undertaking–a hospital run by the municipal government–using the same technique that helped build the modern town hall.
Tumang went up against pessimism and did the unthinkable–at least, to those who lacked imagination–the Mexico Community Hospital was born. Today, the hospital provides affordable, oftentimes free, medical services to residents of Mexico and nearby towns.
During the same term, Tumang caused the construction of the town’s central material recovery facility where they installed equipment that pulverizes degradable materials to be made organic fertilizer.
The two huge projects that Tumang dared to initiate to provide the best service to the Mexicano even amid the threat of lawsuits gave the mayor a free ticket for a ride to his third and final term. The people reciprocated his services with an overwhelming fresh mandate. He was left unchallenged in the 2010 election. It was here where he made another history as the first-ever mayor of Mexico to complete three straight terms.
Even in his final walk down the aisle of public service in his hometown, Tumang did not cease from working. The huge projects he led in his past two terms were not because he was thinking of re-election. In fact, even in his final term, development in his hometown are pursued: Classroom buildings are being built as well as roads, and, the extension of the hospital.
Philhealth cards were also distributed by the thousands each year to help the Mexicanos defray the high cost of medical services in private hospitals and helped get almost free health services in government-run institutions.
In the coming May polls, Tumang hopes the people of the district will give him the chance to serve them the way he had served his people in Mexico.
Though he is an official Nacionalista Party candidate, Tumang is also a close ally of Governor Lilia Pineda, who founded Kambilan party. In all the elections that Pineda ran as governor, Tumang always supported Nanay.
This bind with the governor, he hopes, could be instrumental in his mission to serve the province and the Third District. ●
