Macabebe councilor vows transparency, equal sharing

CITY OF SAN FERNANDO–Macabebe Councilor Bembong Balgan is at the prime of her life, doing well as an official of a family-owned school and her recent venture in politics ended on a high note.
Balgan overwhelmingly topped the 2013 councilors’ race, setting a record of sorts on the number of votes she got and lead over the other winners. She led by at least 4,200 votes against the second placer considering the number of votes cast was some 24,000.
Balgan, 37 years old, President of the Colegio De San Lorenzo in Quezon City, could have chosen to bask in glory and comfort being an elected official in the town ruled by members of their family since 1951. Her mother, Mayor Annette Flores-Balgan was recently unopposed for her second term.
“I want stress. I want work because I want to make a difference in public service,” said Balgan in an interview on Sunday at the 409 Resto and Bar at Northwalk 2 here.
Balgan disclosed that she had been a “big fan” of influential people and groups such as Amnesty International Philippines (AIP). She added that she had attended seminars of AIP and other groups but “I noticed something lacking which is crucial in the fulfilment of their respective plans.”
AUTHORITY NEEDED
“They (groups) have no authority. You need power of a local official to make things work as planned,” said Balgan. She added that the implementation of projects is at the grassroots level undermining the importance of mayors, governors, councilors and barangay officials.
Balgan said one of her prime reasons for targeting the PCL presidency is to “make the plans and projects of the national and local governments work efficiently.”
Balgan cited the recent plans of Gov. Lilia Pineda to make a “renewed effort and commitment” in solving the garbage problem in Pampanga.
“If the PCL members will work well and in harmony, the governor can use the group in promoting segregation of garbage at source. Imagine 214 councilors with powers and authority working to help the solid waste management plans of the province,” she added.
“Whatever I get or achieved is not for me but for Pampanga and its hardworking Gov. Pineda. I want the governor to use me because I am smart, dedicated and workaholic like her,” said Balgan.
Balgan vowed “transparency, camaraderie and equal sharing of resources” once elected on July 24. The 214 Pampanga councilors will vote for PML president and other officers.
“If the governor gives us one plastic bag of sand, then we divide it equally, so to speak,” said Balgan. “That’s both sharing the resources and practicing transparency.”
Balgan said she will tap her friends and connections in ensuring the protection of members of the PCL through the availability of all forms of insurances for them.
Balgan stressed that “what’s important is that the councilors will also feel they belong in a group and will foster camaraderie.”
“All my life, I belong to clubs and the main aim is to feel that a member is welcome and is part of the club,” said Balgan.
“I want to make a happy and productive PCL,” she added.
Asked if what will the implications be if she will not win in the PCL election, Balgan said “I think it will be their loss.”
“All I offer is sincere work and I know I will work well and succeed with the cooperation of the members,” she added.
Balgan is a graduate of the University of San Francisco (USF) in California, USA. She earned a degree in Bachelor of Arts (Psychology) at the Ateneo De Manila University. She also got her postgraduate diploma in professional accounting at the Victoria University of Wellington in New Zealand.

Councilors League race for the presidency, Porac dad eyes PCL top post

CITY OF SAN FERNANDO–Two-term Porac councilor Mike Tapang on Sunday expressed his desire to run for the presidency of the Pampanga Councilors’ League (PCL), even as he presented his team which he believes will emerge winners in the upcoming elections slated on July 24 at the Heroes Hall here.
Tapang, hoping to earn a seat in the Provincial Board, declined to reveal his vice president, however. He appointed Lubao top councilor John Susi as secretary general of the group.
“We do not have vice president because the person is out of town. [We] will reveal [his] identity in due time,” Tapang explained.
Team “Tapang” formally presented themselves to members of the media during a press conference held at the Max’s Restaurant in Villa del Sol.
Citing his platform of leadership, Tapang expressed optimism that his team will emerge winner in the upcoming councilors’ league polls. He vowed to step down from his post should he fail to deliver of what is expected from him by his peers.
“Bababa ako sa puwesto kapag hindi ko nagawa ang aking ipinangako sa mga kasama kong konsehal,” Tapang told reporters shortly before signing a “contract” with fellow legislators.
Tapang assured his fellow town and city councilors that he will serve as the voice and conduit of Pampanga legislators in the Provincial Board.
He also said that his salary from the Sangguniang Panlalawigan will be handed to the funds of the PCL.
Also part of Team Tapang’s platform is to construct a website for Pampanga Councilors’ League (PCL) where anybody can access and view the legislators’ activities and legislation and other topics concerning the league.
Other provinces and regions, he said, have their own links where activities are posted.
Tapang also moved for a quarterly meeting of all members of the PCL.
Other officers of “Team Tapang” are: Treasurer, Jeff Luriz (Arayat); Auditor, Cezar Lagman (San Luis); Public Relations Officer (PRO), Eduardo Vitangcul (Mexico); and Business-manager, Dwight Morales (Mabalacat City).
Appointed as Board of Directors are Renato Gopez (Sta. Rita); Roan Reyes (Guagua); Bong Velasco (Sasmuan); Josephine Ong (Floridablanca); Angel David (Sto. Tomas); Boy Tayag (San Simon); and Ronnie Capulong (Floridablanca).

SM Clark joins 1-M trees project in Angeles

ANGELES CITY–Top officials of a shopping mall here recently partnered with the Angeles City government and held a tree planting activity.
SM City Clark (SMCC) administrators led by Assistant Mall Manager Mark Carlo Herrera has partnered with the Task Force One Million Trees, a project spearheaded by Mayor Edgardo Pamintuan to alleviate effects of climate change.
Task Force One Million Trees is headed by Bishop Jesse Briones.
Last week, SMCC officials planted mahogany trees in Barangay Pampang.
As part of their partnership, SMCC will adopt a portion of Gabay Diwa, a former drug rehabilitation center in Pampang.
SMCC aims to help promote the essence of planting trees to children and save the endangered trees of Pampanga like the balacat and balite trees. These will be the trees to be planted by SMCC officials in future planting activities.
“It’s the SM Supermalls’ corporate responsibility to the community to join efforts in saving the environment,” Herrera said.

Hotel donates linen to Magalang hospital

MAGALANG, Pampanga– Hotel Sogo, one of the leading low-cost hotels in the country, has donated 100 sets of surplus beddings to the Andres Luciano District Hospital (ALDH) here.
Hotel Sogo Mexico and Mabalacat City Branch Manager Mar De Jesus turned over the bed sheets and pillow cases to Mayor Romulo “Romy” Pecson recently.
According to De Jesus, the donation of linen is in line with the hotel’s corporate social responsibility of helping the community.
For his part, Pecson thanked Hotel Sogo, led by De Jesus, for its assistance to the local government unit, particularly at the district hospital.
Last year, the provincial government spent some P35 million for the expansion of the ALDH from a 25 to 100-bed capacity.
ALDH is formerly known as Balitucan District Hospital.

DTI-3 launches SMEs roving academy, negosyo seminars

ANGELES CITY–The Department of Trade and Industry in Central Luzon is set to launch today (Tuesday) the Small-Medium Enterprise Roving Academy along with the conduct of business seminars.
DTI-3 will launch the event at the Government Center in Barangay Maimpis in the City of San Fernando. The event is one of the highlights of this year’s celebration of the SMED Week.
DTI-3 Regional Director Judith Angeles and Assistant Director Jerry Clavesillas will open the ceremonies with an overview of the program’s framework and a roadmap.
Assistant Secretary Blesila Lantayona, also former DTI-3 chief, will provide insights of the program and point out what the participants would look forward to in the coming months as the program gets to speed.
The event is a continuous learning program for the development of the micro, small, and medium enterprises (MSMEs). The program aims for developing MSMEs to become competitive in the domestic and international (global) markets.
It re-introduces the participants to the Exports Pathways Program (EPP) of development, a 7-stage of learning that would help enterprises grow from their present stage of development and bring them to more advanced and advantageous stages. These stages include: start up and capability building, market awareness, market readiness, export readiness, export market entry, export sustainability and export expansion.
The EPP is an innovative strategy that intends to assist existing and new exporters by offering client focused interventions to fit their requirements at any stage of their business.
The SME Roving Academy is a nationwide program of DTI which will bring together various services provided by various government agencies and private sector organizations that are oriented at SME development.
The DTI is collaborating with local government units, chambers, academe, finance institutions, trade and industry associations, and other government and non-government organizations to implement the program which will employ the following strategies: integrate the business development services for SMEs at local and national levels; establish the provincial, regional and national entrepreneurship development networks; and manage an inclusive promotion program.
As an important component of the program, the Negosyo Seminars featured experts from the Go Negosyo team led by Executive Director Ramon Lopez. A number of local entrepreneurs will give testimonies about their success as prelude to the discussion of the three topics prepared by the Go Negosyo Experts.
The SME Roving Academy will not only provide basic and advanced knowledge on how to be competitive in both local and international markets but also provide the inspiration for SMEs to achieve more.
