Pampanga joins call to junk ‘pork’

ANGELES CITY–Kapampangans, led by Pampanga Auxiliary Bishop Pablo Virgilio David, joined efforts to completely abolish the “pork barrel” system in the country.
Hundreds of Kapampangans stood up against the pork barrel system–or the Priority Development Assistance Fund (PDAF) of lawmakers–during a mass celebrated by David at the Holy Rosary Parish church here.
During the mass, David called on concerned Kapampangans to “seek for the truth” against widespread corruption in the country.
The mass here coincides with the “One Million March Against Pork Barrel” at the Luneta Park in Manila.
Marchers in Manila, including those who attended the mass in Angeles City, wore white shirts as a symbol of their protest.
David encouraged Kapampangans to demand transparency from public officials.
“’Wag iwanan ang governance sa mga pulitiko lamang. Sana sa pamamagitan ng ating participation, mapalitan natin ang ‘tiwali’ sa ‘tiwala’,” David said.
Groups like the Advocacy for the Development of Central Luzon (ADCL) and the Subli Taya Ing Upaya, Bie at Leguan Ning Indung Kapampangan (Subli) attended the mass.
Sonny Dobles, president of the ADCL, supported not only the abolishment of the pork barrel system but all forms of corruption, as well.
“The pork barrel is just one issue. The root of this issue is corruption. That’s what we need to address,” Dobles said.
Dobles also encouraged Filipinos to demand transparency from all public officials starting from the barangay level up to the president.

Mayor Edgardo Pamintuan also expressed his support to the scrapping of the PDAF system. However, he said the money allotted for discretionary projects should be given to line agencies for continuity.
“Lawmakers would ask what will happen to their scholars? Their budget should be given to line agencies then to continue their programs and projects,” Pamintuan said.

Pineda to DPWH: Hasten Pampanga dikes repair

STO. TOMAS, Pampanga–Gov. Lilia Pineda has urged the Department of Public Works and Highways (DPWH) to fast-track the rehabilitation of slope protections and dikes to ensure the safety of thousands of residents and multi-million properties in Pampanga.
Pineda particularly mentioned the breached 70-meter portion of the tail-dike in Minalin town which endangers at least three towns.
Pineda issued the call after she inspected the damages caused by the recent monsoon rains spawned by typhoon Maring. She went to Sto. Tomas, Minalin, Guagua and the City of San Fernando within three days
since Tuesday.
“The DPWH should take away the long process of bidding for the projects considering the need for these to be undertaken immediately. Lives, properties and businesses are at stake and we are running against time and possible new rounds of monsoon rains,” said Pineda in the dialect.
“We can do the projects by administration or any other means to hasten the rehabilitation of the dikes and protections,” she added.
Pineda, on Tuesday afternoon, declared the province under a state of calamity at the height of monsoon rains. At least 290 barangays and 464,468 individuals were affected by the floods in Pampanga as per latest data.
Provincial Administrator Andres “Jun” Pangilinan, Jr., who is a lawyer, said the approval and the release of funds for the projects could be done faster but it will have to go on with the process of the concerned government agencies, including the Department of Budget and Management (DBM) and the Commission on Audit (COA).
Pineda said badly-hit was Minalin after the tail-dike protecting the area was damaged and caused flooding in the town and nearby Sto. Tomas, Macabebe and Masantol.
Pineda said the DPWH regional and district offices should also coordinate with the provincial government to ensure the “correct and reliable designs of the projects.”
Residents of Minalin, most of whom are from Barangay Sta. Rita, staged a rally on Wednesday to complain the “lack of concern” of the DPWH.

Reward unmasks ‘killer’ of Masantol mayor’s secretary

CITY OF SAN FERNANDO — The P200,000 reward offered by Vice Governor Dennis “Delta” Pineda and a concerned citizen for any information on the death of Loren Viray has given way to the early identification of the suspect.
This, after Pampanga police director Senior Supt. Oscar Albayalde identified the suspect as Andres Melo Jr., alias “Yoyong Melo”, of Barangay Consuelo, Macabebe town.
According to Albayalde, a murder case has been filed against Melo and his unidentified cohort at the Provincial Prosecutors Office administered by prosecutor Arsenio V. Bumacod under information sheet No. III-12-INV-13G-01945.
Melo, according to Albayalde, has a pending warrant of arrest for a murder case issued in November 11, 2003 by Judge Maria Josephine Rosario-Mercado of the Macabebe Regional Trial Court Branch 55, docketed under Criminal Case No. 03-3403.
Albayalde furthered that through a follow up investigation and testimony of witnesses, Melo was identified as the killer of Viray.
“The Pampanga PPO will not rest until justice is served to the family of the victim,” Albayalde stressed.
Last July 29, Viray was shot and killed, allegedly by Melo and his cohort, while on his way home on board a motorcycle along the municipal road of Barangay Bebe Anac in Masantol town.

RDC wants twin airport plan in PNoy 3rd SONA

CITY OF SAN FERNANDO–The Regional Development Council 3 (RDC-3) wants to hear the proposed development of the Clark International Airport (CIA) in President Benigno S. Aquino III’s state of the nation address (SONA) at the opening of Congress in July.
“We shall call for the inclusion of this campaign in the speech of the President in his SONA in July, precisely to declare Clark as the international gateway,” said Mayor Oscar Rodriguez, Pampanga Third District congressman and RDC chairman.
The RDC, in its full council meeting held last week in this city, expressed support to the proposed development of a twin airport system for both CIA and the Ninoy Aquino International Airport in Pasay City.
The President will deliver his third SONA at the opening of the 16th Congress.
SONAs are overviews of the President’s plans to accomplish within the next three years of his administration.
Rodriguez, according to Department of Tourism regional director Ronaldo Tiotuico, is eyeing the more than 23 million population of the North Luzon area as the reason to be optimistic of the “twinning” move.
Rodriguez said the proposed development of NAIA as well as the idea of a new airport in Sangley point in Cavite would not stop the council from pursuing its appeal for the national government’s support to Clark as the key international passenger gateway in this part of the island.
Rodriguez even suggested a “gate-crashing” into the meetings of three other regional development councils in Ilocos, Cagayan Valley and Cordillera regions–all in the north Philippines–to support the proposal for a twin airport system.
Businessman Rene Romero, for his part, said “we should not be bothered by the proposal of some sector rallying for the development of an international airport south of Manila.”
“They can handle the more than 27 million population south of Manila while we have more than 23 million north of Manila. These figures alone indicate the need to pursue a twin-airport system. We have a potentially large market to sustain operation of an international gateway,” he said.
