Pasay court to inspect Arroyo detention cell
THE Pasay City Regional Trial Court (RTC) will inspect the detention facility being prepared for Pampanga Representative Gloria Macapagal-Arroyo by the Southern Police District (SPD).
Lawyer Joel Pelicano, Pasay RTC branch 112 clerk of court, said the inspection may be conducted Monday to check the jailโs condition and the security arrangement set by police authorities.
The court has been asked to transfer Arroyo to the SPD headquarters in Fort Bonifacio while the court is hearing her electoral sabotage case.
The Commission on Elections (Comelec) filed the charge against the former President in connection with alleged irregularities in Mindanao during the 2007 midterm elections. Electoral sabotage is a non-bailable offense, especially if the evidence is strong.
Arroyoโs lawyer withdrew their petition for continued hospital arrest and instead asked the court last Friday for house arrest.
This developed after one of her doctors at St. Luke’s Medical Center (SLMC) in Taguig City testified that her condition is improving and she is fit to leave the hospital anytime.
The 64-year-old Arroyo has been staying at the SLMC since November 15 when she and her husband, former First Gentleman Jose Miguel Arroyo, were prevented by immigration authorities from leaving the country ostensibly to seek medical treatment abroad.
On November 18, Mupas issued a warrant for her arrest based on the information filed by the Comelec.
Judge Jesus Mupas, presiding judge of Pasay City RTC branch 112, has given both parties until Tuesday to file their respective motions on the issue, after which they will be given time to comment on their proposals.
Until the court resolves the motions, Pelicano said Arroyo would have to stay at the SLMC.
The SPD detention room though air-conditioned is a far cry from Malacanang Palace where Arroyo resided during her nine-year presidency or even the family residence at the posh La Vista Subdivision in Quezon City.
Aside from the bed and pillow, the room has no other furniture or amenities except for a kitchen sink with running water from a faucet and comfort room. Authorities have also installed a wooden divider to give any occupant privacy as well as to separate the sleeping and receiving area.
But SPD spokesperson Jenny Tecson said the room is pretty much ready for occupancy.
She said they are prepared to secure their former commander-in-chief if the court orders her detention at their facility.
Tecson added the SPD can also beef up security if needed to ensure Arroyoโs safety.
“As far as we concerned, our camp has guards at its entrances and exits. But if ordered and needed, we can beef up the security arrangement for the former president,โ the official added.
If the court orders Arroyoโs detention there, the official said she has to abide by rules governing visitation rights adding that priority will be given to her family and legal counsels. (AH/Sunnex)
