Justice chief wants Arroyo lawyers investigated
MANILA — Justice Secretary Leila de Lima wanted the three lawyers of Gloria Macapagal-Arroyo investigated for allegedly harassing her doctors into lying about the former President’s true medical condition.
De Lima echoed the call of certain militant lawmakers for the Supreme Court (SC) and the Integrated Bar of the Philippines (IBP) to investigate veteran lawyer Jose Flaminiano and co-counsels Raul Lambino and Ferdinand Topacio for undertaking what she called a “grand deception” to hide the real score on Arroyo’s health.
The Justice official made the allegation following the testimony of Dr. Mario Ver, one of Arroyo’s doctors at the St. Luke’s Medical Center in Taguig, before the Pasay Regional Trial Court handling the election sabotage case against the former President.
Ver testified on Friday that Arroyo is recovering well and may already be treated as an outpatient, contrary to claims of her lawyers that she is still too frail to leave her hospital bed, and is suffering from anorexia.
De Lima said this smacks of grave coercion and obstruction of justice. However, she did not specify how the three lawyers harassed Ver or the other doctors.
“The alleged harassment of their own doctors is, of course, a very serious matter that needs to be looked into. Their (doctors) rights are being grossly violated,” she said in a text message Sunday.
“If the doctors confirmed that her condition was not life-threatening, it only proved that (Arroyo) camp has been lying and that’s not contemplated in the rules. The act of lying then affects their reputation,” she added.
Aside from the SC and the IBP, de Lima said the Philippine Medical Association should also be asked to look into the matter.
She also said the determination of true health condition of Arroyo was crucial not only to the issue of her detention but also to the resolution of cases in the SC about the legality of her order placing the former President and her spouse Jose Miguel Arroyo under the Bureau of Immigrationโs watch list.
The SC has required de Lima to appear on the third hearing day of the oral arguments on the constitutionality of her power to issue watch list orders, hold-departure orders and allow-departure orders pursuant to Department Memorandum Circular 41.
De Lima earlier expressed reservations to the proposed house arrest for Arroyo while on trial, which she said lacks supporting evidence and could be perceived by the public as a special treatment.
“Is it not possible to have her detained in a facility with all needed amenities and thatโs comfortable enough for her rather than house arrest? This administration really wants to avoid that perception — that it is giving special treatment to her,” she said.
She said she preferred Arroyo to stay at a special detention cell at the Southern Police District, also in Taguig.(JCV/Sunnex)
