MMDA to start apprehending vehicles with no tags Monday

THE Metropolitan Manila Development Authority (MMDA) will start apprehending and issuing fines on Monday to drivers of passenger buses that violate the vehicle-tagging scheme.
MMDA Chairman Francis Tolentino said first time violators will be fined P500. Second time violators will face suspension or cancellation of the bus firm’s franchise at the Land Transportation Franchising and Regulatory Board (LTFRB).
The dry run of the new tagging scheme started last week but violators were only given warning. Tolentino said enough time has been given to bus operators since the scheme was approved by the Metro Manila Council (MMC) last February as a re-implementation of MMDA Resolution No. 02-27 series of 2002.
The resolution authorizes the agency to implement vehicle tagging for all registered and franchised public utility vehicles (buses, jeepneys, GT and Asian Utility Vehicles, taxis, school buses, tourist shuttle buses and cargo trucks) plying major and secondary thoroughfares on the metropolis.
The MMC, whose members are the 17 Metro mayors, is the MMDAโ€™s policy-making body.
The scheme was originally set for implementation on July 25 but the MMDA deferred its enforcement following a request from provincial bus operators that there is a pending proposal in Congress to utilize an electronic tagging scheme for all PUVs which might conflict with the roof-tagging.
“Wala na po silang dahilan para hindi mag-comply dahil sa sapat na po ang oras na binigay natin sa kanila,” Tolentino said.
He said that starting at 5 a.m. Monday, he will personally lead traffic enforcers in flagging down buses without the required “tags” or license numbers painted on the front, sides and roof.
Tolentino’s office along with other agency officials will lead the enforcement of the campaign in front on the Techno-Hub in Commonwealth Avenue, Quezon City.
According to the MMDA guidelines, vehicle tagging means the painting of the license plate numbers on the roof, front, back, and two sides of the PUVs using a color scheme for easy classification.
The MMDA chief said the color scheme shall be observed in the tagging or marking of PUVs: Yellow for city buses plying EDSA, Orange for city buses not plying EDSA, Red for provincial buses plying EDSA, Violet for provincial buses not plying EDSA, Brown for public utility jeepneys (PUJs), Blue for metered taxis, Green for non-metered / Garage Taxi / AUV Taxis, Gray or Silver for school buses, Pink for tourist or shuttle buses, and Gold for cargo trucks.
The tag or mark shall be painted horizontally on the front portion of the PUVsโ€™ roof measuring 900 mm x 1,200 mm for PUBs / school and tourist buses and cargo trucks. Meanwhile, the measurement of the tag for PUJs, FX / van-type taxis and sedan-type taxis must be 400 mm x 900 mm.
But the MMDA said for now the scheme will cover city buses adding that provincial buses, AUVs, school shuttles, taxis and cargo trucks will be included under its coverage by October this year.
As of Friday last week, the agency said more than 80 percent of buses plying various routes in Metro Manila have already complied with the directive though he said there were some problems related to the size of the painted tags.
However, the agency said they informed the bus operators that they needed to correct the tagโ€™s size to conform to the regulation.
Tolentino said the scheme will facilitate easy tracking and identification of traffic violators and out-of-line or “colorum” vehicles because the license plates of the erring PUVs will be painted prominently on their roofs, making it easy for the agencyโ€™s 68 Closed-Circuit Television Cameras (CCTV) to capture images and identify them.
The CCTVs are monitored and controlled round-the-clock by the agency’s command center located in its main office in Makati City.
The MMDA said with the scheme in place, even law enforcement agencies such as the Philippine National Police (PNP) can monitor and track down marked PUVs during emergency situations. (AH/Sunnex)
