Councilor calls for amendments in awards body

CITY OF SAN FERNANDO — First district Board Member Tarcicio DC Halili recently proposed some amendments in the nomination, screening and selection processes of the Most Outstanding Kapampangan Awards (Moka).
Halili, during the preparation meeting for the 440th Aldo ning Kapampangan celebrations at Benigno Aquino Hall at the Capitol Compound, presented several amendments, which he said would give the awards more credibility and transparency, as well as avoid “unfortunate” incidents from happening again.
The former chairman of the Ten Outstanding Young Men said: “With these amendments in the screening and selection processes embodied in Ordinance 56, we could avoid some incidents like in 2005 and 2007 and then again last year, where the Moka was criticized. We need to be more transparent, like having the names of the nominees publicly announced and published in local newspapers so we can immediately get feedback.”
Other amendments proposed by Halili include the creation of an early timetable where the search would start January; composition of the board of judges; validation and revalidation; and reclassification of some categories like in religion, business and corporate leadership.
However, this year’s Moka vice chairman, Provincial Administrator Andres Pangilinan Jr., disclosed that much of Halili’s proposals have already been discussed and taken up by the Executive Committee headed by Vice Governor Joseller Guiao.
“We have taken up many of Board Member Halili’s proposals during the last Moka guidelines deliberation. But due to lack of time, since it is August now, we may not be able to effect all of them. But for sure, the names of nominees will be published and made public. Rest assured that the Moka will remain transparent and done in appropriate processes,” said Pangilinan.
For Halili, such moves are welcome developments.
“At least, we are looking at something good come 2012. We would want Moka to be a legacy for the future generation of Kapampangans,” said Halili.
