Troop pullout imperils peace gains in Abra
THE recent re-assignment of one company of the Regional Public Safety Battalion (RPSB) to Mindanao may have effects in paving the way for a peaceful Abra.
Task Force Abra commander and ProCor Deputy Regional Commander for Operations Senior Superintendent Roberto Soriano said they have enforced suspension of permits and licenses to carry firearms implemented since May 2 in the province to prevent further escalation of shooting incidents there.
However, with the recent troop pullout, the local police force has to intensify its operations to lower shooting incidents in the capital town of Bangued where most occur.
Soriano said they have to add 50 police officers to man areas where the RPSB used to maintain peace.
He added they will continue their checkpoint operations, Operation Bakal and Operation Kapkap to apprehend individuals carrying firearms.
The mindset of residents on the regularity of shooting incidents should also be addressed, Soriano said.
He stressed community relations must be enhanced to counter the thinking of people, especially the youth, on the “normalcy” of shooting incidents in the province.
Although crime volume for the first half of the year declined from 648 cases in 2010 to 459 cases this year, crime solution efficiency is still at 11 percent, meaning many of the crimes reported are yet to be solved.
Soriano added many criminals have been emboldened by the low prosecution despite police filing numerous cases against them.
He said pillars of the community like local executives, prosecution and courts should help pave the way for peace.
Peacekeeping forces in Abra, which includes the police, regional mobile group and the special action force number around 700 protecting 27 towns of the province.
Since the suspension of permit to carry firearms, around 10 persons have already been apprehended by the police as an effort to curb shooting incidents in the province.
Abra registered the highest number of shooting incidents in the region with most of the individuals involved in the shooting still roaming freely due to low crime solution efficiency.
